[applause] it would not have happened without that bill. speaker pelosi pushed it through with the help of her delegation, senator boxer pushed it through with the help of her partners. senator feinstein, you have a great delegation. they know what it takes to put people to work. the economic recovery plan, which our department got $40 billion, now we are going around the country making these kinds of announcements. we would not be here today if it was not for their courageous votes. we are grateful to them. let's thank them for wha

partnered with mayer brown earlier, and now with mayor newsom, to keep the city's interest front and center. they were great leaders. and with the governor to engage key republican members of the house on services committee. i do not know if anyone was here from the state, but i thank the governor for the help with republican members. those republican members joined our chairman to include provisions in last year's defense bill to expedite overdue based transfers, collaborating with the house armed services committee to add flexibility regarding compensation for land value to start the process of igniting economic growth here and in communities nationwide. again, in what we were requesting, not only did we benefit because we had the legislation, but it benefited other communities around the country. treasure island's routes have remained firmly planted through our nation's navy. now, those routes will go deeper, providing a foundation for growth, prosperity, and opportunity for our economy. today, i'm very honored to be joining mayor gavin newsom. again, without his leadership, this

. >> brown: chris mayer, what's your take on it? what explains why it's happening and why with such numbers and why with such prominent institutions? >> well, i think that this is part of what's been an endemic problem in the industry which was we rush to make mortgages with little to no documentation and we were... you know, the rapid growth in securitize lending between between 2002 and 2005 we almost quadrupled the size of the privately securitized mortgage market and that led to, i think, people pushing too quickly. and then on the other side, people have just been overwhelmed. the industry has never been able to manage this kind of a problem and it's shown up in problems with foreclosures, it's shown up in problems with contacting people and trying to figure out how to resolve many of the problems. >> brown: mike calhoun, i want to understand this even more here. are we talking about people who have lost a home who should not have lost a home or bad paperwork that might have affected the process? >> it's both, but you can't tel
