nbc's matt bradley has the latest. >> reporter: on a remote beach, a massive rescue effort. an army of volunteers racing to save the whales. >> such a majestic animal, it is really strange to see them doing this. >> reporter: at least 650 pilot whales have washed up on a stretch of coastline, called fairwell spits since late thursday night. rescuers say they were able to save 100 of them. tagging them and guiding them out to sea. forming a human chain to keep them from coming back, whale beachings are frequent problem here. some call this place a whale trap. but it almost never on such a huge scale. >> this is the third largest mass stranding we have recorded in our history. so it is a very large one. logistically, a massive undertaking. >> reporter: researchers can't say for sure why so many pilot whales have ended up on this narrow peninsula. some may lose their way and become disoriented in shallow water. others may follow their friends' cries leading to their deaths. just yesterday morning, shocked volunteers found 240 more whales washed up on this shore. for many, all t

joining us live from london, nbc news foreign correspondent matt bradley. att, great to have you with us. what else is on the table in terms of possible options? >> reporter: good morning, ayman. the trump administration is considering a few different options, most of which do look like an escalation. now, if you remember, shortly after his inauguration last month, president trump signed an executive order that pledged to ramp up the fight against isis. he gave generals 30 days to come up with a plan. general joseph ortel, the head of america's central command said he may increase the number of u.s. troops deployed on the ground in syria and iraq. there were already 5,000 to 6,000 american soldiers advise and assist in iraq. and 500 special forces troops in syria. the u.s. may also deploy these soldiers in more forward, more active positions where they would be confronting isis directly rather than just assisting local fighters. but putting more boots on the ground could mean more american casualties, and that is not the only idea on the table. the white hou

nbc's matt bradley is live in london. matt, this story has us on the edge of our seats, what can you tell us? >> reporter: hi, good morning, gigi. the latest revelation is bizarre and startling. malaysian authorities saying vx nerve agent was the poison that killed kim jong-nam. malaysian authorities say, based on the swabs you mentioned, this vx nerve agent was taken from his face and killed him within minutes of the original dose. this is startling, indeed. it is one of the most potent poisons used worldwide. actually, the united nations categorizes it as a weapon of mass destruction. this is the latest to come out of the saga of the death of kim jong-nam. they are looking for seven more north koreans. one of the women who was thought to administer the poison thought she was participating in a prank for a reality television show. malaysian authorities say that's not true. video shows she is holding her hands away from her face and she immediately went and washed her hands after administering the fatal dose. >> seems too

joining us from london, matt bradley. matt a good day to you.ve got thousands expect theed at this rally toda right? >> this could really be the rip roaring debate, the kind of thing for which the uk parliament is famous. you can expect some angry lawmakers when they get going debating donald trump's state visit. but what you probably won't see is a vote or some kind of final decision barring president trump from the state visit. this debate is a response to a petition that got a stunning 1 million 858,000 digital signatures demanding that trump be disinvited to britain for the state visit. that number could still grow, far exceeding the 100,000 signatures needed to get this proposal to the house of commons floor. but this petition only requires that parliament take up to topic for debate. teresa may said she's going to proceed with the visit as plan. buckingham palace has said nothing. the u.s. president hosts state visits but this british state viz is an extraordinary event. trump would be hosted for a meal by the 90-year-old queen of england.

matt bradley has the latest from london. >> reporter: french police raiding locations around paris.attack at perhaps the world's most famous museum. it was around 10:00 a.m. inside the louvre. police say this 29-year-old suspect attacked four soldiers with a machete in each hand. shouting god is great in arabic. there were shots, this witness said. it was scary. i saw people falling. soldiers shot the attacker four times. he lived. the soldier suffered minimal injuries. 1200 people were inside the museum. some huddled on the floor. police say the suspect arrived from dubai last week on a tourist visa. these are students from the university of georgia. they were looking for the lisa when guards told them to take cover. >> that was scary. they made us unzip our jacket and open our purses and be like -- i was like, oh no. >> all of them fully armed. yeah. >> reporter: france was already on high alert after deadly attacks on the bataclan in 2015 and in nice last summer. french police say the suspect who's still in the hospital bought his machetes here in paris two days after he arrived

matt bradley, who's making these comments and what do they exactly mean?ng, alex. as you mentioned, news of former national security adviser michael flynn's resignation last night has ricochetted around the world to moscow. they say this is an internal matter and that it's none of russia's business, but several russian lawmakers faulted what they described as an atmosphere of anti-russian paranoia in washington and among media. more than one pro putin senator said flynn was a victim of those who wanted to see this. they said, quote, while flynn is leaving, the russian problem remains in the white house. he said that trump will be the next target. now flynn's departure is the latest casualty of trump's very public affinity for russian president vladimir putin. they resigned and manafort a high level person in the campaign. it's too early to tell whether trump's presidency will successfully heal moscow's rift with washington. >>> breaking news we're just getting in right now. the british government is confirming that a state visit by president trump will tak

nbc's matt bradley is near the scene. good morning. >> reporter: this whole continent count be any more on edge an one known assailant attacked soldiers who happened to be on patrol outside of the louvre museum behind me. this is one of the most visited tourist sites in all of europe. while no one was killed it put a lot of tourists on edge. >> i won if it was a training exercise. >> reporter: it wasn't. alarms sounding at the louvre in paris. a man armed with a machete and knife rushed at military police. they opened fire and fired five times seriously wounding the attacker. one soldier was injured. inside the locked down louvre terrified tourists huddled on the ground before being evacuated. glad to be safe. this witness described what it was like. everyone was panicking she said. we thought of our lives. we saw death coming for us. this american was at the museum. >> they took us to a safe police. >> reporter: the man presenting a direct threat, adding that the man shouted arabic for god is great during the incident. a

[applause] ♪ ♪ >> good morning, everyone. my name is richard graber, president of the bradley foundation. it is great to be here. our topic today is federalism and certainly all of our lifetimes witnessed a frightening and really disturbing expansion of federal government. far beyond what our founders ever anticipated and they truly did work hard to work against and to prevent, and that expansion of federal government has only gotten worse over the last eight years under president obama. today with a great privilege to welcome for outstanding governors to discuss these authors significant issues of federal growth and regulatory overreach. and they really do bring a great first-hand perspective on why states can't and should be laboratories of change within our governmental system in the united states. just a couple of words on each of our governors, starting to my far right. governor do you see at the 23rd governor of arizona.
