assembly member matt haney is leading the effort.every single person should be able to access housing that he says in a nutshell is what the proposals all about. but he also makes clear. >> what it's not about it doesn't guarantee that the government will provide for free to every single california and housing. that's not what we're saying here. >> but as for what it will do, haney argues it will hold government accountable to ensure the state build more affordable housing over 150,000 people living on the streets. more people living without homes in california than any other state in the country. this is a crisis and the status quo approach that doesn't recognize this is a fundamental human right is not going to get us there. it's an idea that has been proposed in the past. then assembly-members rob bonta an autumn burke authored separate proposals that ultimately failed. berks proposal called on the state to provide housing for at-risk families. but governor newsom vetoed it, calling it a lot goal, but ultimately too expensive. >>

we're joined now by the bill's author , state assemblyman matt haney, from san francisco. mblyman haney. we always appreciate the time it's good to see you so explain to everyone. how would your legislation make it easier and more affordable to convert those office spaces into housing? well thanks for having me and hello from sacramento. it's good to see you as well. you know, we've got a crisis right now in our downtowns in san francisco and across california, downtown san francisco is just in about 40% of it. what of what it was in terms of the occupancy as compared to pre pandemic and the way that people work has fundamentally changed many of these jobs. are not coming back and we can't just let our downtowns struggle or even die with so much empty office space , so we have ah is to build more housing. california has the most expensive housing market in the country, and instead of having a bunch of empty office for us, we can actually have places where people can live. but it's not going to happen if we just let the status quo stay as it is, it's not going to happen if w

state assembly member matt haney introduced a bill to make converting those offices into apartments a lot easier. the bill would also provide funding to help make it happen. >> when our downtowns empty out, this has a lot of effects on our economy, on the entire state, and the opportunity that we have to build housing is one that is incredibly urgent. these types of projects are complicated because they take investment in changing a building that was built for cubicles to one that was built for people to live in, and that can be very expensive. and so in order for it to actually happen, we have to make it easy, cheap, and fast. >> easy, cheap, and fast. okay. so what would it actually take to turn offices into housing? it turns out an architecture and design firm in san francisco looked into it. it's called gentzler. it looked at 36 different buildings in san francisco's financial district. it identified 12 buildings that could, in theory, be turned into housing. they'd all create about 2,700 new homes in total. one of the best candidates they found is this building that you see here,
