that's where nbc 10's matt delucia is this morning. he has more on the family and how they were rescued. matt, fill us in. >> reporter: rosemary, that girl is still in the hospital this morning. this is what's left of the house here on the 6500 block of bouvier street. firefighters rushed in to save a little girl who was in a second floor bedroom. the firefighters arrived last night around 6:00, 6:30, the llrst and secondth cold and win of course, attacking the flames. a doum went inside to try to t bedroom. the 7-year-old was taken to the hospital in critical but stable condition. her parents were also taken to the hospital, bru they have less serious injuries. >> we see the children all the time, i would see them in the morning going to school. it's sad. it really is sad. >> reporter: while neighbors are pulling for that girl this morning, meantime the cause of the fire is under investigation. the fire marshal is expected to be out here later today. firefighters say they will be back out here later today, handing out smoke alarms. it'

nbc 10 matt delucia joins us live at the federal courthouse. walk us through the allegation. >>> first off, that arraignment is scheduled for 2:00 this afternoon right here at federal court and that 23 count indictment against seth williams that was handed down yesterday by a federal grand jury investigator say the philadelphia da used office to commit bribery, fraud and extortion. the indictment itself is 50 pages long. williams is accused of offering to help two business owners exchange for money and gifts. in exchange for the gifts prosecutors say williams offered to help one business owner bypass security at philadelphia international airport after overseas travel as well as help the man's friend who was facing jail time. prosecutors say also the matter of a $20,000 gift that was meant for the care of a family member, but was instead used by williams to pay for his own personal expenses including mortgage payments and tuition. >> mr. williams simply took money that did not belong to him. and then he lied about it. >> the actions specificall

matt delucia just arrived at the scene. tell us what you know about the officer and tell us what happened. >> reporter: we just got new information from the chief inspector here at the scene. the officer is in stable condition at the hospital. but i'll walk out of the way and show you what's going on at the scene. this is in a parking lot at the 12,000 block of academy road. what happened here was police were responding to a description of an armed robber. an altercation here in the parking lot. when the officer got here to the parking lot and saw a man matching the description of a robbery that happened at a se n 7-eleven. he got in right with the man. the man threw the officer to the ground and the officer was taken to the hospital. the suspect got away for a short time but then k-9 officers came out too the scene and the dog found him hiding behind a business right here in this area. they're still looking for any type of weapon here. but again, that officer was taken to the hospital. he's in stable condition. he was hit

. >> nbc 10 matt delucia live in center city. he will turn himself in this afternoon, that's the understanding, right? >> reporter: we understand that arraignment is scheduled for 2:00 this afternoon right here at the federal courthouse. you mentioned 23 count indictment against seth williams. investigator say the philadelphia da used his office toll commit bribery, fraud and extortion. the indictment itself is 50 pages long. williams is accused of helping two business owners in exchange for money and get expanded details here. according to indictment, business owner number one bought williams a trip to punta cana. a sofa, gave him a $7,000 check, 2,000 this cash, i pad, williams offered to help him bypass security at philadelphia international airport. as well as his friend who was chasing jail time. the second owner states he named him special adviser to da's office and helped him with a liquor license, in exchange for that received 16 round trip airline tickets and lodging to florida, san diego, and las vegas, a jaguar convert

nbc10's matt delucia joins us  live in the digital operations center. a few members of congress are those not in the plan. >> that's right. as it stands right now, six house republicans who are not on board would have to flip, or the bill is dead, since there's zero support from democrats. nbc news counts at least 29 house republicans who are voting no, or leaning towards no. here's how some of our local lawmakers are weighing in. for pennsylvania, congressman charlie dent and brian fitzpatrick say they will vote no on repealing and replacing obamacare. and in new jersey, chris smith, leonard lance and frank lobiondo say they will vote no on replacement of obamacare care. tom mcarthur will vote but changed his position. there's been some talk of delaying the vote, but the gop tells nbc news they have no plans to do that right now. >> i think the better, smarter move would be to step back, reconfigure the playing field a little bit. craft it in a way that will be palpable to house conservatives and senate moderates. >> the white house says this is the bi

the last weekend of winter fest at the blue cross river rink along penn's landing that's where matt delucia is live for us this morning. >> reporter: if only i could put my ice skates on i would be out there and would be the only one. the blue cross river rink is closed but it looks very nice and very cold out here right now. that is good news for the folkso here, it is cold enough for the ice again, just in time for their last weekend. recent weeks in the big warmups we have seen it has left the rink slushy, not very good for skating or really any outdoor winter activities for that matter. even though winter still here for a couple more weeks as far as the calendar is concerned to some folks it feels like weather is playing some games with them. >> 70 degrees, i was wearing shorts, but now i'm wearing winter clothes. >> i love to skate so i'm happy that it's cold again but i do love the warm weather. >> reporter: yes, it is cold again. and the blue cross river rink opens this morning at 11:00, only two daisy left. will it feel like winter for two more days? we will have to wait and see. fo

nbc 10's matt delucia is live. what do police know at this point? >> reporter: i'll step out of the way. behind this alleyway, behind 68th street. police thought they were responding to a minivan hitting a pedestrian but it was much more than that. a man was found underneath that van. police saw that he had also been shot in the face. right now it appears that the man was shot, left on the ground and a minivan coming up this alleyway hit the victim. he was then dragged about 100 feet. the driver stopped and got out because police say he initially thought that he hit a bag of trash and was dragging that. when he got out he saw it was actually a person. that's when he called police. that driver is cooperating with investigators as they try to figure out who shot the man and left him for dead in the street. that victim was pronounced dead after midnight. he has not been identified but police believe he is in his 20s or 30s. i'm matt delucia. >> thank you for that, matt. >>> roman catholics throughout our region can enjoy cornbeef and cabbage on this st

nbc10's matt delucia joins us live in the digital separations center. more protests as well. telling more. >> right, tracy, this is quite a divisive issue even sparking protests at some of the offices of local lawmakers. and this is what it looks like. we had video earlier of tom mcarthur's office in burlington county yesterday. and some protesters were there. they had hoped to persuade the republican to vote no. but his office told nbc10 that recent changes to the health care bill have put the representative in the yes column. some activists also met with congressman frank lobiondo who is voting no. it remains unclear if house leadership will have the votes to advance the bill but the white house says there is no backup plan. there is no plan "b." the vote is expected on the republican health care plan today so the rallies continue. >> republicans kept saying it needs to be fixed. well, it needed to be fixed and maybe they could have fixed it if they had worked harder. >> groups are planning to continue holding rallies in our area today. former vice president joe biden was i

matt delucia joins us live in claymont. delaware will become the first state in our area to legalize the drug, right? >> reporter: right. and in delaware possession of marchen up to an ounce at this point gets you a $100 fine. big question some are asking if you can buy alcohol and tobacco why not marijuana inof course this is still in the very early stages. first state could be the first in our area to allow the sale of recreational marijuana. later today lawmakers plan to introduce the bill. eight other states allow this kind of use of marijuana. president of the delaware cannabis network said she's been trying to get a bill 0 on the tloor for the past four years. ponies argue this will allow easier access to drugs. some on the supporting side see an opportunity to bring more money into the state. there's no shortage of opinions on this topic. >> an introduction drug to the hard stuff. it's a money machine. >> it will save the states millions by ending unnecessary arrests and create economic development. >> reporter: so t
