nbc has team coverage on the ground with matt bradley in columbia, south carolina monitoring the storm as it makes its way inland. and garrett hague is in new bern. and tammy leitner is in conway a little west of myrtle beach. what is the latest you are seeing there? >> reporter: i'm about 20 on miles inland they are already getting flooding here. you can see this house is under water. the truck back there quite a bit of water. and there is no power outages where i am, but apparently there are power outages just down the road. it is very sporadic. we were speaking with the workers and they were like one road might be without power, the next one might have power. there are 35,000 homes without you power. north myrtle beach has no power about, myrtle beach proper does. so it just depends. the road to the left of me is completely washed away. it is closed off. so they are getting hit here. the rain has been relentless, which is not a good thing, but their biggest concern is that the rivers in this county are going to crest. and if that happens, that will watch a out the main road cutting

nbc's matt bradley is there. matt, have you noticed a rise in the waters?y're pretty forceful there behind you. >> that's right, frances. we were here earlier today. it was quite a dramatic scene, as you can see. this is supposed to be a levee. this was actually built not by professionals, mostly built by the people of lumberton earlier last week. they all came out with shovels and tried to build this levee to protect their town. now, in the last couple of hours, what we saw were earth movers moving back and forth across what was a parking lot here, trying to re-enforce this berm. and in the last couple hours, they failed. as you can see, the levee basically, the waters breached the levee and now the town is being flooded. now, this is so tragic for so many reasons. lumberton is one of the poorest cities -- excuse me, towns in north carolina. and they're still reeling from the effects of flooding two years ago after hurricane matthew. there were fatalities then. you know, the river now is at 24 feet. the river normally floods at 13 feet. it's going to crest

to matt bradley, in the capital of south carolina tracking the storm as it moves inland. matt, columbia a river town like so many we have been reporting over the last couple of days. what is the latest there as rain continues to fall in columbia? >> reporter: as you can see, it is barely raining. it is kind much misting right now. the wind is somewhat high. it is not that bad. we were driving today from myrtle beach all the way here to columbia, the capital of the state as you mentioned, and we kind of moved a little past the storm. we almost outpaced it and now it seems to be kind of still here. this storm is moving so slowly, about two miles per hour across the state. but as you mention, i'm standing over the congaree river, the river that flows through columbia, south carolina. it is rivers like this one that are the reason that this region could be in for a one-two punch. as the storm moves across the state and towards the appalachian mountains and it rises in altitude and starts to sort of let go of its wet payload into river basins and creek basins, it will fill up r

matt bradley is half the distance from me in cherry grove, about 20 miles up the coast. it looking for you, matt? >> thanks, ali. i was telling you moments ago about the dangers of the gusting wind. i have decided to deliberately and foolishly get into the open more and show you this. this was projected to be 60-80-mile-an-hour winds with gusts up to 100 miles an hour. you might see me get pushed around here. we are right by the north carolina border. so far, this is mostly a wind storm right now. there's quite a bit of rain, but the next street we are waiting for is the surge. that's when we see the waves from the coast, which is right over my left shoulder here. it's going to rise up as the high tide comes in. we are expecting 1-2 feet of surge. there's a reason why all the home that is are built along here, almost all of them have been built on stilts because they expect and anticipate and regularly get surging water off the coast here. they are prepared for that. you know, this is a very dangerous situation for rescue workers. a lot of them aren't going to come out i

joining me from myrtle beach is matt bradley. what's it look like there? >> chris, it's not really what you're seeing where gadi is up north. we haven't seen the worst of it at all here. we have high winds and barely a sprinkle of rain. but what we have here in the myrtle beach convention center is a huge setup for rescue workers preparing to face the brunt of the storm. when i talk about rescue workers, we need to expand that definition. it's not just the firefighters and the police officers and the medical workers who get a lot of richly deserved recognition for that. we have to remember it's also public works people. it's also water works. it's also electrical people, they're putting their lives on the line when the storm hits to go out and try to bring the services back and make sure that everything is flowing smoothly so that people can evacuate, so that people can be rescued. and we just had dinner with a bunch of them. they're all really waiting for the worst here, like i said, we've been waiting for hours, for days, and we haven't seen it quite yet

i have matt bradley head to go columbia, south carolina, where we know from craig melvin he has family in north carolina and they're experiencing some some flooding. i want to go up to oak "land, about 40 miles northeast of here on the north carolina side of the border. >> you're well past 24 hours into this. >> one block away from the beach to my right, this water is up to my ankles here. but in some parts, it's up to my knees. we're expecting 2 to 4 feet from that storm surge. these beach properties are already starting to get some of that debris flying around. when you start getting this much rain, the soil starts to move. a lot 06 these beach front properties are on wooden stilts because they said, listen, what if the ground starch to move because there's so much rain i don't want my house to fall under me. catch some of the street signs behind me. that is why you have the mayor out here and the authorities. for the folks who evacuated who want to come back in and check on their homes, it doesn't seem like that will be possible until sunday, monday at the earliest. both bridges com

matt bradley is in lumberton north carolina. matt, you were looking aft a ley that had breached a bit. what are you seeing now? >> as i mentioned to you a little while ago, this was a heartbreaking scene we witnessed here a couple of hours ago. it was pouring down rain and there were people movers -- i'm sorry, earth may havers with personnel driving them back and forth seriously across what used to be a parking lot that's now flooded trying to close off this levy here which as you can see has since breached. so it was going on for hours and hours. this follows days and days when the people here of lumberton were trying their best with just shovels and their bare hands to try to create this berm that we see. it was really a race against time in the last couple of hours. it was heartbreaking to see these workers trying so hard so save their town and now we've seen that levy break and it's a repeat of what happened back in 2016. that was the aftermath of hurricane matthew. that was when once again this levy broke and the water from

. >>> i want to go now to south carolina's capital, columbia, where matt bradley is tracking the storm as it moves inland. we've heard how slow moving this storm is, how it's sort of hanging over the center of that state and moving slowly sort of west-northwest. what are columbians being told tonight? what are they supposed to expect? >> well, as you can see, i spoke to you just an hour ago, david. the conditions have actually deteriorated quite dramatically just in that last hour. that's because we're starting to see here that leading edge of what is now tropical storm florence. as i mentioned, we drove this morning from myrtle beach, from the coast, all the way here to what they call the midlands of south carolina, and we basically outpaced the storm. and now it's finally catching up with us as the meteorologist mentioned. this is really coming at a crawl. two miles an hour. it's hard to even walk that slowly, and that's what this area of the country is going to have to be enduring for probably something like the next 48 hours. and that's a problem because if you look behind me, this

msnbc's matt bradley joins me live from fayetteville, north carolina. what is going on?reporter: this is what president trump has to look forward to when he arrives here in north carolina. in just a few hours we have word that he has left the white house and he's on his way. he's going to be going to cherry point air station near the coast. but right now, i'm in fayetteville, in the central part of the state, which is still reeling from the effects of hurricane florence. as you can see behind me, as you mentioned, this is the cape fear river. it actually crested last night at about 61 1/2 feet. that's about 2 1/2 feet more than it crested in 2016 after hurricane matthew. and so i want to talk about that, stephanie. that's the kind of devastation that we're seeing throughout the state. i was in lumberton yesterday where people were actually still repairing their homes and businesses two years after hurricane matthew. it's one of the poorest parts of the state. and then they had to watch as their town flooded yet again for hurricane florence. so this is a very poor area. s
