matt? matt: thanks very much for that.marie hordern, looking at the stocks on the move this morning. up next, trade fade? goldman sachs sees the drag from u.s. and chinese tariffs couldning in 2020, but tensions escalate instead? we will discuss. this is bloomberg. ♪ ♪ to "bloombergback markets: the european open." about 23 minutes into the trading day. taking a look at the indexes, we see green arrows across the board. most stocks on the stoxx 600 gaining, and as a result the ftse up 0.5%, dax up 0.3%. still, the trade war has been a huge drag on the economy. that will fade, that drag, in 2020, at least according to goldman sachs. the bank says tariffs in china have probably peaked, and expectations of a truce will lessen the impact of the fallout. melanie baker, senior economist at royal london asset management, is still with us. again, to me this is another indicator that peak pessimism has kind of passed for the global economy. what do you think? melanie: i have my fingers crossed. i think it also feels a little fragil

matt: are you optimistic?d from xi jinping and positive comments from wilbur ross on the possibility of a phase one trade deal. are you optimistic? to what isisten coming out of the administration in washington and what is coming out of china, it deals like some sort of phase one deal looks progress and move forward. the issues are complicated and there will be more to talk about, but i am optimistic based on the data points. it feels like we will have something instructive. matt: how much damage do you think has been done, and can it be reversed? the global economy is still chugging along, the trajectory of growth has slowed over the last 12 months. but what the trade tension has headwindhas acted as a to growth. if you remove that headwind, it should be positive for global growth in the short term. matt: this group of companies, idealicorns that have had problems or have not performed well post ipo like uber, are you concerned we are seeing reflections of the dot-com era? >> i would not compare it. these are

matt bevans is a specific incumbent. and the winds in the country may be blowing differently than they are tonight. but do you think it's fair for people to start extrapolating from these results tonight to think about what mitch mcconnell may be up against. >> i'd be cautious. if you're mitch mcconnell you're not happy with what you're seeing tonight. if you're mitch mcconnell and you look at the poll numbers and think also of the standing bevan h had, you might be nervous too. the thing mcconnell has going for him, i think you have to keep in mind number one it will be a presidential election year. trump won this by 30 points last time. the other thing is you go down ballot in kentucky tonight, the result is looking a bit more different, more favorable to republicans. so i think what you'll hear from mcconnell's side is still a trump state. you'll have trump on the ballot next year, and there were specific problems with bevin that made him one of the least popular governor offense the country. sometimes voters distingu
