matt finn is in fort smith. what is it like there, matt? >> shep, city officials tell us this afternoon that they expect up to 1,000 homes to be flooded by tomorrow when the arkansas river is forecasted to crest at 42 1/2 feet. the highest river level this area has seen. a lot of debris has been collecting along this lock and dam and this bridge. officials say when the debris rips off, that's a concern. and the lock and dam here. workers had to be from the rooftop of that tower because the fleet water rose so quickly, it trapped them. right now the water is up the grand doors. there's a chain link fence that is about ten feet tall. if you look closely, there's a white rope tied to a very large tree. that's the rope that the army corps of engineers was using to get to the to you. now the rope is almost entirely under water. we spoke to people not far from here as they grabbed pictures and work clothes and evacuated houses or assists their neighbors. >> it's sad, so sad. we have a lot of friends that are affected by it. we've seen a lot of de

that's where we find our own matt finn, he is in fort smith. matt, this flooding could be indeed even more historic, correct? >> yeah. unfortunately, pete. we have witnessed thunderstorms and rain storms over the past couple hours which means more precipitation has fallen here exactly what that looks like will probably be seen as the sunrises. we have been in arkansas for a few days. we have seen the raging arkansas river rise. the forecast calls for the crest today at 42.5 feet. that is an all-time high and nearly double the flood staple. we are standing on highway 22 right now, which is a four-lane road which has been engulfed by the arkansas river. you can make out some of the businesses that are under water. this 4-lane road looks more like a lake right now than a thorough fare. unfortunately this flooding has already claimed one life here. police say a person was found drowned in a car submerged on this very road that we are standing on. police are pleading with people to engage in life-saving activity instead of risking anything near flood

pete: matt finn is live in fort smith, arkansas where more rain is on the way.klahoma there are entire communities even underwater right now. water up to the rooftops. it could be days until the water recedes. this river according to the national weather service is sitting at an all-time high of 40 feet at this hour. give you an idea how high that is, there is electrical box, that locals here tell us usually requires a ladder to get to. you can see the box is almost partially underwater. the national guard this morning tells us this morning it has relocated high water teams to the south in conway in jefferson counties. here in fort smith and western oklahoma the floodwaters are still up to some rooftops in the area. businesses are still under water. we talked to one family, who is pumping water out of their house this morning, they said they worry about their neighbors. >> for a while we thought we would lose our whole house, everything. some of these people don't have flood insurance. we luckily do. we don't have a rot -- lot. reporter: the governor here in ark

matt finn is in arkansas with the latest on that. reporter: about 500 homes have been affected or evacuated here in fort smith so far.g the arkansas river. this river is raging. we have watched it raise by the hour, so much so that cars that are parked in this area would have to evacuate now or potentially face being flooded. i want to show you this tower, that is normally on dry land. right now you can see water out there about halfway up the garage door. two army corps of engineer workers were in that dam and had to be rescued from that tower because raging river water just creeped up so rapidly. if you look to the right here, there's a chain link fence. police tell us that fence is about ten feet high. that is under water. if we look closely, there's a white rope that was tied from one of these large trees leading out to that dam tower that the army corps of engineers was using to get out there. that rope is now under water. happening right now, another element here is three major bridges were closed here in fort smith, making for brutal travel conditions. major interference in commerce and unfortunately, one of t
