matt acklin has the story. >> the u.s. attorney made it clear last week, his investigation is not closed. even after former council member, harry thomas pleaded guilty to $350,000 in city funds. the children and youth investment trust corporation, mayor gray wants a full review of the city organization set up to help kids. >> i asked the inspector general to expedite this. so we get the conclusion very quickly about the future of the trust. >> chairman of the council, kwame brown called a meeting of some of d.c.'s top finance managers. the city's cfo, inspector general, dc auditor and budget director. on the agenda, harry thomas, the trust corporation and preventing fraud city wide. >> but the idea is to ensure when we can tighten up loopholes. we do it systematically so we don't find out another agency has a problem. >> council member jim graham expressed his frustration after harry thomas pleaded guilty to taking $350,000 from the city last week. >> how did this happen? who was tending the store? >> as chairman of the hu

. >> matt acklin, thank you very much for keeping us up to date. a special election will be held for the ward 5 seat. with more on how that will work and what else comes next, we are joined by allison mclaughlin, public affairs manager for the d.c. board of elections. what is next for that council seat? who takings over and when will there be a special election? >> at some point, the board will be notified and the board has five days to declare the vacancy exists and schedule the date of that special election. there's a time clock begins that day. we have 114 days until the following tuesday. the special election will be held. at this point t will probably be may 8 or may 15. >> just to be clear, it is left vacant now until then. >> yes. the seat will remain vacant until it is filled by a special election. >> could harry thomas ever be eligible again to run for that seat if he wanted to? >> you know, i don't know that's been affected by the most recent ethics. only an individual that was serving in jail on a felony would have been eligible. prior t

fox 5's matt acklin reports. >> for many sick people, medical marijuana has proven to relieve pain andfering and stimulate appetite. in 1998, d. c. voters approved a referendum to make medical marijuana legal. after years of dealing with red tape, the program is moving forward. but there's a hitch. ward 5 doesn't want to be home to where the marijuana is grown. >> we are looking at getting better. moving forward. not being a dumping ground. >> held meetings following the resignation, they got an earful about all the proposed sites where medical marijuana will be grown. some say ward 5 has enough on its plate. when we look at it overall, we have the problem of all the licenses from the strip clubs coming from the ballpark. one located in ward 5 and no bun one is doing anything. when you look at the waste transfer stations, three of them. that's a serious burden on ward 5. >> on tuesday, council member, vincent orange, limit the number of cultivation sites in ward 5. a move some fear would delay the medical marijuana program. >> mr. chairman, i heard the concerns that this would somehow
