congressman matt cartwright of pennsylvania joins me now.gressman, thanks for your time tonight. where were you? how close were you? describe what you saw and what happened. >> ed, it was about quarter after 2:00. we had finished the first vote series for the afternoon, and when you look on the inside of the house of representatives at the speaker, right behind where the speaker is, the next chamber behind that is the speaker's lobby, as you know, and as you proceed further south along the building, the southernmost edge of the building is a balcony where members can go and relax. that's exactly what i was doing. i was having a chat with congressman jerry connelly from northern virginia. two of us were chatting quietly for about five minutes when the shots rang out. and i have to tell you, at first it sounded -- it put me in mind of the first salvo of a 21-gun salute. it was a little ragged. they weren't all together, and then when i put it together, i realized these were shots, and it lasted -- it sounded like at about seven, eight, maybe n

i'm joined now here at our site outside the capitol by congressman matt cartwright. he was on the hill. he heard the shots ring out. congressman, what happened from your vantage point, where were you and where did you go? >> jake, what we had done, we had just finished in the house the first series of votes. it was something after 2:00. outside the speaker's lobby, there is a balcony. it is on the south side of the capitol, faces south. i was having a quiet chat as many members of congress do with jerry connelly, congressman from northern virginia, having a quiet chat, sitting on the balcony outside and we heard in quick succession, it sounded like seven or eight shots all in less than a second. and what we heard was that they were coming from right behind me, the way i was seated, and looking southwest toward the raburn house office building. i suspected it was either coming from there or it was a sound ricochet. >> echoing because there are a lot of big cavernous buildings around here. >> right. off the face of the raburn building. turns out that's what it was. wha

environment, a person who has spent much of his career defending the environment, representative matt cartwright joins us this evening. thank you for participating with the seek coalition. mr. cartwright: it's my pleasure, my dear friend and colleague from new york. it's almost hard to believe, i would say, that we are noting the one-year anniversary of the terrible storm we call hurricane sandy striking our nation's shores. it seems like no more than six or seven months ago that that all happened. maybe one of the reasons is that it was so horrific so damaging, so devastating that the harm continues. there are still families searching for a place to live. there are still americans still digging out from this problem, trying to salvage the situation for themselves and their families. and so it's almost hard to believe that it was a full year ago that this happened. this is a country that suffered so much in loss because of hurricane sandy. $25 billion in business losses, $50 billion in property damage. i come from pennsylvania and pennsylvania so far as it is from the seacoast, we still had $1 -
