issue, and, of course, thanks to my good friend and counterpart at the federal trade commission, maureen ohlhausen. it's always a privilege to see any capacity especially one like this. i guess i would start by backing up two decades. at the dawn of the commercial internet as we now know it, congress and the president faced a question from how should we govern this dynamic new space? a decision which ruled reach that in it would be as they put it in section 230 of the commissions act unfettered from federal and state regulation. they would let the free market determine the trajectory of this industry. that was largely the way across administrations and across the ethicacy's of different stripes have different -- was governor there were attempts to revisit that decision by adopting some species of net neutrality rules or standards. each time those decisions in 2008 and 2010 were struck down by the d.c. circuit in washington. and 2014 the agency took a third bite at the apple, and after, or 2015 actually, this followed the presidents of november 10, 2014, instruction that he wanted the fcc to adopt
