secretary mattis: yes, sir. senator, what we got going on right now with the interagency effort with the department of defense at the main table there under secretary ellen lorde and one of our key subordinates who focuses on nothing but this issue, working with department of commerce, department of treasury, department of state as we look at how do we solve the problem. in other words, identify the problem, solve it. there's a number of different efforts under way. we're looking at putting together a program, a strategy, basically, that addresses all these vulnerabilities. in some cases, technology can lessen our dependence on certain key elements. in other cases, there are other locations which are perhaps more costly for extraction but they would work as a reserve. certainly we can look at a strategic stockpile as well for certain things. so the process is under way. i can tell you that. i can't give you the output right now. i don't think even if i had the work that they've done i could give you full answers

secretary mattis, i commend you for the work that went into this. it recognizes the central challenge facing our nation is the reemergence of long-term strategic competition with russia and china. i am also pleased to see the present budget reflects the beginnings of investment in some of the technology we will need for this competition. such as hypersonic and artificial intelligence. however, the challenge facing any secretary of defense is preparing for the future while reacting to the present. unfortunately many situations that are not in here that require our attention in the current weeks and months. the white house is attempting to focus efforts on negotiating agreement to denuclearize two. only a couple of month ago they were threatening with strikes i am relieved to say we have come a long way. a long hard road ahead. we also hope that president trump has a summit with the north korean leader will present a comprehensive settlement. however we must recognize that if the negotiations fail, if it happens we could find ourselves in a more chall

secretary mattis let me begin on the discussion of cyber space. you requested eight $.6 billion in fy192 told cyber capabilities and perform missions to defend the department's network's weapons systems and information. i think when we think of cyber security we often think of our defensive capabilities as part of the 133 cyber mission force teams you are developing could i want to draw your attention to cyber teams that specialize in threat analysis. i'm referring to the work of the nsa certified teams which are all may cyber, the only teams capable of simulating cyber attacks and dod or major weapons systems. there they are to determine if there are vulnerabilities that compromise your system or weapons that are being tested. the defense authorization act mandated testing on each major weapon system to develop strategies to mitigate the risks of cyber or mobility identified in those evaluations. it's referred to as adversarial assessments in their primary managed by the director of evaluation's bog. mr. secretary there's only a handful of nsa ce

it was interesting seeing mattis was front there. >> it is deliberate on the president's part. the military is the teeth behind the information and economic effort that is going on here. and the president is masterfully synchronizing that. the defense attorney has to say with confidence that we can attack and defend and do whatever we need to do and that message is permanent. and he advises the president on the state readiness and the president is forceful in what he's saying that we have had the most trained and ready force. 700 billion defense budget. the biggest ever and that is two key pieces that the secretary of defense plays in these negotiations and there is operational stuff on the ground in south korea that general vince brooks and his team will be doing as they hope prepare and head to singapore. jeanine: in like with what the general is saying, north korea released hostage and whether or not that nuclear site is blown up is unusable we are not sure. even thoep it is a back and forth, north korea is doing what it should be doing and president trump said i will not me

james mattis, defense secretary, has at times been able to soften him or convince him. we know a year ago when they were talking about what to do in afghanistan, there was a grouping of tillerson and mattis and others who were able to convince the president to change his mind and maintain a true presence there. those moments don't happen very often. this is a president who is going to more times than not not just go with what he wants to but do it in the most extreme way possible. it's a crass move that really would have been unthinkable under a previous president. it's almost a debus statiasing government role. >> and it's this volume business. we went back and watched and sort of caught that off the cuff north korea moment, which wasn't the plan, but could end up being the most consequential thing -- >> i mean, it's all built on drama. even this announcement teased in a tweet that it was coming is built on drama. >> during melania's event. >> that was mean, i thought. if we think this moment was dramatic, i hate to break the news, but the forthcoming moments with resp
