matt bennett, always great to see both of you. we'll continue to follow the breaking news this hour. lawmakers have released just within the hour released the full transcript of ambassador bill taylor'srespondent gouarrett haake i on the hill. what do you have for us? >> i want to draw attention to the one element, his realization that all of the assistance to ukraine is contingent on opening this investigation. it's clear why gordon sondland had to come back and change his testimony because bill taylor recounts a very specific phone call in which sondland tells him he has spoken to the president about this and sondland admits he made a mistake. he tells taylor i told the ukrainians an oval office meeting was contingent on opening up these investigations, i had it wrong. it's everything. everything is contingent on them opening up these investigations and taylor makes very careful note of this in his notebook as he tells investigators he does everythinges he sees in either meetings or phone calls. if you're gordon sondland and this had come out without you amending your testimony, you're in big trouble. >> can i stop you there? i want to ask you a question about that and i'll ask you

. >> well, to that point, matt miller, we want to get your take on both ambassador bill taylor and state department official george kent explaining why withholding of ukrainian aid was a big signal to russia. >> he also testified that russia was watching closely to gauge the level of american support for ukrainian government. why is that significant? >> this is significant, mr. chairman, because the ukrainians in particular under this new administration are eager to end this war and they are eager to end it in a way that the russians leave their territory. these negotiations, like all negotiations, are difficult. ukrainians would like to be able to negotiate from a position of strength or at least more strength than they now have. >> if the assistance had been cut off, he would have been much weaker in his negotiations with the russians. >> the russians may have taken it as an invitation to actually take military action against ukraine, is that right? >> the russians always look for vulnerabilities, and they know that the united states has supported ukraine. if they -- if the russians de
