matt? >> savannah guthrie at the white house. as always, thank you very much. john heilemann is national political columnist for "new york magazine." mark halperin is senior political analyst for msnbc and "time." they collaborated on "game change" which is out in paperbook. i want to start with money. you're hearing a lot of democrats, even the president, complaining about money pouring in from republican groups into some races across the country, and yet if you look at the numbers out there, democrats across the country in congressional races are far outspending their republican opponents. why do they keep banging this drum? >> in part because they're frustrated they don't have much to talk about. the president knows the things he's accomplished that he's talked to jon stewart about are not pap lopular with the voters. they're trying to rally the democrats even though the facts aren't on their side. >> you think this is frustration, you're spending all this money and you don't have much to show for it so you might as well blame them for spending too much. >>

matt, talk to us about obama's educational agenda. what's your appraisal of that? >> there's been literally no conversation out of the white talking about the deep inequity in funding. the fact that our teacher crisis is huge. half the teacher corps is turning over in the next decade folks on this issue. w do you create within those -- the universe of people graduating from college that desire to become teachers? how do you create that? >> one piece is clearly money. when you talk to young people who are at the top of their class, in the u.s., the options available to top third college graduates are huge. and when you have average salaries -- starting salaries around $37,000. the maximum average salary is around $67,000, that doesn't compete. it used to be a generation ago but partly because women and minorities didn't have opportunities outside the classroom. the quality of the teacher corps was subsidized by discrimination in the u.s. those days are gone. we need to pay up in exchange for reform -- >> is anybody out there carrying this message, this notion of a grand bargain, money for fundamental reform? >> michelle rea

matt. >> so this is not unexpected, we have been talking about this for days or weeks now, but how will it change the operation of the white house starting tomorrow? >> i think there's going to be a kind of return to the campaign landscape and the campaign architecture, some of those people like a pete rouse, a different kind of temperament, a lot like obama in some ways who deal with some of the dysfunction within the white house where that presents itself and starts to get the president into a mode where he's going to have to deal with a different kind of congress, or at least a congress. >> savannah says that pete rouse did not lobby for this job, would he take it if he were offered it? >> he would have to take a serious look at it especially if the president leaned on him and said we really need you right now. his strength in working with senator daschle, this may be the kind of give and take the president needs come november. >> a lot of departures recently. we have got christina romer, larry summers, david axelrod is taking off. peter orszag has already taken off, now rahm emanuel. is this common place for this stage

white house over issues like the economy and health care reform. so when they use talk like that, are you afraid at all that it might backfire? >> there are differences, matt, one of the great things about the democratic party is that we're a very diverse party regionally, demographically, but that also means -- it's a good aspect of our party, it's also occasionally maddening. i think the president and vice president's language here is kind of like the coach giving you the tough love talk before you start the game. i have been traveling around heavily the last couple of weeks as the president and the vice president have been say thachlgt i don't see the president bummed out or mad that those things are being said. we're seeing the enthusiasm gap being closed because our democratic voters are realizing the stark choice to be made between the party that's doing the heavy lifting and the party that's saying no. >> there's been some talk that robert gibbs is eyeing your job and that you may actually move inside the west wing. what do you want to tell me about that? >> that was also news to me when i read it saturday. i'm just out doing campaign events. i gues

matt. >> ann, thanks very much. for more on the mood of the voters heading into the midterm elections, let's bring in chuck todd, chief white house correspondent. chuck, good to see you. i want to look at the latest poll numbers on president obama. 49% of people disapprove of the job he's doing. that's about the same as last month, but i don't see democratic candidates coming up with bumper stickers in the last two week saying, our president is no less popular than he was a month ago. what do they do with those numbers? >> what you do is you go inside them. and you heard in ann's question to chairman kaine about young voters, when you break the numbers down, on one hand, you look at it and you say, boy, the president among white voters is not doing well in the midwest, not doing well. and that's why in those areas and those swing districts, they're hurting. the people he's doing the best with are the folks that tell us they're the least likely to vote. those are young voters, those are african-americans. so what you do is you dispatch the president like they're doing in specific areas. philadelphia, or these college campuse
