we sent nbc 10's matt delucia over 130 in brooklawn, camden county. seeing there, matt? >> reporter: vai and tracy, this is an area that always floods. they're trying to make their way through the remaining flood water. it had been closed, the circle by 130, new broadway. this area had been shut down. just reopened within the past couple of minutes. we saw a worker a few minutes ago clear that storm andre you see out there in the distance and that did help to get some of those floodwaters to start receding and then we started to see some of the vehicles mao through here. still you have this kind of situation in many areas, especially here in south jersey wrrks you have to be careful making your way through the floodwaters. again, if it does look too deep or you don't know what the conditions are, it's best to turn around. we haven't seen too much. it just reopened. we're going to keep a live look on the conditions. >> we talked with penndot about the dangers of trying to drive through the flooded areas like we saw earlier this morning on lincoln drive

matt delucia is live on the scene. matt?d vai, this happened just about the top of the hour, 6:00, where we can see the backup happening here. we're at route 29 and 202 where you can see it is a complete standstill. this extends all the way out to swedesford road, a mile, mile an a half distance. no cars are coming in the opposite direction westbound. the brake lights are going eastbound toward the city. at this point we know that there is police activity because there are wires down acrossç the roadway. the cars that you see that are going on the right side of your screen here, that's an exit ramp. a lot of people taking that opportunity to get off this road while they can. these guys over here who are over the median, over the barriers, they are stuck for a little while. we're waiting to get more updates on how long this will take to clear. right now as far as i can see, the headlights past 29 right now. this is going to be a long delay as jessica has been mentioning. for now, live in malvern at 202, matt delucia, nbc 10

matt delucia shows the first snowflakes in newark.you see just a little activity showing up on the radar there. it's steadier to the south. this is where you're seeing a rain/snow mix for dover with temperatures at 36 degrees. it's trying to move into south jersey but right now it's just very light precipitation in cumberland county. we've seen rain this morning in cape may. the temperatures, 20s for pottstown, trenton at 29 degrees, right at the freezing mark for northeast philadelphia and wrightstown, below freezing for blue bell, lafayette hill and glenside. go further north and west you're more likely to find the icy spots. her by hour forecast at 9:00, not everybody is getting rain or snow at that point but it starts to creep into pennsylvania. steadier showers in delaware will continue into the late morning hours. really isn't until we get into "fáhe afternoon that we see the snow spreads to the north and during the evening commute as we're heading into it, we will see snowfall. the other big element to this is temperatures. alo

matt delucia is live for us. on the schuylkill. matt, what are you seeing? >> reporter: well, vie, it looks very dry on the schuylkill. let's have a look from our vantage point. some vehicles are making their way past us approaching the area near our studios heading toward philadelphia. you can see that most of the road surface has begun to dry up a little bit. we did see problem spots earlier this morning because of some flooding, but at this point, mostly dry streets. in the philadelphia area, we haven't really seen too much in the way of flooding from the schuylkill itself, but at this point, more cars are heading out onto the roadways and the conditions have improved quite sub zhanlly over the past several hours. just a little breeze out here is about the worst we have seen in addition to some of that on street flooding and ponding on the roadways because of perhaps some debris clogging up some storm drains. other than that, it's not too bad. at this point we're going to continue heading through philadelphia, check on the conditions throughout our area.

matt delucia is live in norristown with more on today's hearing. , matt. >> cosby's defense team is going all out trying to keep this away from trial. some legal experts think they have a shot. all eyes will be on what happens inside the courtroom here later on this morning. really all comes down to a supposed agreement between then d.a. bruce castor and bill cosby. his legal team says back in 2005 castor promised not to prosecute in exchange for a deposition. in that deposition, cosby admitted to drugging a woman before engaging in sexual contact with her. the district attorney know, kevin steele filed charges in december. the issue is whether or not that alleged agreement holds up. as far as anyone knows it is not in writing. bruce castor isç expected to te the stand to testify about this agreement. this is castor when we spoke to him last year. >> at the time i remember thinking he probably did do something inappropriate but thinking that and being able to prove it are two different things. >> the deposition cosby gave 11 years ago was used for

matt delucia is live at 30th street station to tell us more about this report. matt?>> the main purpose of this release is to provide more information. but not a final determination as to what caused the crash of amtrak 188. in all, this report could somebody 2,000 paenls long. it could contain photos, black box data and interviews. it was back on the night of may 12th amtrak 188 was going 106 miles per hour around a 50 mile per hour curve when it derailed, killing 8 and injures more than 200 people. the release of this information will be the biggest since june of last year. one of the top points of interest will be the transcripts ofç interviews taken last year. the documents are expected to be released this afternoon with that final analysis coming at least several months from now. one of the things the reports could lead to is change in regulation or practices. one major change happened just after the crash, a speed control mechanism is in place around that curve. we just got a statement from amtrak about the status of this investigation. i'm working on getting t

matt delucia live at philadelphia international airport. matt, people are second guessing their overseas travel plans, aren't they? >> that's right, tracy and vai. what happened with these three recent cases, two in pennsylvania, one in delaware, the women arrived back in the states with the virus and officials right now, they're only saying these women travelled to areas affected by the outbreak. the pennsylvania secretary of health says that the cases here do not pose any threat to the public. the zika virus is transmitted by mosquitos. it is mostly happening in soj and central america but now we are seeing these cases pop up here in the u.s. because of people traveling over there. a doctor specializing in infectious disease tells us that it's theoretically possible that come summertime, our local mosquitos could spread the virus but the chances are minimal. either way, it is likely this virus will eventually show up in all 50 states. it is different than the last big outbreak that we saw with the ebola virus. take a listen. >> zika virus

matt delucia is live in newark where there seems to be a few flurries out there right now, matt?> just a few flurries. haven't seen any accumulation on the roads. we have a little bit of accumulation in the form of dusting on some of the parking meters and trash cans, grassy surfaces in this area. we're on east main street. wet roads, you can see a little bit of sunshine off the asphalt. a lot of the deldot crews have been on the roadways spreading some of that brine solution, especially on the major roads and highways. we just did get an update from deldot a few minutes ago. they tell us, because a lot of the precipitation has been rain overnight, it's left wet or slushy roads in many areas. because that snow is still in the forecast for later in the day with some accumulations up to 4 inches we've been hearing from bill henley, deldot's crews are monitoring the roads right now and continuing to treat surfaces that could become icy. at this point, we're keeping an eye on the conditions out here right now. at this point, again, we've only seen a couple slick spots on some of the

nbc 10's matt delucia is live for us outside the courthouse in norristown.some people were out at the courthouse supporting the accused comedian. >> that was outside. inside it was one question after another for former district attorney bruce castor. take a look at video of when bill cosby was leaving the courthouse yesterday. you see there, cosby did get some support as he walked out of court yesterday afternoon. several supporters gathered outside, cheering for him to stay strong. but it was inside the courtroom where we learned more about this agreement or deal regarding a decade old allegation that cosby drugged and assaulted a woman. bruce castor testified that he thought he could not get a conviction because the accuser's credibility was tainted on a number of issues. he set up a situation where if cosby issued statements in a civil case he would not be prosecuted criminally for it. wes oliver says either way this could be problematic. >> i think any decision the judge makes can be appealable through the state appellate structure and ultimately a petit

matt delucia is live in camden.ey're looking at where it hits and how vulnerable our region could be, right? >> that's right, vai. in camden county right here has some of the most advanced mosquito monitoring capabilities in our area. the cdc has issued noticed to state and local health departments about tiu mosquito-borne virus that's being contracted mostly in central and south america. the vir has been shown to cause birth defects if a pregnant woman is infected. here in camden county, it's far too cold to see mosquitos right now. i am told that some of the mosquitos in this area are the same type that can carry zika. it's really not just that, there's something bigger to keep in mind. >> we still are very aggressive in how we monitor mosquitos in the area, because while zika may not be the dangerous of viruses, there are other viruses, other parasites that exist out there that are native to this area and that could be much more harmful. >> a lot of this comes down to preparation. we've been hearing about this qu

matt delucia is there to complain. matt? >> reporter: consumers here in bucks county are raising the alarm because of the frequency of these unsolicited phone calls. they seem to be getting worse. the folks here are already getting here the complaints. a lot of robocalls. some are threatening saying you owe taxes to the irs. some threaten prison time if you don't pay right away and these are definitely red flags to look out for. they say from 2014 to 25020-inch 15 the irs scam complaints shot up by nearly $50,000 and bucks county consumer protection agency says this year is shaping up to be even worse. >> it's a shame. a lot of people last year have fallen for the scam and it looks like this year we might have a lot of victims too. it's by far the biggest irs scam we've seen come through because it's successful. >> and it's not just happening in bucks county. people are getting these calls throughout our area. different area calls. they go through robocalls until some take the bait and some are. some have issued their own al

matt delucia is live with conditions there. matt, what are you seeing? >> reporter: tracy, we've been driving around the area trying to find the flood areas we've been talking about. right here on riverview boulevard you can see that the water has come onto the road just past this treeline here. that is the schuylkill river. it's already begun to spill onto the roads here. you see the construction sign at the complex, that does not appear to have anything to do with the flooding but it has had a bit of app effect on this roadway at least. we've seen the water levels creep up a little closer to our storm truck within the past 30 minutes. we've been driving through the area, schuylkill as we talked about. there was some delays as a result of some of the storm damage from earlier, and we have also had reports in montgomery county of trees being down from the heavy rain. at this point it does appear that we're waiting for these floodwaters to recede. we're going to continue traveling throughout the area. for now we're live in west norriton. matt delucia, nbc

matt delucia went to businesses in manayunk to ask how this parade will be different. there a concern there will be any issues this time? >> not among most business owners. a lot of them say they're looking forward to this. one way manayunk will make this better than that is by making this more family friendly and having a zero tolerance for any drinking in public. manayunk started this mardi gras mummers parade last year. this will be year number two. they brought it back because it brought in a lot of business. this is a mile long parade, starting tomorrow morning at 11:00. this will go from sherrs lane to green lane. this is a way to help the mummers as a whole. they've been struggling financially lately. the big difference between this and new years day, manayunk wanted to make this more family friendly, have more interaction with the mummers, especially for the kids. some owners on main street tell me after the bad behavior of some mummers on new years day, they're looking to this event to be a redemption and renewal of faith of the mummers. >> i think it's a grea

nbc's matt delucia is live this. matt, what happened? >> reporter: well, tracy, the drive managed to get himself to the hospital. take a look at this video here. here is that driver. he escaped with only minor injuries, a couple of stab wounds to his hand. philadelphia police say it could have been a lot worse. the cab drive picked up a guy just before midnight between south and fourth streets. he went a couple of blocks. 's when the passenger said he had a gun and demanded the driver's money. a knife came out, there was a struggle, and the driver was stabbed twice in the hand. >> we're really careful when we pick up passengers for their bags, what's in their hand. >> we're looking at cameras to see if we can find anything that can help us with this robbery/aggravated assault investigation. >> reporter: that cab driver is out of the hospital, you saw with minor injuries there. police are still working on this and trying to find that robber as they continue to comb this cab for evidence. that guy was able to get away with $70 of the cab d

nbc 10's matt delucia is live in bucks county where many are getting fake calls. tell us what we need to know, matt. >> reporter: that's right. they're saying the frequency of these unsolicited phone calls is really just getting worse and there are already some victims this year in this area. a lot of these are robocalls. some are threatening, saying that they owe taxes to the irs or treasury department and some threaten prison time if they don't pay right away. big red flags to watch out for. bucks county consumer protection director says mostly land lines are getting hit, a few cell phones. but the best thing is if you see a phone number you don't recognize, don't answer. >> they call you, and if you call back that number, they'll know there's a person there and you'll go high owner the list. if you call back to yell at them, you'll go even high owner the list. >> some have issued their own alerts about this scam. here's the thing, the actual irs will not call you before sending you a letter in the mail first. i'm going to tweet a link right now. i just tweeted i

nbc 10's matt delucia outside the hochlt the hospital. we're hearing from the cab driver. what is he saying? >> he's happy to be alive. we saw the cab being towed away from the hospital. this is where the cab driver ended up, about a mile from where all this unfolded. take a look at this. joshua mann. the cab drive picked up a driver before midnight. they went a couple of block. that's when the passenger says he has a gun and he robbed the cab driver, demanded his money. and then a knife came out. that's when there was a struggle. >> he attacked on me, i have a gun, give me money, guv me money. thereafter he put the knife on my neck, and we struggled with each other and then he cut my hand. >> reporter: that cab driver was released from the hospital early this morning. the robber was able to get away with $70 of the cab driver's money. he's still on the run. this is the second incident involved a cab driver in philadelphia in the past week. on saturday a cab driver was shot during an attempted robbery. we talked with police about this. nay basically say they would advise a

"nbc 10 news today's" matt delucia is live for us outside children's hospital in university city withmore. matt, what are you finding out? >> well, katy, both of these teens were taken to the hospital, within a 15-year-old was taken here to children's hospital of philadelphia as a result of this shooting. surveillance video that shows what police have been telling us. this was just before 6:00 last night at 31st and tasker. two teens standing outside a chinese restaurant when a white car rolls by and the teens are shot. one runs away, the other ducks inside the restaurant. witnesses say they heard multiple shots. police say a 17-year-old was hit in the leg and arm. he was able to run to a neighbor's house for safety where police found him inside. he is in stable condition over at penn presbyterian hospital. the 15-year-old who is here at c.h.o.p. was hit in the abdomen and foot. he was the more seriously injured of the two. police have not specified a motive for the shooting as of yet. they are looking for that white car seen in that surveillance video. i'm live in university city, ma

nbc 10's matt delucia is live at 30th street station to fill us in on what the ntsb plans to do this ith report. matt? >> this release is expected to be some 2,000 paoes long. it will be the bank of information that is used to determine the official cause of the crash of amtrak 188. why was it speeding at more than 100 miles per hour around a 50 mile per hour curve. from what we know at this point, he told investigators he does not remember what happened just before the derailment. the ntsb determined he was not talking or texting on his cell phone and he's not been charged with any crime in this. there's also the question, though, about the dent in the locomotive's windshield, what caused that? the crash killed eight and injured more than 200 people. and this release by the ntsb will be the biggest since june of last year an a final report is expected in the spring. this is the kind of thing that investigators will be looking at and pouring over for the next several months, especially lawyers for the victims and families. right now, amtrak is being sued for close to $300 million. liv

nbc 10's matt delucia following new information coming out of kansas, live in the digital operations nter. matt? >> tracy, people in hefting, kansas say it was near the end of the workday when they were called to a shooting, report of a shooting and then there was another report of a shooting as well and then finally, they were called to an active shooter situation inside an industrial plant. police say the gunman worked at that plant. here's what it looked like after the attack. police say the man first shot two people who were driving their cars, then when he got to the parking lot of excel industries, he shot someone else and that's when he went side. a police officer eventually shot and killed the shooter. now take a look at what just happened overnight. police are at the home of the gunman. early reports from neighbors led authorities to believe more victims were a possible sec shooter could be in the home. teams eventually forced their way inside to find nobody there. >> we had to deal with it as a volatile situation, especially after we saw in colorado where there were booby tr

matt delucia is live at philadelphia international airport. , travel plans to other countries are being reconsidered by some. >> by some, tracy. still a lot of people are heading to central and south america where this outbreak is happening. pennsylvania health officials will only say that the two women here in the keystone state who have the zika virus, they travelled to the countries that are affected by the outbreak. they will not reveal the towns or cities where they live. the public should not worry. these cases do not pose a public health threat. the zika virus is transmitted by mosquitos, mostly happening in south and central america. we are seeing these cases pop up here in the u.s. and people who have travelled to those spots, a doctor specializing in infectious disease says it's likely this virus will eventually show up in all 50 states. the risk of spreading it person to person is minimal. we talked to those traveling to mexico and the caribbean, they say it's all about taking precautions. >> i heard somebody tell me before i travel,

matt delucia is live at philadelphia international airport. t, these local cases all involve a local trip out of the country. >> women affected arrived back in pennsylvania and delaware after traveling to countries where this virus is prominent. these are the areas where the outbreaks have been happening. pennsylvania's secretary of health says that the cases here pose no threat to the public. the zika virus is transmitted by mosquitos. it is mostly happening in south and central america but now we are seeing the cases pop up here in the u.s. a doctor specializing in infectious disease tells us that it is theoretically possible that come summertime our local mosquitos could spread the virus but the chances are minimal. either way, it is likely this virus will eventually show up in all 50 states. >> there are many people in our country who travel to the large area where zika outbreaks are occurring, mexico, central ç america, the caribbean, south pacific. this will be pretty much an expected occurrence. we'll have people come back who have been

nbc 10's matt delucia is live in lansdowne, delaware county.they're also treating the roads ahead of what's going to happen today, right? >> reporter: that's right, tracy. we are talking with some of the folks who are going to be going out and trying to salt these roads, make sure that people don't slip and slide when they go out there. i've been checking in with penndot. you can see the plow truck tractor on the website. most of them are in the harrisburg area right now, allentown as well. as the day goes on an we get closer to getting more of that snow and ice falling, that could certainly change. we could see more of the vehicles out on the roadways here. you see brine, the salt crews were spreading salt throughout this wawa parking lot in lansdowne, right along lansdowne avenue. everything is dry right now. once the snow falls and we get the change over toç sleet, freezing rain and that will stick to the surface and forms as ice, that's where we could see problems, a lot of the black ice. there's a giant salt yard out here. it will be a sit

futurecast's matt delucia is live outside the appleç store? center city philadelphia. tt, this is an issue for us in this era of terrorism. security versus privacy. >> apple users and privacy advocates, vai, are planning to protest at more than 40 apple stores throughout the country, including this one here on walnut street in center city. those rallies are planned for later this evening. they are not protesting apple, rather they're on apple's side on this issue. the company has been in a fight with the courts and the fbi over an effort to get a so-called back door entry into iphones. in particular, the fbi says it wants to get into the cell phone of one of the san bernardino shooters. many apple users say this would be the beginning, it would set a press didn't. this poses a severe privacy risk for everyone. apple is contesting a judge's order to build that in software. one of the organizers with fight for the future, he believes that these nationwide rallies will send a message to the fbi and the government as a whole about their concern. >> once that software is cre

nbc 10's matt delucia is talking to commuters in malvern, chest are conte this morning. here's a lot it deal with this morning, matt. >> that's right, tracy. the three big things, ice, slush and fog. i'll step out of the way real quick. you can see it's better when the headlights are coming toward us. hopefully we get a couple cars coming in the next few seconds. you can see a layer of fog, we're at route 29 and matthews road just off 202. we have seen quite a bit of fog within the last couple ofç hou. we'll probably see more of that. for the most part, people are dealing with ice and slush. tracy mentioned about the power issues people have been dealing with. we have video of the wawa parking lot we were in. about 3:30, the power went out. we saw a bright flash nearby. the power went out for 30 to 45 minutes. we were dealing with that out here. fortunately the power is back on as we come back live and fortunately, a lot of people still able to get their coffee this morning. this is really what we're talking about. the ice covered surfaces. you had the snow that fell and
