matt delucia joins us live with more. what are you learning this morning? >> reporter: a little over an hour ago, a woman who says she is a concerned philadelphian and a supporter of frank rizzo came here to put a drape over the statue. you can see that over there right now. and this is to cover that graffiti and you can also see right now there say large area around the statue that is sectioned off and police are here now watching over this area. look at video this is what it looked like earlier this morning after a man got out of the car and spray painted the words black power on the statue. they tell us there are many witnesses and they got a good description of the car and license plate and they expect to catch up with this person and file vandalism and criminal mischief charges today. he also painted another message on the ground. there is controversy of late over the statue and some acorps the former mayor rizzo of racism and some called for the statue to be taken down. earlier in the week, eggs had been thrown at the statue and folks out here are que

we'll start with matt delucia live at the transportation center. matt, what is the latest? >> reporter: well, the good news to report is that train service is still running here at the 69th street transportation center, including the norristown high speed line. we have seen trains coming in and out. in fact, you can see one train pulling into the station here getting ready to pick up passengers to head off to norristown. but just to the right of that, you can see the train there on that track there, that is one of the damaged trains from earlier this morning on the other set of tracks. and at this point, it is still too early to say what happened to cause this crash. take a look at the video from the scene earlier this morning. upper darby officials say this crash happened just after midnight. the inbound norristown high-speed train was coming into the 69th street transportation center when it crashed into a parked and unoccupied train. reports right now of more than three dozen people on board that train. several of them have been injured. we spoke to one of the passengers

matt delucia joins us live from the scene. it's early. >> reporter: they have the fire marshal here at the scene starting that investigation. this is the building behind me. sue yao see the fire trucks still there in the parking lot. we have seen some firefighters in and out of that building there. and much of that damage you might be able to see is over here on the left to the center side of this building. we're the at the corner near northeast philly airport. we have three people rushed to the hospital. we also have residents forced out of their apartments. this started a little after midnight on the second floor of this building. firefighters rescued one person who was rushed to the hospital. second person was also rescued from an adjoining apartment. also taken to the hospital for an e evaluation. and a firefighter has minor injuries and taken for treatment as well. and the red cross is here helping out some of the other residents. you see the intersection of academy road, there's a septa bus where some of the residents ar

and that's where matt delucia is live with the latest on the investigation. matt. >> reporter: the two victims were found dead on the floor by a family member who wept in to check on them. we're on the 1300 block of federal street in south philadelphia. police still have the street blocked off as the investigation continues. police tell us the apartment where the two victims were found was ransacked but there's no signs of any forced entry. the discovery was made around 11:45 last night. the victims were a 23-year-old woman and a 50-year-old man. they were a couple and found in separate rooms with bruises to the face. blood around them, and both were pronounced dead here at the scene. homicide detectives have been talking to people throughout the night trying to get more information as to what happened here and what the motive was. we'll keep you posted on this investigation. matt delucia, nbc 10 news. >>> breakic news from over night in philadelphia's neighborhood. five people were shot in melon street as police were breaking up a party involving hundreds of

nbc 10's matt delucia joins us live at the lonnie young rec center where this happened. matt, this is now a recurring issue. >> reporter: right. as you mentioned, the second time this happened. the last time this happened was in middle of july, last month, but last night's incident, another large group gathering outside the rec center, here in east germantown. this, of course, happened around 7:30 in the evening, a lot of people were here, philly police tell us about 400 teens and young adults were acting disorderly according to them, throwing bottles of rocks at police officers. three people were arrested. one officer was hit by a bottle, but was not injured. there were also two police cars that were vandalized. police tell us they noticed this is nothing new, second incident here, in as many months. what is concerning to them, the crowd seemed to be growing in number. the event took on a following on social media, being advertised as cookout part two. reference to the last time there was a big gathering here outside this very same rec center in mid-july, same thing, lar

matt delucia joining us there with the latest on the investigation. >> reporter: an investigation is still underway. in the meantime, there's some folks and displaced residents still waiting to get back in their apartment. they have been working hard to try to secure this building and try to figure out what that cause is. you can see the building behind me. we're at the court apartments on academy road and right by the northeast philly airport. this one building here is the one that is damaged. the fire was centered on one unit that you're seeing in this general area there. it was painly on the second floor. you might be able to see a little light coming from the flashlights down there in that one apartment unit there. there's also some smoke and water damage to the rest of this building. this started a little after midnight on the second floor. the firefighters got here quickly and tried to rescue that one person who was rushed to the hospital. also a second person was rescued from an adjoining apartment. that person was also taken to the hospital for evaluation. this there was also

nbc 10 matt delucia joins us live in the studio. >> katie and tracey, rain continue this is morning in the areas hardest hit by harvey. much of houston is under water. deeper by the minute. emergency teams have been busy trying to rescue as many people as they can. officials say they were more than 3,000 high water rescues in and around houston yesterday. at least two people have died because of this storm. rainfall amounts in the city could reach 50 inches before the storm finally moves out. that will be more than four feet. people have been trapped in their homes. those who have been able to escape left with only the things they could carry. the mayor of houston said because of the widespread flooding, there are a number of people who don't have a place to go. some folks have been using their own boats trying to save each other. those who have been rescued, tell quite a story. >> the water was up to here. i walked out and i was just like screaming. i seen somebody they tried to put us on air mattresses. it didn't work. the coast guard has been dropping people off in a parking lot nea

. >>> matt delucia joins us live in the studio with the lay testing on the rescue effort. >> reporter: the water continues to rise as the rain continues to fall this morning. the big problem being the rainfall has nowhere to go. take a look at news video. traffic camera captured the dramatic rescue of a driver stranded in a flooded car in a freeway. this happened just been the past few hours. the driver crawled out the back window to escape the floodwaters as firefighters came in to help. death toll right now is at two. controversy this morning over why houston's mayor did not order a mandatory evacuation. he said he didn't want a repeat of what happened around the evacuations of rita. >> i think he handled things appropriately. i really do. telling people to run, where are they going to go? >>> you see this image of residents in a nursing home waiting to be rescued there. woman sitting in a scooter and recliner there. helicopters responded immediately to lift them to safety. there have been thousands of people trapped instead their homes and a lot of people escaped. left with only th

. >>> nbc 10 matt delucia joins us live from kings lane in ben salem. what are you learning about the investigation. >>> investigation is still underway right now. at this point, they don't have any word on what caused this fire. you did mention that two people died here in this fire. that i have did not make it out alive. a couple here, a husband and wife. let me step out of the way first. scene as it looks right now. still fire crews here at the scene on the 700 block of kings lane here in ben salem. fire started around 12:30 this morning. the fire moves very quickly. firefighters got here, the fire was so intense they had to fight from the outside first. again, looking at viewer video of how intense this was at first here. once the firefighters were able to get inside, they found eld elderly couple dead on the second floor. showhouse how intense the fire was here in this neighborhood. right now unclear if this husband and wife had been trying to escape the flames. we're told there had been a power outage earlier in the evening. no link has been made

matt delucia joins us from the scene. investigators are trying to figure out what went wrong. it will take them a while to come out with a cause? >> reporter: right. over the last 24 hours ntsb arrived at the scene. you can see behind me, that is where the crash happened. one of the damaged trains that was sitting there has been removed. investigators got here around 7:00 yesterday. they say 42 were aboard the norristown train when it crashed. 33 were on board injured including the engineer. the ntsb plans to to talk to the engineer. four people are in critical condition but expected to subvif. investigators say they'll be here collecting as much information as they can and video recordings have been downloaded and sent to washington for analysis. >> we'll be looking at communication between control center and the field. survival factors, crash-worthiness, they'll look at what caused injuries to the occupants and looking at the design of the car, the crash-worthiness, how they survived and highly performed during the crash. >> we take another live look at 69th street transport
