neil: i want to switch to matt finn he is in chicago. sin is among the midwestern states slowly opening up here. they are not all on the same page but they are leading that move to unwind these provisions. matt, what are you hearing? reporter: neil, this afternoon there are lots of loosening and conflicting orders in states across the country, including those here in the midwest. here in chicago, america's third largest city, the governor of illinois extended the stay-at-home order for another month until may 30th. but a judge issued a temporary injunction against that order. that situation is developing. the governor promises to fight it. meanwhile there is a much different scene right next door in iowa. the state reported just 136 covid-19 deaths. it is allowing restaurants, businesses, some fitness centers to reopen this friday. restaurants have mandates like 50% reduced capacity and social distancing. the university of iowa warns a second wave of infections is likely if covid-19 mitigations efforts are lifted but iowa's governor says
