host: we are back with george to -- with matthew mitchell talk about lame-duck congresses. what does lame-duck mean? the phrase actually comes from the 19th century. it is an old british term for a bankrupt businessman. the idea is a game bird that was shot and is easy to bring down. for reasons that nobody is exactly sure of, it somehow came to apply to politicians. there are a couple of different ways it can be used. often people use it to describe executives near the end of their term if they are term limited. is the president lame-duck yet or not? used tocase, it is describe a congress that returns and since after an election -- and sits after an election. use the idea of a lame-duck session because the congress has actually lost its election. partisan control of the chamber. so they are returning, they are going to be voting. some members are not going to be returning in january, but they are allowed to vote. host: so you decided at the mercator center to study this, and you came up with a very lame-duck congress to talk about that. what do you mean by very lame-duck?
