nbc's foreign correspondent matt bradley is joining us live from erbil, iraq. defense secretary ash carterll not be easy, but it is vital. >> reporter: thanks, alex, that's right. this operation, which is known as wrath of the yu fray tees, has been in the works for several weeks, even months, and as you pensioned ash carter mentioned it late last month just as this battle for mosul was just getting going, but while they want to have these two battles in parallel, the thinking is, of course, as they come to bear on mosul, the largest city in islamic state self declared caliphate that they should strike where the iron is hot in neighboring syria and try to take raqqah, the actual capital of this caliphate. it's going to be difficult, take weeks, maybe even months for the fighting in syria for raqqah to reach the same point that it has here in mosul. and that's because the same challenges that face this coalition here in iraq are going to be ten times worse in syria. all these different ethnic and minority religious groups, who have their own fighting force that are coming to bear on raqqah

matt bradley reports from iraq. >> reporter: this operation known as wrath of the euphrates or angry euphrates in syria is getting going. ash carter announce it just last month and the idea is the operation in raqqah, the self declared capital of the caliphate, would go on in tandem to the operation in mosul but it's going to take several weeks to bring that operation in raqqah to the place where this operation in mosul is right now. just in the past couple of days, iraqi security forces have managed to penetrate into mosul proper, and they're now fighting in a blister street by street combat. it's going to take a long time before all the sprintered various parts of the syrian conflict get together to move on raqqah itself even though raqqah is a much, much smaller city. this has to do a lot with all the different ethnic and mi jort religious groups fighting in iraq and in syria. it was extremely difficult getting all of those groups to work in concert here in northern iraq and it will take sop diplomatic magic to get that going in raqqah. back to you. >> thank you very much. >>> coming up next, frozen in time. the latest push to

carter told nbc just days ago the operation of raqqah will begin in weeks. >>> in iraq the troops have reportedly entered the outskirts of mosul. let's get to matt bradley joining us before from erbil. what can you tell us? >> reporter: it is a very windy day in erbil. we're about an hour east of mosul where the battle is still raging. as you mentioned, alex, we have news this morning that iraqi forces have just gotten into what you could consider to be the outer limits of mosul itself, mosul being iraq's second-largest city that's been occupied by isis the past two years. this is a symbolic but still-important move. they've managed to kind of permeate just the outer defenses of that city. but what we have to look forward to, what the iraqi security forces are going to be seeing now in the next couple of weeks, is street by street fighting. very, very difficult. coming up against all the tricks in isis' arsenal. suicide bombings, defensive tunnel works, booby-trapped homes. one thing that's the most lethal is the 1.2 million civilians that islamic state to state holds in mosul itself. they're going to be using them as human shields in the coming
