now i did talk with supervisor matt dorsey about the ambitious approach and and why he thinks it might worke told me because of a personal journey through recovery, this is personal. >> san francisco is losing people to drug overdoses at a re twice as deadly as covid-19. >> reporter: this is not a new conversation. so what is new about this? >> if you want to send a message message to drug dealers that this is the place, you couldn't have done a better job than we have done in the last two years. years. >> reporter: what's the messagew then? what's the message? >> i'll say this is somebody who who has, who identifies as a recovering drug addict. one of the most important things you can say is the party is over. ad we have to be serious about it.e pose a lot of solutions we know work elsewhere and they organize organize into five categories. s we can do to encourage people to to get into recovery. sober new deal. programs to keep people in in recovery. and then transpare, it meticulously asks 21 city departments about what they need need to be successful in three or four things each. an

and i think i am introducing my colleague supervisor matt dorsey. >> thank you so much. i want to say thank you to the department of public health, dr. colfax and dr. phillips and mayor breed. this was mentioned san francisco has a long history called the san francisco model for how we respond to public health crisis. that is how we responded a generation ago to the aids crisis. i think we saw that again how our city responded to covid-192 and a half years ago and seeing it again today so i want to say how grateful i am to the leadership of our city and public health officialess and senator wiener and president walton and (inaudible) i like to hand it off to tyler, the ceo of the san francisco aids foundation. >> public health crisis. a community filled with fear, unanswered questions and valid outrage. resilient people that had to rise up in support of one another to educate each ort and fight for access for resources they need and deserve. a moment in history where a federal public health response fails a community causing them unnecessary emotional mental and physical

supervisors matt dorsey, catherine stephanie and rafael man delman revealed the plan this morning.lars from opioid lawsuits, settlements to address the crisis. their plan includes recommendations and direct city departments to report back with solutions to ending overdose, deaths, addiction and open air drug use and drug dealing. many people pointing to climate change as the reason behind the algae blooms we've seen pop up in the bay area and in oakland's lake merritt, but the experts tell the san francisco chronicle that's only part of the problem . they say algae blooms need food to grow, and in this case that comes from nutrients in treated wastewater from sewage plants around the area that most plants the water is treated, but nitrogen and phosphorus and human waste is not removed. so that gets dumped into the bay, where algae feed. on them. there are discussions about requiring treatment plants to reduce the nutrients in the treated water. very beaches were crowded again yesterday with many people off work for the labor day holiday and looking to beat the heat people, of cours
