we begin our coverage this morning with abc's matt gutman who is right there in chiang rai. matt, good morning to you. >> reporter: hey, good morning, dan and paula. this rescue has tumbled from one crisis to the next. now, it's still possible that they could extract those boys sometime very soon, but just now we heard from the head of operations here at this base camp who said that the oxygen levels in that cave are dipping dangerously low. so what they've done is start to pull back a lot of the rescuers to minimize the number of people inside. what they've got to do is pump up the level of oxygen in there and fight what they're calling the war on water. the missioto t could begin within 24 hours according to an internal u.s. government report obtained by abc news. a buddy dive. essentially hauled by divers through tunnels sometimes only as wide as a manhole cover. >> we're trying to set a plan, the best plan, we can bring them out and if the risks are minimum maybe we try. >> reporter: over the past several days, divers and rescuers have amassed hundreds of air tanks along

we want to go back to abc's matt gutman in hong kong with the latest. , good morning. this is a very sensitive part of beijing that is filled with embassies, and normally is crawling with chinese paramilitary police, but somehow the suspect slipped through that security cordon and detonated what american officials are calling a bomb right outside the embassy gates. an alarming sight here in china. broken glass on the ground as officers collect evidence. thick plumes of smoke billowing in front of the u.s. embassy after that explosion. u.s. officials are calling it a bomb. dozens of people gathered in front of the the u.s. embassy waiting to get in to apply for visas. incredibly, just minutes after the bomb, those people went right back to their place in line. officials say no one was hurt except for the 26-year-old suspect who was arrested and transferred to a hospital. there was no damage to the embassy which was built in 2008 and heavily fortified. now, chinese officials haven't weighed in on whether or not the suspect had any terrorist affiliations an
