matt delucia is live for us this morning. matt is keeping an eye on that, swell the weather.e's doing double duty. >> right now it's dreary here on the ocean city boardwalk. take a look at the beach. not seeing too many people take the morning stroll. it is foggy but mild. now might be the best time to head out for the morning walk if you're going to do so before the heavier rain sets in. i was talking about the gillian's wonderland, i was talking to the owner. they were open last month. since then the weather really has been terrible, though. they really are hoping for better weather along the way. we caught up with the workers getting everything ready. the rides were open this weekend. wonderland is here for a 52nd season. >> i'm a third generation. my grandfather started back in 1930 and then my father and to my brothers and i. >> we have a few of the same rides and a lot of people like seeing the same rides they did when they were kids. it's cool. >> it's nice to see people come here and enjoy this after waiting all winter and spring. the last half hour we talked about th

nbc 10's matt delucia is live at the 30th street station. matt? >> reporter: vai and tracy, it was here one year ago tonight that amtrak 188 departed for new york city and then derailed just a few minutes later. the train's engineer has told investigators that he remembered pushing the throttle to speed up and then hit the brake when he felt that train going too fast into the curve. he also says there are gaps in memory. many of the victims are still dealing with the effects of the crash. some may never work or walk again. of course, we can't forget the eight who lost their lives. we've spoken with attorneys of some of the victims and their families. what they want is compensation and accountability on the part of amtrak an the engineer. there have been safety changes. positive train control is active along that curve. it could slow a train if it is going too fast. now we've learned federal investigators will meet next week to lay out the probable cause of that derailment, perhaps providing some of those much-needed and highly anticipated answers.

nbc 10's matt delucia is live on scene. matt, tell us where you are and what you know about the fire. >> well, tracy, we're on theç 0 block of south 10th street. we just pulled up a few minutes ago after the fire was reported, just before 4:00. there's a lot of fire department activity on 10th street. there are road closures in this area. you can see just over here to the left, you can see some of the ladders up there on this building here, on the 200 block. but there's a lot more activity, we're told by fire crews here on the scene that most of the fire happened on the backside of this building. you might even be able to see every now and then flashes from the flashlight that are back there and a lot of the firefighters have been moving to the back of the building. if we come back around to the front here, you can't really see the backside. you can see the front side of the building. there's not a whole lot of damage. they do have the ladders going from one particular to the other to the windows here. we do have no injurie

matt delucia is at the scene of the manhunt. matt, what are police telling you. >>?we're getting new information almost by the hour here. we're at the rest stop you mentioned here along the garden state parkway. you can see some of the new jersey state police units and department of corrections unit that have mobilized in the parking lot. they've been here for several hours after it is believed that the escaped inmate was spotted here last night. take a look at new video from where we are as the search for 38-year-old arthur buckle continues. he's been missing since last tuesday. police have been using okay nene unit -- canine units to search the area. air units have been up as well throughout the evening. arthur buckle escaped from prison days before he was scheduled to be up for parole. right now he's been serving a sentence for aggravated assault, drug possession and burglary. he has been caught on surveillance cameras a couple of times since his escape. we've been told now most recently by state police just within the past few hours that buckle was caught on surv

nbc 10's matt delucia is live there on the scene for us this morning. matt, police say buckle used an employee's phone while he was at the service area. tell us more. >> that's right, vai. it's been about eight hours since arthur buckle was last seen here at this service area. the forked river service area. i'll step out of the way. you can see there's still a department of corrections vehicle parked in this lot. there wa a lot more activity around 3:00, 4:00 this morning. but they have since fanned out, of course, they have been searching the wooded area in this area of the garden state parkway. and police have been trying to get a little bit more daylight which they are finally starting to get as we approach dawn. police from both lacey township and berkeley township are helping in this search. they've stepped up their own patrols but are telling residents, there is no known danger to them at this time. within the last half hour, we got a better look at what police are investigating. they have surveillance video of arthur buckle at the service plaza ar

nbc 10's matt delucia live for us in university city at this moment. att, police are telling us this is a drive-by. what else have you learned? >> that's right, vai and tracy. police right now only have this to go on, that tip, a person in an suv, a man fired shots at this teen overnight. other than that they're hoping somebody out there knows something else. take a look at video from the scene here. this happened just before midnight. the 17-year-old, police tell us was shot at least seven times, including shots to his chest. this was near morris street and hollywood in south philadelphia. police are telling us that the teen was walking home when he was shot. police have not yet found a weapon, nor have they been able to figure out a motive. police believe the shooter was in an suv and fled after the shots were fired. now, it's a residential area, a lot of homes. not much many the way of businesses. it's unlikely investigators will be able to pick up surveillance. in the meantime, the 17-year-old remains in extremely critical condition at presbyterian

nbc 10's matt delucia is there.police say buckle was spotted at a fast food restaurant there, right? >> that's right, tracy. there's a burger king in this service area. he was spotted on surveillance camera in that area late last night. i'll step out of the way, show you this parking lot. you might notice if you watched us at the top of the hour at 4:00, you saw a lot more in the way of police vehicles here in this parking lot. there's only a couple there. you see the department of corrections vehicle there as well. a lot of them have been moving around this area, as you mentioned, searching the wooded areas around the garden state parkway. we have learned, as you mentioned, that arthur buckle was spotted on surveillance video inside this service area at around 9:30 last night. take a look at new video from where we are as the search continues for the 38-year-old. overnight, police had been using canine units searching the area, police from berkeley and lacey townships have increased patrols near the parkway as well

nbc 10's matt delucia drew the short straw. he's live at the pennsylvania convention center. , philly's craft beer scene will be well represented at this conference. >> my mouth is watering, even at this hour. 12,500 people are in town for this craft brewers conference. it doesn't seem like a lot of people but that makes it the largest craft brewers conference of all time in america. last time it was held here, only 1,500 people showed up.ç when the expo itself opens today, it's not open to the public. it's only for those in the beer brewing industry. we wanted to know how much business craft beer brings, especially to our area. the brewers association tells me some 4,400 jobs in pennsylvania are directly from the breuer riz. a lot of them are at yards brewing company here in philadelphia. he said ten years ago they were just trying to survive. now they're on track to expand. >> it's amazing. when we started, we were like one of two. then everybody started building br breweries and coming into the fold. it's awesome to see people who have a passion for making beer and serving

's live in sea isle city where they worked hard to recover after those storms. matt? >> a lot of fun here at the shore but some serious notes, of course, underlie what's going on in sea isle. here in downtown sea isle city flooding is expected from the coastline and the back bays. it's almost a way of life anytime you get a major storm like the blizzard we had a few months ago. sometimes the water, it can come up two, three feet off the ground. that causes a lot of damage, destroying some businesses. the folks here are about as resilient as they come. >> took the ropes off theç floating dock. >> we stopped by mike's seafood in sea isle city. they were boarding up, getting ready for the forecast of coastal flooding. >> then this happened. >> we had a lot of damage. our refrigeration and cooking equipment got damaged. >> mike has seen his share of storm damage from both hurricanes and wintertime nor'easters. >> we worked probably almost every day since january 29th getting everything to

matt delucia has the new developments. >> reporter: within the past few hours, albuquerque police are reporting that several officers are being treated for injuries after they were hit with rocks. police say there's been at least one arrest. >> i was born free! i am an american citizen! >> this is what it looked like last night in the streets of albuquerq albuquerque. protesters rushed past a barricade, officers were called in to block the locked entrance of the convention center. protesters burned pro trump flags and signs, threw rocks, bottles and garbage outside the venue. this was after trump had finished speaking. police said they used smoke canisters against the crowds, some kicked those canisters back at police and what appeared to be pepper spray was being used. donald trump on twitter made no mention of the protests, only saying it was a great rally and an amazing crowd. it's not the first time there's been violence at a trump rally. in march trump canceled an event because of a clash between supporters and protesters. washington state voted in its primary yesterday. donald t

matt delucia is live at the 30th street station this morning. that's where the train last stopped before going more than double the speed limit and off the tracks. matt? >> reporter: yeah, that's right, tracy and vai. one year ago tonight amtrak 188 left 30th street station and derailed a few minutes later. for some, it still feels like it happened yesterday. to this day, there are unanswered questions. >> i have never experienced anything that was to the volume that we saw that night. >> reporter: one year ago, dr. amy goldberg was chief of trauma at temple university hospital. they always prepared for something like this but hoped it would never actually happen. >> when i walked in and saw the number of patients that we had already on site and the numbers that we were getting, it was rather impressive. >> reporter: temple says 54 victims were treated that night, more than any other hospital in the area. victims were taken to ten different hospitals within only a few miles from the derailment. chief medical officer dr. he herbert cushing remembe

nbc 10's matt delucia is live at the pennsylvania convention center to explain. crazy how you got this story. >> oh, i know, tracy. interesting assignment to say the least. they were setting up yesterday when we were going in there. it's all set up now for the start on this conference later on today. we have about 12,500 people in town. it might not seem a lot but for the craft brewing community it is the largest conference as you mention in america. and right over here it will be help at the conventionç center throughout the rest of the week. about ten years ago, consider this, the conference was here in philadelphia, only 1,500 people showed up. this business, the craft beer culture, if you will, has grown a lot in recent years. the expo is tfl tself is not op the public. we want to know how much business craft beer brings to our area. some 4,400 jobs in pennsylvania we have enthusiasm, a lot of new breweries opening. >> the brewers association also came up with a statistic that 57% of adults 21 and older live within ten miles of a brewery. this is big business

matt delucia is live for us outside the montgomery courthouse in norristown.give us some context of the hearing. >> reporter: the point of the preliminary hearing is to decide if there's enough evidence to continue on and take this case to trial. there's a small chance the judge could throw the case out, but that's not likely. bill cosby has been in the spotlight of late. yesterday the pennsylvania supreme court denied an emergency stay presented by cosby's legal team. he's been trying to get this case dismissed from the beginning. part of the defense argument has been that cosby had an agreement with former montgomery district attorney bruce cast their there would be no criminal prosecution in exchange for testimony in a civil case. some of that testimony became public recently, and the new d.a. vowed to prosecute cosby. cosby is accused of drugging and molesting a former temple employee at his home in 2004 what is expected to happen today is a back and forth over the evidence in the case. the prosecution may put the accuser on the witness stand. cosby's hear

nbc 10's matt delucia continues our week-longshore tour live in ocean city with details on how some new sand is playing a big role this summer. matt? >> reporter: that's right. after sandy, some areas needed help in the form of fixed up dunes and beaches. now new sand graces the beaches in ocean city at a cost of about $57 million. it may not look like anything more than your typical beach but the engineering is there from 37th street to 59th street. this is where the ocean city beaches benefitted from a 57 millioned replenishment project from the army corps of engineers. the beaches are now higher, about nine feet higher than ocean level. doug burgin says this project was important not just to protect the beach but also the valuable homes here. >> vitally important for anyone who owns property, obviously. also for ocean city because of the tourism industry and memorial day weekend, summer coming up. it's nice to have wide beaches for everyone toç enjoy. >> this is part of a three-town deal with strathmere and sea isle city. one other point to mention, talking about the cancellations,

nbc 10's matt delucia is live in center city with details on today's hearing in washington and what's happening in our area today. matt? >> well, tracy, first off, the one thing that attorneys for some of the victims and families based here in philadelphia, ha they want is accountability on the part of amtrak and train 188's engineer. they want him held responsible for that derailment that happened last may. while the ntsb will officially meet later on this morning, a report from nbc news cites from a source it was radio dispatch. officials we spoke with said radio transmission has always been a problem. a safety expert says two things could have saved those lives, one, another person helping in the locomotive and two, positive train control. >> had there been positive train control along that route, this accident would have never occurred. >> unfortunately, this provides interference and a distraction from the major cause of the accident which was human error. >> reporter: the ntsb is scheduled to vote on the final report later on today. that meeting is in washington but the attorney

our matt delucia is outside the chester police department. matt, the victims' families say the boys were not the targets of the shooting, but the investigation is just getting started, right? >> reporter: that's right, vai. and chester police are going through video from a nearby store, but they are also pleading for information from neighbors and witnesses around where this shooting happened. more than 24 hours now after that shooting. it happened saturday night about 8:00 in the evening. residents on the city's west side are looking for justice. a 14-year-old was killed. nas nichols is the boy on the right of this photo. on the left is his 16-year-old cousin who was critically injured in the shooting. police say they were innocent bystanders walking down the street. this happened near 10th & pine around 8:00 on saturday night. investigators say someone fired dozens of bullets at adults sitting in a car. there was another innocent victim here, an adult, janeen shipley. she says she dove under her dashboard as the bullets were fired. she still

nbc 10's matt delucia is live at chester police headquarters. matt, a reward is now being offered to help officers catch the suspect. tell us about that. >> reporter: that's right, three people shot, one killed and chester's mayor says that violence will not be tolerated. we're now more than 24 hours after this shooting happened on the city's west side. residents are looking for justice now. 14-year-old was killed. nas nichols is the boy on the right of this photo. on the left is his 16-year-old cousin who was critically injured in the shooting. police say they were innocent bystanders. they were walking down the street near tenth & pine around 8:00 saturday night. investigators say someone fired dozens of bullets at adults sitting in a car. the third victim here, an adult, says she dove under her dashboard as the bullets were fired. she still has a bullet under her skin and a scratched eye from all the broken glass. >> these kids, these mothers, families. and it ain't fair! >> reporter: chester's mayor is asking for neighbors and witnesses to co

matt delucia is live at chester police headquarters. matt, the department asked the feds to do this, asked them to analyze them, right? >> reporter: that's right, tracy. the chester police commissioner invited the department of justice to perform this review. it will focus on the use of force policies along with past instances in which officers here used deadly force. now, chester's mayor has said that public safety is one of his top priorities. today, he along with the police commissioner and eastern district u.s. attorney, will come together to talk about the upcoming review. to that end, the mayor and city council will also appoint and fund a civilian review board to investigate civilian complaints and make recommendations. in the past 20 years, the department of justice has invested more than $14 billion to advance community policing, so this is nothing new. if it sounds familiar, it's because it is. philadelphia asked for a similar review three years ago. i'll talk more about that coming up. for now, i'm live in chester. matt deluci

matt delucia is live in chester. matt, they aren't the first local police department to get that federal review, right? >> reporter: that's right, tracy. the philadelphia police department requested a similar review three years ago. they invited the department of justice to do this review. today chester's mayor along with the commissioner and eastern district u.s. attorney will come together to talk about this upcoming review. so what can they expect from the review? well, talking about philadelphia's review, the department of justice, they wanted the department to implement more than 90 changes, including new training methods to work on de-escalation tactics and bring in a third party for shooting and use of force investigations. the mayor and city council here in chester say they'll appoint and fund a civilian review board to investigate civilian complaints and make recommendations. for now, we're live in chester. i'm matt delucia, nbc 10 news. >>> new from our delaware bureau. police are looking for the person who

nbc 10's matt delucia is live there this morning to show us what's going on this summer and matt, there'smore to do than just sit on the beach, right? tell us about it. >> absolutely, tracy. bill has been talking about the fog at the shore. we're really seeing it out here now. sea isle city calls itself a family town with a night life. things really pick up on the weekends. one of the business owners here, he told me yesterday this memorial day weekend, the one that just wrapped up was one of the best he's ever seen. the businesses hoping that bodies well for the rest of the summer. we're really just getting started with the summer season if you will, the beach season. the center of town here, right off jfk boulevard, the excursion park band shell, family fun nights, movie nights, dance parties and concerts that happen on saturday nights. good cover band and free. they try to make things different and expand year to year. those who live and work in sea isle year round, they say they prepare and wait for the summer season. now it is finally here. >> it's a nice change of pace. it's great t

nbc 10's matt delucia is live along kelly drive this morning. tt, tell us more about the stotesbury regatta and what will happen today. >> you said it. it's a big deal, the world's largest high school regatta. we have some of the rowers were already starting to show up here this morning. you have high school students from around the country maer for the weekend. a lot of spectators as well. all here along the schuylkill river. take a look at what it looked like last year. you have so many people here, 10,000 spectators are expected to be here for the events that will happen over the next two days. 5,000 competitors. this started in 1927. the stotesbury regatta has been going on for 90 years. we have schools in our area that compete and have won races in the past. rain is expected tomorrow. we had rain as well for the regatta last weekend. it should beç a good day to ben water. bill has been telling us we'll have sun here as well. kelly drive is shut down between strawberry mansion and fountain green. that will be closed until tomorrow night. as

matt delucia is live in center city.what can people do if they have questions about their water supply. >> the big question is, what is in our water? it's a question a lot of us might not even think about. it's a question that's come up again and again over time. more importantly now because of what we've been hearing coming out of flint, michigan, recently. there's a town square meeting here at the academy of natural sciences of center city. a panel will be here to answer your concerns and questions. dr. jerry falliono says what happened in flynn the is something that never should have happened. how does lead become an issue? the corrosion of lead pipes. well, lead, of course, we know is dangerous even in small amounts. everything is done to keep as much lead out of the water as people. and david beluski, in addition to lead, there's always a priority to protect the delaware watershed that supplies more than 15 million people. >> from what i understand, the drinking water -- the water that's coming into the drinking wat

matt delucia is live in wilmington and, matt, tell us about the charges that these suspects are now facing. >> tracy, all three are under the age of 18. prosecutors say only one of them hit the victim. she faces a charge of negligent homicide and two others face criminal conspiracy charges. prosecutors are also telling us that the 16-year-old amy joyner-francis, the attract against her was planned. they say she was repeatedly hit in the head and torso with a closed fist. prosecutors are hoping to try that one suspect, a 16-year-old, as an adult. if convicted she could spend up to eight years in prison. the other two are expected to be tried as juveniles. wilmington councilwoman and family friend sherri dorsey walker says the victim has a strong and loving family that has come together in the midst of a tragedy. >> the family is in a state of grief at this point. and understand that people have to do their jobs and get the story but at the end of the day, there's still a life that's lost and that life belongs to that family. right now they're heartbroken. >> prosecutors tell us the medical

nbc 10's matt delucia is live outside the federal courthouse in center city with a closer look at thecase. walk us through what's going to happen. >> well, tracy, the trial is expected to take several weeks but those opening statements are expected to be in later on this morning. the jury was selected from a pool of more than 200 men and women. that happened earlier this month. now that jury is seated. the 11-term congressman is accused of taking bribes and misusing hundreds of thousands of dollars in campaign money, charitable funds and federal grants to pay off personal debt. he's denied all of the accusations against him. there is a long list of potential witnesses, many of them powerful political leaders. and fattah may be the most recognizable face at the defense table but he will be sitting with four other defendants. the government says they took part in this scheme. regardless of what happens in court, the voters spoke their mind last month. fattah lost the primary for another term in congress. opening arguments are scheduled to begin at 9:00 here at the federal courthouse. re

nbc 10's matt delucia is live in center city this morning.officials will vote on a final report in washington today. but what's happening in our area? >> in our area, tracy, the lawyers representing several of the victims and families will be watching those proceedings from washington here at their offices at liberty place. no matter what the ntsb ultimately finds, they really want responsibility and accountability on the part of amtrak and the train's engineer. now, nbc news sources tell us that the ntsb will ultimately reveal it was radio interference that caused all of this. train experts tell nbc 10 that despite the theory that radio interference played a role, it does not change the fact that the crash was avoidable. one rail safety expert says two things would have saved the eight lives and kept the 200 others unharmed. one would be a second person in the locomotive. that person could monitor the radio dispatch. that combined with positive train control. that stops the train when it's exceeding the speed limit. amtrak 188 was going 106
