we're joined by our royal correspondent max foster outside buckingham palace. at is next there and what is the feeling about these changes, max? >> i think there is a lot of relief probably on the sussex's side although harry did not get all th all he wanted. he wanted to maintain some royal roles and they lose two charismatic senior royals and other members of the family would like to pick up that. in the spring is when all of this starts taking effect. one question still outstanding, what happens to their brand, sussex royal. they clearly had some discussions about to what extent they are allowed to use the royal brand and cash in on it. they are still working through that. that could change. that is really the next phase of this. a reshaping the future sussexes. and their public work but in a private capacity. >> right. and, max, i want to ask you, though, how much will we still see them taking part with the royal family? will they be on the balcony for certain events? >> i think they will be. they will certainly be invited to family events. you'll see often,

cnn's max foster is live in london. cannot tell you how much ink has been spilled and how much time has been spent in this country with every twist and turn of this story. what's the latest? >> reporter: it's been extraordinary, hasn't it? the latest is the duchess has gone back to canada. she spent the holiday season there. she's due back in the u.k. at least by tuesday because there's an engagement here in the u.k. on tuesday which she still signed up for, hasn't been canceled. so we're only expecting her to go back to canada for a couple of days. but it does leave prince harry back here in the u.k. whilst other senior royals get together and try to find some sort of solution to what is a family crisis if not an institutional crisis. the crisis here is that effectively the sussexs have setup a website to find their new role, but it wasn't approved as anyone else in the family and they don't see it as workable. so there's got to be some level of compromise here. what we see on that website now can't be seen to live on

joining us now, cnn anchor and royal correspondent max foster and victoria arbiter.h of you. why not consult the queen first? why would they blindside the queen? >> they're keen to control the narrative, to do things the way they're choosing to do. and perhaps even to get public support on their side. but this is the biggest mistake they've made throughout this whole bombshell announcement that's caught everyone off guard. we all knew something had to give. they've made no secret of their recent struggles. we knew there needs to be a shake-up to some degree but i don't think anyone was expecting anything quite this dramatic. so why they didn't tell the queen remains to be seen because now we've got a very difficult situation where all these finer details, and there are a lot of them, have to be ironed out in a public platform. >> what has the queen's response been to this? >> the queen's role in this has been zilch, absolutely nothing whatsoever. normally, and there's a long history of this, when a royal wants to change their role, they go to the boss and discuss it.

. >> max foster joins us now from london, and, max, we're learning that meghan did not call in to thiseeting as planned, does that matter and what happens now? >> reporter: well, it is interesting, so we were told she was going to be dialing in and we all thought that was a bit odd, can't imagine a situation where the queen would be sitting around a table with someone dialing in from canada, the security implications there as well. but ultimately they didn't think it was necessary, the duke and duchess of sussex, and meghan didn't think it was necessary. which suggests that they knew what they wanted going into this meeting and ultimately they got it and the queen actually didn't get what she wanted, which was them to continue as working royals. so the sussexes had a successful meeting, the question now as you suggested is how they make this workable and just a suggestion of that came from justin trudeau, the canadian prime minister, who said they're in very early discussions about engagement, ie what sort of public roles the sussexes might want in canada, and off the back of that, wha

cnn royal correspondent max foster joining me now with the latest. also joining us, cnn's richard quest. max, tell us more about what you are learning about this separation between harry, meghan, and archie, and the royal family. >> i think it's a family crisis, having meghan, who, which is how we will know them, harry, meghan, no longer their royal highnesses, they do keep those titles but not using them, and harry duke of sussex and meghan, duchess of sussex, and effectively harry and meghan, left as working monarchy and no longer part of the working monarchy and no longer representing the queen at engagements which is what senior royals do. they are giving up, harry is giving up his military positions, which is a big climb-down for him. they are hugely important to him. also, they are serving as youth ambassadors for the commonwealth, stepping back, and they are giving up the roles because they are roles that effectively represent the queen. this is a big moment. the couple was hoping to retain i think those roles, and some of the roles that they c

max foster is live in london our official mexit reporter. hat is going on there, max. >> reporter: yes, so she asked him not to publish this statement and issue the website as well, and he did both so there's a lot of tension in the house right because he crossed a bit of a red line there in undermining the queen, the head of state, head of the family. on extraordinary moment, but what she's done along with charles and william is tasked their team with trying to find a workable solution to this new role the sussexs want. an implication there has made them think what the sussex's proposed is workable. over the weekend they're going to be working towards some solution here. meghan isn't around, though. she's in canada. we do expect her back at the beginning of next week. the big question, laura, is can they find a solution? will harry and meghan compromise on the role they clearly desire, the hybrid role of some royal duties and some private work? we'll wait and see next week, but if there is no compromise it's difficult to see if they can stay

let's go to our royal correspondent max foster, he joins us from buckingham palace with more on all oflook, i mean, max, remember when we heard meghan markle say in the interview a few months ago, i'm not okay. it is emblematic of the fact they have been struggling, she has been having a tough time what can you tell us about how this came to be? >> reporter: well, literally dark cloud over buckingham palace today, guys. the rain has come out. it is miserable, reflects the mood actually within the palace. two sides to this. the couple have been really frustrated for some time, external pressures from the media, invading their private life, they feel they have a right to a private life, so they're stepping back and saying that that gives us more reason to have a private life, but also the internal pressure, they haven't felt supported by the rest of the palace system, they don't feel they're valued by the rest of the palace system, but crucially they learned about, you know, they felt that the lack of freedom that their role allows them, they have great ambitions for the type of work the

understand what this means really at the royal family at the end of the day, cnn correspondent max foster royal commentator so good to have both of you go we us. max, despite no longer being working royals, as it's been dubbed, they're clearly still a part of the family, of course, so what does that mean, really at the end of the day? >> reporter: well, it means that the couple wanted to have a hybrid role they outlined in a statement where they will be earning private money and the same time retaining some of the gts they carried out representing the queen. >> that went into discussion with a wider family of paris authorities, government authorities as well and the outcome from the queen is you can't have that. you either need to be in or you are out and the couple kholie's out. so they've left their royal positions, which is seismic for the royal family, also has an impact on the remaining members. you have to pick up the work load or decide to do less. >> right. what was interesting with all of the rumors going around about what the relationship is between harry and megan and the queen

let's go to our royal correspondent max foster who joins us now with more on this.t it couldn't get more dramatic, it did overnight. what are you learning about the timing of this announcement, who was listened to and not? >> reporter: well, the queen basically said she was upset to her team and we now know she was upset because she asked prince harry not to go ahead and publish this statement the other day and publish the website as well and he went ahead with it anyway. so there say real tension here, a red line in this country, you don't upset the queen. the prime minister learned that in recent months. but what's interesting about what you were just saying about the teams trying to find a workable solution is that's really punchy statement when you think about it, because we have a full sense on this website about how the sussexes see their future role and you have charles, william and the queen saying we want a workable solution, ie, that is not a workable solution, this is not going to work. so now they're locked into negotiations to try to find a way forward.

cnn's max foster is live for us in london.w meghan out and about at a womens shelter in canada. what's harry up to today? >> and she had a pig smile on her face which a lot of papers have picked up on despite all the crisis the family has been through in buckle ham palace today where prince harry will peer to draw the teams for the 2021 world rugby league world cup. so everyone's out there to see how he's doing after all of this. when will the couple be reunited? actually we don't know because i heard last night harry's got some meetings next week which presumably is linked to the meetings he'll have with the family. so trying to work out how these traditions will look out of these senior palace roles. presumably he'll be heading off to canada some point next week. we spoke earlier in the week about all involved with transferring to canada, the tax implications, citizenship implications. so all that's being worked through as we go. we'll bring you the pictures of harry as we get them here. >> all right, max foster as the palac

cnn's max foster is live for us in london.his is a time where the president probably wishes he had the backing of some of those top leaders like macron, merkel. but not so much? >> well, their priority right now is considering their interests in the region and obviously their close allies, the officials i've been speaking to of the united states. so they're having to consider the intelligence, they're talking to each other, and this is the premise they're working on. they really do believe everything is on the table and that's because iran can't be seen to be pushed around by its domestic audience or its international audience. and they've never had an attack of this level. cyber attacks are one thing that the europeans are expecting because iranians have done that before. they also expect the iranians to be funding and arming militias throughout that region to take out american targets in the region. and has the advantage of making it much harder for the americans to defend many positions as opposed to just those within iraq.

max foster has more on the fallout. >> this is a life governed by royal protocol.is week's bombshell announcement, prince harry and wife meghan make it clear they want to set their own rules. the couple defied the queen when they issued a statement wednesday saying they would pull back from duties as senior royals. cnn understands she asked him not to speak out. the palace first blindsided today swung into action, officials acting for the queen, prince of wales, duke of cambridge are holding crisis talks about what to do, a source telling cnn they wanted, quote, workable solutions within days. but the decision by prince harry and meghan raises more questions than answers. the couple make no mention of giving up royal titles, they say they'll continue to do work for the monarchy, family do. one potential, significant source of income, the royal brand. they've applied for trademark for the name sussex royal, which if approved could put on scores of items and services from books and clothing to educational materials and social care. but there's a risk, being accused o

let's talk about that with our royal correspondent max foster up early for us there in london. od morning to you, max, outside buckingham palace. so, big changes. how do you characterize in the larger scheme of things with this royal family what harry and meghan are nowing to? >> he's given up his royal roles and so has she. they were arguing to have a half in half out sort of model. a hybrid model where they continue serving in the monarchy and they outlined that all on the that website. they have not been allowed that. they have to remain as they are or leave and the couple have chosen to leave. so, they are now private citizens and the monarchy is even more slimmed down than was the plan and it leaves prince william in a situation where he holds the whole generation. >> i wanted to ask you about that, max. we've seen william and harry side by side growing up together. >> there is and there has been for a while and speaking to some people behind palace walls who say this shouldn't have got to this point, this was a crisis and burst out into the public. there has been tension b

let's bring in cnn's max foster now. he's joining us live now from london. this announcement was sort of earth-shattering in a way, but also defying the queen. tell us, what else do you know? >> well, your role as a senior royal, or any royal, really, is to support the queen. that is your job. this is not a normal family, obviously. it is part of the national network and the national institution. so if you want to change your role, you have to remember that meghan and harry weren't asking to leave the royal family, they weren't resigning from the royal family, they were trying to redefine their role, cherry pick the parts they like and get rid of the bits they don't like. if you want to do that, you need to have clearance from the head of state, the queen. it sounds as though harry did approach the queen about his new plan, but it was all written up already. she said, don't go with this, do not publish it, but he went ahead with it, anyway. jaws dropping not just behind palace walls but across the u.k. she's a revered figure, anyway, but this isn't the way y

cnn's max foster is live in london. earance and what clues we can glean from it? >> reporter: well, it was an event to promote the rugby league world cup. that wasn't the main focus though, obviously. british media live streaming this event. they were all there out in force. but harry didn't take any questions on this summit earlier in the week. this crisis family meeting. he is now, though, in this period of transition out of his senior role as a -- his role as a senior royal. a bit of a tongue twister there. what's interesting about these pictures is how he comes across. he's looking pretty confident. he's always very good with young people. a reminder of what the royal family is losing here. this great charismatic figure who always comes across well on tv. but also this could turn out to be historic pictures. because is this his last event as a working royal? we don't know how this is going to end up. the meetings are still ongoing. so this could be him leaving. his last hurrah as a royal. when does he see his wife ag

cnn's max foster live in london, so we'll see him this morning watching kids play rugby. is that the event? >> yes, it's the draw for the 2021 world rugby league cup. so he'll be appearing there. he's big on rugby. obviously all keen to see him. we saw the duchess in canada yesterday with some pictures. she had a big smile on her face. will prince harry be smiling, they've been through a lot of trauma in the family recently. you're watching the video released yesterday when it was talking about the next invictus games which is like a paramilitary sport for former military members. is he going to meet with the rest of his family? well, not immediately. i was told last night they'll have some more meetings in the u.k. next week which presumably are linked to this transition out of the royal family. we're told earlier in the week that the queen wanted some sort of decision from everyone involved within days. officials working very hard on a plan as agreed on monday at this summit. we should hear something by the enltd of the week. if not, it might be an announcement related

cnn's max foster is outside the family estate where they are expected to be meeting. oing on here? >> reporter: well, we think the meeting has been taking place or has taken place. it does seem as though there's been some action here. what they have effectively done is all sit around the table, the senior royals. they have a series of options on the table put together by palace aides and government aides, a series of roles, effectively. but the queen, charles and william feel are possible for the sussexes. so the question is whether the sussexes will sign up to any of the roles suggested to them. they know what they want, but there has to be some compromise here. it will be interesting to see how the cold monarchy stuck together on this, but for the family it's a big moment, a crisis, so everybody is hoping, i think, to find some sort of resolution to keep meghan and harry and not unhappy where they could go out and cause some issues for the royal family. >> is it clear, max, where there is a series of options what the sticking points are here? >> reporter: we're not c

cnn's max foster is live at the queen's estate where the meeting will be happening this morning. hat are they hoping to establish today, max? >> reporter: well, they've been given is set of different scenarios, if you like. different roles that the sussexs could carry out in the future. that's been put together by various teams in the palace but also governments. this idea of having a split role between north america and the uk, between pulling out of some royal duties and having some private income, very, very complex as you start digging into it. and i think on the non-sussex side to this, perhaps the sussexs haven't thought this through properly. then presumably, they'll try to pick one of them to move forward with. what we do know is that the sussexs are moving away from their senior royals. so it's how far they move out of the system. what was interesting this morning was that a source close to the couple was speaking to "the times" today talking about how the duchess actually wants out whereas harry wants to try to work out a way of staying in to some extent. but this is the

max foster joins me now from london.t more do we know about this appearance and is this the beginning of a new normal for prince harry? >> reporter: interesting, today's royal update. prince harry going on an ordinary engagement to buckingham palace, for causes he's known for, sport and mental health. but these could be very historic images as you're suggesting. simply because this is the first time we have seen him since that crunch meeting at sandringham. this could be his last event as a working royal. so this could be the last time we see him in the umbrella. the reason i say that is lot on you know, they're struggling to find a way where he can be half in, half out of the royal family, he's transitioning out, he could go out altogether and carry on with these events but not under the royal banner. so this could be a big moment for him. speaking to source last night, he was telling me that harry does have some meetings lined up next week, they wouldn't go beyond that, but does suggest that getting closer to some sort
