matt delucia is live now over claymont. matt, not too along ago you were in pennsylvania. compare the two states. what are you seeing? >> reporter: well, we're seeing still whiteout conditions on the ground from the air. just snow everywhere. people are starting to dig out. and, boy, do they have a task ahead of them. you see all the folks on this road where it looks like a plow may have gotten through at some point, but people have been plowed in, they're trying to dig their cars out and really an uphill task at this point. very few people are on the roads in delaware. there are still driving restrictions this effect. and we are expecting an update from the governor jack markell at about 11:00 this morning. i also believe we do have some video of a scene that we were just at in philadelphia, the overbrook section of the city where we have a roof collapse. you see it right there. it was a metal roof collapsed on it a house there. it looks like it may is been part of a porch structure. but firefighters were responding to that scene. we haven't heard of any injuries involved

one neighborhood right now is being checked out by matt delucia in jenkintown. matt. >> reporter: we can feel that the temperature has dropped a couple of degrees the past couple tours. a little chillier as i got out of the truck. you see people coming to the train station all bundled up. they are going to be more bundled up the next 24-48 hours. the train came and picked up a load of passengers. later on today and overnight expecting some of the coldest temperatures yet for this season. add in the wind and we should get quite a bit of a shock compared to what we've gotten used to so far this winter and because of that a code blue alert is in effect for several counties in the area, that warning comes when temperatures are forecast to be cold enough to be dangerous for people who spend a great deal of time outside, mainly the homeless and for that reason more shelters start opening and others extend hours and more effort to get those folks into the shelters out of the cold. we have a graphic. code blue alerts last night and that runs through wednesday morning. ph
