won't be affected. mid-60s at the beaches. low 70s around the bay. mid-70s across the peninsula. then climb to the mid- and high 70s even somebody's backyard will be at 80 degrees. i have details on that plus the big change in the weekend forecast but right now let's send it over to roqui theus. >> thank you. let's start with some roadwork on eastbound 580 that's the counter-commute of the richmond/san rafael. it's between midspan and past the toll and that's until 6 a.m. if you are heading into downtown san francisco, here's a live look at the bay bridge toll plaza. those metering lights will turn on slowing you down around 5:30 but for now you're good, a 7- minute commute. heading to the peninsula between hayward and foster city traffic good in both directions on 92. >>> right now officers are trying to track down the suspects who shot a 17-year-old boy along highway 101. it happened around 7 p.m. last night near story road in san jose. all the northbound lanes were closed for several hours during the evening commute. traffic was diverted onto 280 and 680. chp says that a white dodge charger drove up to the victim's car and started firing at it. the suspects then fled. there's not much of a description but officers say that they believe two hispanic men were inside the car. >> he had stepped out at least from the car and he didn't look injured to me. then there was an ambulance that came right directly in front here that actually was there. they pulled out the stretcher and then the police were -- helped to take off his shirt and put him on the stretcher and that's when i noticed looked like there was a wound on -- near the hip area. >> here's a picture from the scene. carlos diaz sent this to us. you can see paramedics taking a stretcher to the victim. >>> there have been at least 80 shootings on bay area freeways in the past 16 months. the latest was just a week ago when a man was shot and killed on interstate 80 in richmond. >>> the man behind the kidnapping and rape once considered a hoax by vallejo pd was just sentenced to decades in prison and his victim confronted him in court. kpix 5's joe vazquez shows us what she had to say. >> reporter: for over a year if i came home alone i would grab a knife and look behind every door. denise huskins told matthew muller in open court. i have a hammer by my bed that i reach for in the worst of my nightmares. he broke into her house, tied up and drugged her boyfriend, then kidnapped denise and sexually assaulted her. prosecutors asked the judge for a 40-year sentence for a crime so twisted and bizarre that police called it a hoax that the couple still finds appall. >> they should have figured 20 minutes into this that these people were victims and the horror that these folks went through is just all about their incompetence. >> reporter: muller had pretended he was with a group of gentlemen criminals tried to convince denise he was just following orders. later wrote strange letters to law enforcement and the press. he was finally caught after a attacking another couple in dublin. at one point today denise was so emotional aaron held her up. she told muller to stop making excuses including bipolar disorder and military service. throughout the court visit - even when the judge handed him a 40 year prison sentence. it's not yet cl joe vazquez, kpix 5. >> muller was ones of missing teenager sierra lamar gathered to mark five years from the disshe disappeared going to school. they met in fremont to honor her. it's something they have done every year since the 15-year- old went missing back in 2012. despite an extensive search throughout the bay area, she has never been found. >> it's not true that it gets easier as time moves on. the angst is still there. it's still really painful because even though time goes on, you just miss your daughter. that never goes away. that's lost. >> antolin garcia-torres is now on trial in san jose charged with kidnap and murder. he pleaded not guilty on all charges. if convicted, he could get the death penalty. >>> the president has signed off on a disaster declaration for california. you can see why from "sky drone benicia, martinez. 64 degrees partly sunny stinson beach, late day breeze to 15. otherwise, low 70s common from petaluma all the way into rohnert park, 73 windsor. clouds thicken in the northern thank you, roqui. >>> the battle is already under way on capitol hill over president trump's new budget proposal. the 1.15 trillion plan includes deep cuts to the epa and state department to pay for a big boost in military spending. california gets about a third of its funding from the feds. kpix 5's emily turner explains what it could mean if the budget plan goes through. >> reporter: there is always a battle when it comes to the budget. but president trump may be in for a bigger battle than usual. >> we are sending less money on soft power, financial aid for folks overseas and more money on defense which is what the president promised when i ran for office. >> reporter: the president's budget would increase military spending by 10% at the expense every other programs. >> our strength depends on the power of diplomacy all of which are undermined by the president's budget. >> reporter: the budget would slash the environmental protection agency by 31% potentially ending a major federal effort to protect the bay. >> i just can't think of a more cruel or senseless blueprint for the country over the next four years. >> reporter: community development block grants that fund services like housing for the homeless and revitalizing decaying neighborhoods would be cut entirely. amounting to tens of millions of dollars left to the state to make up. california's prisons and county jails would no longer be reimbursed for incarcerating illegal immigrants. funding for research done on uc campuses would be cut by 20% and the national endowment for the arts which is given about $9 million to the bay area is cut. another target is public broadcasting. kqed in san francisco would lose nearly $6 million. many programs' details are under wraps as the full budget proposal won't be submitted until may. but the bargaining battling and lobbying have already begun. >> do i think we can cut spending and get waste out of government? absolutely! where and how and what numbers? that's something we'll be figuring out as time goes on. >>> the bart extension to san jose and santa clara may not happen. the president wants to eliminate federal funding for new transit projects throughout the country. the feds were supposed to contribute $1.5 billion for the extension. the president's proposal still has to go through congress so the budget plan will probably change by the time it's final. >>> white house press secretary sean spicer was confronted about the president's changing story on wiretapping claims. >> sounds like sean -- okay. >> that you and the "andrew leander" was released >>> a man who spent 32 years behind bars for a murder he didn't commit is a free man. andrew leander was released from a los angeles prison yesterday. a judge and prosecutors agreed it did not get a fair trial in the '80s because there wasn't enough evidence against him. the project for the innocent helped. >> i'm just glad it's right now. that's all. you know. all my students that those are my sisters back there, i got a lot of sisters and brothers.
