matt finn is in big pine key tonight. good evening, matt. >> bret, cbs miami is reporting in the 26 hours before the first death in that hollywood, florida, nursing home, the officials: an emergency hotline the governor gave to health care executives three times pleading for help. minutes ago, a spokesperson for governor scott released a statement, saying in part, "at no time to the facility report that conditions had become dangerous or the health and safety of the patients were at risk. in fact, on monday september 11, the department of health and staff advised the facility to call 911 if they had any reason to believe their patients were not safe." this story with the governor at the forefront at this hour, but it's backdrop remains the path of discussion, construction that hurricane irma left behind, ripping part of the paradise. authorities are not allowing many residents back home. people are camping out in the heat out of money and outrage. officials and police tell us it's still too dangerous to let people back in

our correspondent matt finn is in houston. joins us now by a phone.e are looking, math, at these huge claims, these plumes of smoke. authorities say they expected it to happen. it looks like it's happening again, one of these containers. >> well, bret, one of the most concerning things yesterday we were unable to establish how any irritants might be. we were getting so much conflicting information first from the sheriff who said, his guys are in the radius, it's mike's breathing and smoke from a campfire. a short while later, an executive from this chemical plant, arkema, got in front of the camera and said if you're in the radius, you need to close your windows. later in the evening, homeland security advisor tom foster said that at one point in the 5-mile radius, you are seeing those black plumes, you need to get out now. it is dangerous. trying to establish what was in the air, what was happening. couldn't get an answer. now, arkema says these are organic compounds. they have nine containers on the property. one of them combusted wednesday night. t

matt finn is live in key west. , you talk to people who say they are upset that they can't get home. >> yeah, like a tornado, irma was hit or miss. key west, behind me, you could just get by with maybe water and limited supplies. the military has been handing out water and ice all day long, a very hot commodity. hours and hours of lines of cars. other places around marathon florida, where authorities are blocking entire neighborhoods. they are not letting people back in. they say there is no water, no electricity, no air conditioning. all of that is a deadly combo. there is not an open hospital. limited medical supplies and limited medic teams. it could be a deadly situation like we saw in holly hollywood. we talked to some people who say we abided by the evacuation. the hurricane has been gone for days, it's time for us to get back in our homes and onto our property so we can assess the damage. authorities are saying we cannot let you. too soon, too dangerous. we talked to some people today on route 1 and here's wh

matt finn's life or is in houston with more on that. matt?fic nightmare for anyone trying to get back to a normal life here in houston. people telling us it's taken them two-3 hours to get to work for what usually would be a three hour commute. many of the neighborhoods and roads still blocked off at this hour. harvey made landfall nearly two weeks ago and right now, there are still homes underwater. there people who can't get back to their homes. just around the block are some of those homes. you try to make it in there, we can't right now. police are blocking them off. officials also telling us, a very big concern with all the sitting water among mosquitoes. animal and health control, they say they're doing a surveillance area for the highest risks. they are spraying at night. they say there's so much standing water and even debris that there could be what they call an epidemic, a breakout of mosquitoes here. experts are going into the field, they say they're looking for standing waters and encouraging people to wear repellent. the mosquito

matt finn right now in cudjoe key with more on his neck of the woods. matt? >> neil, we did a tour of some of the keys today leaving miami and driving 100 miles south on the famous route 1. we ended up here in cudjoe key here in this trailer park. you can see, there's a lot of destruction and damage here. trailer homes obliterated. seems like the destruction gets worse as you hit the city of marathon and south of that where we are now. there's boats tossed around like toys. trailer parks, smashed. businesses destroyed. in marathon, there's actually a sign-in sheet for people that stayed to let loved ones know they are safe. there's also a list of boats that have been recovered. now throughout the keys, there's still road blocks. authorities just not letting residents in, not safe enough. right now, neil, it would be very uncomfortable to be here. there's not a lot of electricity. limited food and high heat. back to you. >> i cannot imagine that. thank you very much, matt finn. all right. the president is going to be visiting that region. ahead of that, he had

matt finn is in big pine key florida. good evening. resident starting to come back?ight days after hurricane irma first made landfall here in southern florida, some folks are finally going through the painful process of coming back to their property to survey the damage. as if abandoning and evacuating their homes wasn't painful enough, people are returning to houses like these defined obliterated properties. this evening, people who are sorting through what's left are forced to do so under the florida sun in 90 degrees heat. high humidity, and no air conditioning. the monroe county sheriff has enacted a strict no crime tolerance policy and all over, there are "you loot, we shoot" signs. >> bret: looking at the video from some of the keys. some areas hit harder than others, but the basic services, are they starting to come back? >> electricity, running water, score is intermittent at best. people facing high humidity, high heat and forced to do these recovery efforts with little to no air condition. cellular reception in his body but it's getting better. there are tw

matt finn spent part of the day with a navy search and rescue team looking for people in distress in the keys. matt joins us for miami. good evening. >> bret, our team rode in two helicopters. we took off from the homestead air force base, flew over the florida keys and landed on the uss abraham lincoln stationed just outside of the keys. there are parts of the keys where there is extreme destruction. boats mangled and piled together like toys. a foul odor even from the air. navy crews flying off the evil lincoln around the clock and choppers primarily looking for victims. they are dropping off water and huge pallets containing 5-gallon jugs that was salt water purified on the ship and delivered by air. captain says this is the first time ever the lincoln has done a domestic mission to help american hurricane victims and it's a special emotional because the men and women aboard have friends and family in the keys. here's more of what the captain had to say. >> sometimes the neat thing about an aircraft carrier is we can get, we don't have to travel over land and we can get to an area

that's where we find matt finn. good morning, leland, we're driving to beaumont from houston. you've probably heard a lot about beaumont, an area hit very hard. as you can see, the sun is shining, the storm is long gone, but this is day seven of search and rescues. today we're going to be teamed up with fema, launching boats into water, something they're still doing, they have active 911 calls right now. we spoke yesterday to a captain from the los angeles fire department. he is here and he told us about what is hang right now, the situation. take a listen. >> it's definitely not over. even though we've had sunny skies for the last three days and the flooding or the water subs sided, there's still areas we're assigned to, we're going out there in water, for instance, what we've dealt with today, water up to the chest, four or five feet levels. we're going in there with large trucks. we're going in there in our rescue boats. we're going in in waders and dry suits. >> leland, just yesterday, the mayor tweeted out anot

matt finn is life from one of those towns, wharton texas. what are you seeing there?> it's sunny, the storm has moved on so many people might think of a certain rescues are over with. that is just not the case. we are here with fema, thiers teams from around the country and quitting new jersey, california, and tennessee. right now, they are uncertain rescue, still looking for victims or evacuees. overnight, this town flooded again because towns from the north are ending up here. they're calling this the bathtub of texas and as you can see, the town is still widely flooded. i want to introduce frank from california. most important is saving lives right now. what you doing? >> our main mission and main goal is to do a wide area search, we are gritting off the area. right now, we have two search teams which consist of a hazmat component, canine, we have national guard working with us, atf, and we have technical search. we're marking areas of people that may need help. besides having the army vehicles that are in the high waters that we cannot walk, we will drive to areas

matt finn, thank you for jumping on. on top of all of this, another monster storm brewing in the atlantic ocean if you can believe it. keeping a close watch on that, live in the fox weather center with what may be coming next. rick. >> sandra, we are not quite there yet -- ten days away from the peak of this. most of our activity, especially on the year, it should be happening right around now. that is a category 3 hurricane, it's happening far out across the atlantic. the waters aren't that warm. it will continue to pull out towards the west and maybe make a little bit and pull back up towards the northeast. category four 4. that's wednesday into thursday. a long time to watch this storm. if anyone tells you we have a landfall in the u.s., they are lying. we can't tell you that at this point. the storm is moving in that general direction. the waters will get warmer. we expected to be a very, very strong hurricane. it did have impacts across the u.s. -- it could be very problematic for us, obviously. one of the models. i

let's get to matt finn who's up the coast in st. te beach after you go through fort myers and naples, st. pete and tampa are on the way, and deterioration it looks like there, matt. >> reporter: yeah, shepard, gradually getting worse here. consistent, very strong wind and rain. all these homes along this area, along st. pete beach were under a mandatory evacuation, and there's really not a human in sight. behind me the pink hotel is now officially closed, affectionately known as the don around here, and a lot of our colleagues have been reporting how this storm is sucking all of the water out to the gulf. when we first got here today, the water was right about here, and now you can see how far out it is. and, in fact, since we've been here in the past hour, it's dipped out probably even 10 or a 15 feet more because you could see the wet sand still. as the water's getting sucked out, we see jellyfish and all types of shells and remnants and trash and debris. that is definitely happening here along st. pete beach. this area was under a

leland: and let's travel up the west coast of florida to where we find matt finn near tampa. as we heard from the national hurricane center, tampa right in the bull's eye. matt, you covered hurricane harvey, and it is a drastic difference in what we are hearing from governor -- what we heard from governor abbott before harvey and what we are hearing from rick scott before hurricane irma. are people in tampa heeding these warnings and taking this storm in a different way, shall we say, than they did harvey? >> reporter: well, leland, of course there are people that are heeding the warnings, and there are large portions of tampa that look like a ghost town. we are in ybor city, the bourbon street of tampa, if you will, and there are diehards who say they are staying. if you look up and down the street, some people are boarding up their businesses, but otherwise there are entire storefronts loaded with glass that are not boarded up. we just spoke to tampa's fire chief. he says that irma could be the hardest hurricane to hit tampa in a generation. here's more of what he had to say

matt finn is in wharton, texas, where crews around the country are searching for anyone else out there who possibly still needs help. matt? >> we're an hour and a half south of texas. it's referred to as the bathtub of texas, because all of the water in houston, all the spillover from the reservoirs is making its way down here. as you can see, this entire town is severely flooded. the waters rose very rapidly overnight. now we are with fema in a high-profile military truck, and they're basically doing a survey, driving around the small town, marking houses where people or pets need to be recovered. a short while ago we saw two pets stranded on a porch, you know, without food and water. there was another pet, jumping into the water, trying to make it to dry land. so these rescuers from around the country right now are marking the spots that need -- that have pets or people that need to be rescued. they're going to come back with whatever it takes. chopper, boat, anything else to get to them. if there's a person that immediately needs to be rescued, these guys will jump out. i want to qu

matt finn joins us live from marathon in the keys where residents were just allowed back home, many ofon. >> reporter: julie marathon is in the central part of the keys and it was hit very hard by hurricane irma as you could see by the damage all around me. most people evacuated more than a week ago in anticipation of irma and then after the hurricane left, authorities did not let people back in here. there's no power no electricity, no air conditioning and like we saw in hollywood florida where those elderly people died in the nursing home authorities say people came back here, it could be deadly as well. well now this morning, people were finally let back into this town, so people could assess the damage to their properties. we spoke to one man and here is what he had to say. >> by far no. i've stayed for every other one, wilma, everything going back and i waited until friday, 5:00 and got my family out earlier in the week and i tried to stay and we had places to stay but you just get that gut feeling and i'd never fight that. >> reporter: tonight anybody who came back is still basin

they have a lot of low-lying areas that are susceptible to flooding on a good day, and our man, matt finn is down there this afternoon to give us a look. hello, matt. >> shepard, as you can imagine, tens of thousands of people are tired and want to get back into their homes. we are along the bell weight which connects the st. petersburg metro to st. pete beach, and as you can see, people who are trying to get into their homes are being stopped by police and turned away because unfortunately, a cruise, a small yacht crashed into the bridge. the owner of the boat says the county is still checking for some live wires along the bridge, so no one is allowed to cross that bridge. people are stopping in traffic to my right there are families who are camped out here with their children, and their dogs saying, we went through a lot, what is a couple of more hours sitting on the side of the road? we talk to the energy company, duke energy said, 450,000 people in the tampa bay area without power. tampa electric saying they have 330,000 without power, and they are warning that you could be without po

now let's go up to the other side of the state where matt finn is located saint pete beach.e still dealing with tropical force winds and pounding rain here. we are in high tide. the water behind me inching closer but as you can see we have not witnessed and we are probably not going to see any catastrophic storm surge here, which is excellent news for people in this area. this was a part of the mandatory evacuation zone. we have been here now for about 24 hours and very little humans in sight. people abided by the evacuation. in fact, one of the fire chiefs here saying that people evacuated so well they were able to do a second sweep in this area. so this place is practically a ghost town. janice was mentioning those on shore winds and we are definitely feeling them right now. the water inching closer to the land but it looks like we are just not going to see any terrible flooding. sun is coming up here, so we are not able to totally survey the damage in this area, but the manager of the hotel that we're staying at sent us some pictures and said there is a howard johnson inn

they are faced with serious challenges beyond just rebuilding and matt finn has that part of the story is live in houston. matt, good morning there. >> we're on the southwestern side of houston, which was hit very hard along the buffalo bayou which is still raging at this hour. there are homes around the block from us that are still under water. 11 days after hurricane harvey first hit. in this particular cul de sac people are starting to go through the heart wrenching process of deciding what they can and cannot keep going through their heirlooms. seeing what is waterlogged and what can survive. we've been reporting on looters. the police chief tells us they're dealing with pickers. they dry out things and people are stealing them. this woman here mary said smile, we have cameras watching you and we just got your picture via text. they have a camera watching their property. here is mary summers. she has been bravely going through belongings. this is difficult for us to report on. how do you feel this morning? >> a new day, still standing. i don't know what day of the week it is, maybe
