mayor lee, do you want to comment here? mayor lee: thank you. the answer is a combination of our entertainment commission and our police department. the role of the entertainment commission is that any venue license to have any kind of music, entertainment of any sort, if they exceed the decibels letter permitted, then a complaint may be filed with our police department, who enforces that noise ordinance. if there is a consistent venue in your neighborhood that is because of a continued level of unacceptable noise, you must appear before the entertainment commission and talk through what the venue is doing or not doing properly. we will look at whether or not they are exceeding those noises. we have inspectors under the entertainment commission who can go out during the times of entertainment, even if it is the middle of the night. we have to do that on broadway, south of market, others. we have beefed up the staff and the procedures of the entertainment commission. so, we can in force and pull the licenses of those entertainment venues. we woul

mayor lee: thank you. i know that you have at heart while we have a great event, we also have neighborhoods it is running through, so we want to make sure that this race protect everybody and is sustainable for all the neighborhoods in san francisco that it goes through. i want to thank everyone for being here. it is about fun. we have over 155,000 people -- spectators and writers -- in the race. we expect that this race will continue. this is the first of a five-year commitment from zazzle, and that is a great name for the people sponsoring this race. the red cross will be out there helping our police and army, and our department of public works will be out there cleaning up everything. hopefully they do not have to work too hard. let's have a great bay to breakers race. mayor lee. it will outline the steps taken, contractors, and the broader community for the san francisco local hiring policy for construction. the new local hiring policy will require contractors to meet mandatory levels of san francisco residents and participation. the goal is to provide predictability for all stakeholders by maximizing city resources and infrastructure to eliminate this location. i would like to acknowledge a few people. first, this park is named after his son, who was tragically taken from us to do to violence. he was a star athlete at balboa high school. he was in the process of being hired by recreation and parks. out of that tragedy, this very setting reminds us that we need to look after each other. i would like to thank supervisor avalos, the author of this legislation, supervisor campos, a strong supporter of this legislation. the director of city build, the many department heads that were impacted by this legislation, the head of sfmta, the head of the human rights com

mayor lee: they fit very high. low income use is reflected in all of the programs, whether it is phil ginsberg to making sure our parks are open and affordable for our use, -- youth, or it is muni where there were free passes for low-income youth, and working with bill, making sure we have a fair justice system that reunites youth with family. i had a chance to meet with members of coleman advocates. they told me a serious story about low income youth in the city. there is about 900 kids, primarily african-american and hispanic, low-income, the dots -- that got f grades and were not going to graduate unless they went to summer school. he no state law is to have to pass those glasses to graduates -- classes to graduate. you're going to see a whole generation of low-income kids not graduate from high school. knowing there is in the generation of kids who will not graduate, who will be idled, will not have anything to do, they're not willing to find jobs. guess what? they are going to be on our streets. they are going

i was proud to be with mayor lee today when we signed the mid market tenderloin tax legislation today, it was labeled the twitter debate. yesterday i introduced for the first time, we are the only major city in the united states that tabblingses stock options. i introduced a bill to eliminate that. we continue to keep that cycle of technology, other companies that are here today, that they continue to be here tomorrow and then next -- the next facebook, next twitter starting today in san francisco continues to be here and provides long-term jobs for our city. what we heard the other day at the first meeting of our technology council which mayor lee convened, i thought it was a major idea, a long time coming in san francisco, facebook was looking to come here a number of years ago but took one look one afternoon and said, no and continued to stay in palo alto. so we have a golden opportunity in san francisco to create a vision for the long-term future of our city and i will tell you that's what i'm focused on. >> i'll give you a sneak preview tomorrow, consistent with supervidsor farre

[applause] [inaudible] tonight, the topic is about our very serious budget, and i wanted to have that conversation with you because we are beginning that process already with all of our city departments, and conversations with different agencies of our institutions with the state and the federal government. as you all know, our economy is not very good. it has not been good for some years, and we have had to make some tough decisions in the past. we also this year are faced with a $380 million gap in balancing our budget. that is a lot of money and a lot of services that state -- services at state -- services at stake. so it

mayor lee: i will not take too much time. thank you, members of the board of supervisors and the public, thank you for being here today. i just want to say that i'm about to finish my last budget town hall this week. i want to tell you at each and every one of the town halls, i have really learned a lot and i appreciate the support of each of the supervisors as he set up those meetings. they are wonderful, eye-popping time i've been having in the communities to understand what's going on. to feel their sentiments, and they really help me and help my staff understand what is going in the city and try to repress or ties the way we have done things with the budget. i hope to honor all of the public hearings and the gist of them, which is to keep in close contact with each and everyone of our communities to make sure we reflect those priorities. i want to say that to you on the eve of potentially ending those town hall meetings for this year. today is even member districts, and i want to thank you for those questions and i will d

turn it over to mayor lee. mayor lee: thank you. good evening, everybody. i am not too prone to give long speeches, so that is probably good for you and me. anyway, i want to thank supervisor wiener for hosting this tonight. and for all the department heads that are here. i know there is probably commissioners here as well and other friends. by the way, i am a resident of district 8. supervisor wiener is my supervisor, and i always look up to him. anyway, you know, this city has had a few years of pretty hard economic times. you know that. i have known it. there is no magic in the way we balance our budget. we have to do it with both a combination of efficiencies and cuts, and we are trying to identify as much rational revenues as we can, but ultimately, we will have to make some decisions that will affect programs that you might feel very dear about, and we are trying to approach those questions in the most open and transparent fashion as we can, so i do not mind hosting with the supervisors a number of these town hall meetings so we can get out to hear wh

this here in city hall for six years now, and i cannot tell you how proud i am of our community, of mayor lee for helping co-host this event, or the many people working with her, a staff of the mayor's office who really helped us put this on. my colleagues who are here today from the board of supervisors. i see the director from dpw here. there are commissioners, elected officials, real advocates for a wonderful san francisco and bay area. that is why we have been able to put this on, and i thank everybody for their support and confidence in introducing to the rest of the world what nowruz means to all of us. let's hear it for those people. [applause] mayor lee: now, we have our board of supervisors. next time we do that, i would rather do it on a bike. that would be a lot more fun. supervisor chiu: good morning. and would like to work today? is anyone a member of the amazing san francisco by a coalition? thank you, and thank you for showing the world how we roll. 15 years ago, i started to bite -- bike to work for the first time, and i have to admit, it was a lonely experience. i do not feel alone anymore. last year, the board of supervisors set a new goal for the city. by 2020, we want to have 20% of all trips throughout the city on our bicycles. in order to do this, we need to imagine. we need to imagine a bicycle network from the bay to the bridge, from the east to the west, from the north to the south. we have to imagine separated bicycle lanes, finally getting bicycle parking for all of us, finally having bicycle signals. we have to imagine sake of conditions for our 8-year-old's and 80's -- 80-year-old's to go to work. i want to thank my two great tour guides. we had a grea

[applause] mayor lee: everybody, thank you very much for coming out to the artery of arteries in san francisco. i want to also acknowledge the wonderful work that the arts foundation is doing. they were the first agency that we were able to fund back when i was city administrator, when we were thinking, how could we start changing the street? we had that old theater that was and did already, but it still look like a porn theater. we were all reminded of how vibrant arts was. we started looking at the site, and they were looking at it, and we finally were able to give a little grant called the community challenge grant, and we emphasize the word challenge. the gray arts foundation took up that challenge, and now they are expanding, and now we have fantastic murals open tonight, and they were the first, but they led the effort after the arts commission and grants of the arts went to work along with the mayor's office. i know north dakota is there, and she is working very hard because no
