joining us live from manchester, england, is matt bradley. matt, good morning. what do we know about salman abedi and the ties to overseas terror groups? >> reporter: thanks, yasmin. we know he grew up here not far from the arena where he killed 22 people. he grew up within the libyan community here in manchester. this is the heart of britain. there were a lot of connections among the community. especially for young men like him. he was perceived to be by many to be quiet and also devout. unlike many of the quote lone wolf attackers who struck across europe, he did not appear to have history of violent crime or drug use or drug dealing like the attackers before. he actually was a pius muslim. he may have traveled to libya over the years and may have participated in fighting. he may have had connections to al qaeda, but also to islamic state. that claim of responsibility that came out yesterday. we know those two groups are different and fight each other, they are ideologically very similar. yasmin. >> matt, let me ask about abedi's brother. we know authorities i

for more we turn to matt bradley who joins us in manchester. good morning. >> reporter: thanks, frances. this is the second morning that they have awoken after that tragedy that left 22 people dead in the manchester arena behind me in 59 injured. most of those were you fans of ariana grande, the american singer who held a concert here two days ago. now, there hasn't been many pictures but overall last night about every hour there was a van that would come and go from this parking garage, carrying the dead bodies one by one, so many of these young fans and their parents who were killed in this concert, now the investigation is ongoing but the police were able to identify yesterday the man who they say is the perpetrator. he is from here in manchester, raised a couple miles away and attended school here. his name is salman abedi, only 22 years old, and police say that he detonated a bomb, improvised explosive device as fans were leaving this concert. there's more that's being done by the police, there have been raids across the country, only in a

nbc's matt bradley is live in manchester. matt, isis is now claiming responsibility. has that been verified? >> it has been, stephanie. experts told nbc news this is a verified account and that this is a legitimate claim of responsibility by islamic state. of course, stephanie, it's always very hard to read the tea leaves when it comes to these isis claims of responsibility and we've seen so many of them over just the past couple of years. one thing we can say this statement did say in arabic this was one of isis' soldiers that attacked what they described as crusaders. now keep in mind, of course, these are mostly 13 to 15-year-old girls who isis is describing as crusaders. now there also were other discrepancies. they described multiple bombs that were used and seems as though there was only one. but still, this investigation is ongoing. they just arrested, the police here a 23-year-old in southwest of this city, and this just goes to know there is a massive dragnet going all over the country but at the same time, remember, the westminster attack in march that was w

polls remain open, nbc's matt bradley is in paris. talk about the turnout and the influence of friday's election hack, as well as the bad weather today, especially in paris. >> reporter: well, the weather isn't all that bad, thomas, as you can see, it's not raining. it's been raining all weekend, but now it's not so bad and i've got some nice views here. but the fact is that the turnout here, this entire race has been dogged by a lot of suspicions that the turnout would be very low because of voter dissatisfaction with all of the candidates. it was the same thing two weeks ago during the initial runoff election that featured 11 candidates. a lot of people said even with this massive menu of 11 candidates the voters were still so discouraged they wouldn't turn out, but they did. and the numbers that we did so far today have shown voters have been turning out really only slightly less than they have in the past. so what you used to be able to see would be a blank vote, voters would go to the polling station and submit basically a ruined

joining us from manchester, nbc news foreign correspondent matt bradley. matt, what are we learning this morning? >> reporter: mika, there's a nationwide hunt looking not just for any accomplices but any network of people that might have been involved in this. one of the crucial things we haven't heard yet is a claim of responsibility. if you remember in past attacks, in the couple hours that would come after the attack, isis, if they were involved or if they inspired the attack, would make an announcement, normally on twitter, normally on the news agency. we haven't heard that yet. if this was indeed an isis-inspired attack, we can expect to hear something along those lines within the next couple hours. in the meantime, british police and with some help from european officials and american intelligence officials have been trying to determine if this perpetrator who they say was killed in this suicide attack last night, if he indeed acted alone. that's now the focus of the investigation, but right now birmingham is trying to recover. there's been an enormou

joining us now, nbc's matt bradley, who is outside the arena in manchester with the latest on this investigation. what are you learning, matt? >> reporter: thanks, jim and doreen. we just in the past couple of hours, saw theresa may, the british prime minister, address the nation and tell them that she's actually raising the threat level from severe to critical. those words sound very similar, but what that means is that an attack is going from likely to imminent in the eyes of british security officials. now, why would they raise the threat level? because the sophistication of the weapon that was used. and this is what security experts believe, because it was a bomb that was used, and not just a lone wolf attack, a knife or a gun, it implies there must have been help for this man who was killed, who perpetrated this heinous crime at the arena behind me last night. if there was someone who helped him make the bomb, that means there's probably additional su large. this is what security experts believe is the thinking behind theresa may's decision to raise that threat level. that also means the ma

nbc's matt bradley has more for us. matt. >> thanks, richard.elease last night of those hacked e-mails have dealt a body blow to a presidential campaign here in france that many had already seen as deeply acrimonious. it's actually starting to follow an uncanny pattern that looks a lot like what we saw in the united states last summer. that's when the dnc was hacked by what intelligence agencies in america suspect were russian hackers tied with the gru, the russian intelligence agency. and just a couple of weeks ago there was a japanese security firm that published a report that named macron's campaign as among so of those entities throughout europe and the united states who had been hacked by fancy bear, also known as apt28. that's a hacking group that u.s. intelligence agencies and some in europe believe is connected to the russian gru. but it's not just the hacking that's making a lot of people here in france think that this campaign is beginning to resemble the deeply divisive campaign that happened in america last summer. remember, we're no

i want to bring in our foreign affairs correspondent, matt bradley, who is outside the arena. what's the latest? >> reporter: thanks. what we're hearing now is that this investigation is expanding throughout the country. you just mentioned the 23-year-old was arrested here in southwestern manchester. now it is not exactly clear whether that arrest is going to be led directly into the incident that happened here, this horrifying attack last night at the arena behind me. what we do know is that in the westminster attack several months ago, the police arrested maybe as many as a dozen suspects and released them all in very short order, and still came to the conclusion at the end he of the day that that attacker had acted alone in that case. just because the police are arresting other people doesn't mean that the dragnet is over andoesn't mn that the people who have been arrested are necessarily connected to last night's horrific attack now, again, this was an attack that very explicitly targeted children. theresa may mentioned that, but there are so many political implications th
