green book. >> james delingpole has been our guest. this is booktv on c-span2. >> next from london, award-winning journalists max hastings discusses hisearch and writings on both world wars. you're watching the tv on c-span2. we are in london. conducting interviews with various authors. joining me now is the server max hastings. he has a new book coming out on world war i. up mr. up hastings, can we start with world war ii. is there a scholarship coming out on this time. not we met. >> but i would never have guessed when i started writing about this book in 1979, which was a long time ago, that i would still be doing it. one reason is that almost everyone sees world war ii is a good thing. it is still true with some exceptions. that 270,000 people day died in world war ii. sixty people died and the whole conflict. this was the most greatest conflict. people are still interested in us. up. you can still surprise people. so he said, well, maybe 60%. and i said what percent of british casualties are american? he said maybe 20% percentage. i said, the true figure is that it was 2% americans and 2% british. so this includes the 21st centur

will there be a green energy package that is put together and max it through capitol hill?the power of the epa is massive. you have done this in your regulation series many, many times. what power the epa has is massive. and what the president has done to this point is say coal energy is cheap. america has cheap abundant electricity in large part because we get nearly half of our electricity from coal. it is inexpensive of the what the administration says is you can't build new coal fired power plants, but we have all of these existing power plants. what the president is believed the new york times has reported will roll out is that existing power plants have to have this. even if he want make it happen in time, what he will do is convince these energy companies that the regulatory burden of dealing with the epa will be too much and they will make the shift and start driving up energy prices. >> so he gives a speech this week. the base is happy. does it overshadow these other issues, irs, benghazi, doj, any of the others? >> no. for the remaining democrats from carbon state

green cards, must prove english proficiency. for a debate on that issue, we turned to barbara mujica, a professor of spanish literature at georgetown university, and max sevillia of the national association of latino elected officials, naleo. i spoke to them recently as part of our ongoing series: "inside immigration reform." max, currently if you want to become a legal resident, is there any language requirement at all? >> no, there's not. there's a language requirement vis-a-vis as you were saying naturalizing and becoming a u.s. citizen and what senator rubio is proposing it actually goes contrary to the current proposal, bipartisan proposal, that already calls for people to learn english. i think it would make it to unique to these undocumented community going through a path to legalization and not a requirement of any other immigrants attempting to get a green card. >> suarez: professor, the senate proposal currently recommends people trying to become legal residents demonstrate their they're learning english. is that a useful advancement on current law? >> i think it's a useful advancement. what i like about the amendment that marco rubio is pro
