[applause] mayor lee: part of this effort has been a new found relationship between the mayor's office and the board of supervisors. we cannot do it without leadership from both sides, lowering everything from egos to pass the blame and getting through the work of the city. i want to thank president david chiu for helping to lead this on the board. each time i met with individual members on the board, the wool idea of the pension was always an update. i want to thank all of them for their contributions, for their ideas, for keeping things moving forward, and their positive attitude for a very complex and comprehensive challenged that we had. supervisor and for president david chiu. president chiu: good morning. today is a great day to be a san franciscan. this is the day we shall we are not washington, d.c. we show we are not sacramento, gridlock's for decades and drowning in liabilities. this is the day that we show we're not wisconsin and trying to blame things on our workers. i want to thank everyone for coming together. mayor lee, spots to vote for putting this at the top of the pr

[applause] >> san francisco is home to a renowned civic art collection that includes a comic works -- iconic works by local and national artists integrated into our public buildings and six basis. the arts commission has struggled to take care of the priceless collection because of limited resources. in an effort to gather more funding for the maintenance of the collection, the art commission has joined forces with the san francisco art dealers association to establish art care, a new initiative that provides a way for the public to get involved. the director of public affairs recently met with the founder and liquor -- local gallery owner to check out the first art care project. ♪ >> many san franciscans are not aware that there is a civic art collection of numbers almost 4000 works of art. preserving the collection and maintaining it is something being addressed by a new program called art care. it is a way for citizens to participate in the preservation of the civic art collection.

mayor lee: thank you. i cannot think of a better way to celebrate the kickoff of small business week than to be right on valencia in the small business just started that has been the recipient along with some 27 other small businesses that have worked really hard to get to a place where they can be and allow the city to contribute and help. we did not hear a lot of times -- we hear a lot of complaints about how the city has not been doing things, but thanks to our small business commission, which is here today, and they're wonderful work and their director who has been advising me on a number of fronts -- their wonderful work and their director who has been advising me on a number of fronts, and supervisor wiener, who had a chance to open up a farmer's market in glen park with me yesterday. we never do it alone. whenever our city is working together, we have to find people who know how to communicate with small businesses, drill down to what they need, and then work with our policy makers like the small bu

[applause] >> thank you very much for coming this morning and welcome to the rededication of the reservoir. we are happy to be here today. this represents one of the milestones in our project. we are happy to share this with you. this reservoir has been empty the last two years and today, you will hear the sound of water rushing to fill it again. it makes the city safer, provides water for customers, for firefighters, for after an earthquake. we will be updating our systems. this was originally built in 1885. 125 years old. it takes care of a good part of san francisco, places lower than this. it is an incredibly important part of our system in san francisco. it was a $39 million project and it came in under budget. we are doing it effectively and efficiently. we do appreciate the folks who worked on it. it is part of the $4.6 billion water system improvement program. this is about a half with point in that program. it is the last major project in san francisco that has been completed

mayor lee: >> lee: thank you. [applause] >> i am glad to see some many of you people survived the apocalypse. he is doing a great job here. i see you've. who else is here that i can recommend. could deceive from the redevelopment agency. los is here? could this deal, it is good to see you. we have a great celebration today because i get to a 0.12 commissioners, -- get to appoint 12 commissioners, about half of them are repeats. i just wanted to signify that we got the opportunity to welcome new and existing commissioners, but to let the public know even more about what we're doing. they wanted to put together something that was in the works. making sure that we have an online ability to let the public and tell all of the positions, who is serving on them, when the terms are up. decentralized online database that represents all of the commission's and all of the appointments that we have, the terms that are about to expire at the terms continuing are now on line for the public. all your lives are going to be much m

[applause] >> this lodge is home to some of the best fly casting pools in the world. these shallow concrete pools don't have fish. this is just a place where people come to practice their fly casting technique. ith was built in the 1930's and ever since, people have been coming here to get back to nature. every year, the world championship of fly casting is held in san francisco and visitors from all over the globe travel to be here. >> we are here with phil, general manage of san francisco rec and parks department at the anglers lodge. what do you think about this? >> it is spectacular, travis from oregon, taught me a snake roll and a space cast. >> there are people from all over the world come to san francisco and say this is the place to be. >> yeah. it's amazing, we have teams from all over the world here today and they are thrilled. >> i flew from ireland to be here. and been practicing since for the competition. all the best casters in the world come here. my fellow countryman c

[unintelligible] mayor lee: it is a safety net. we have made the calculations just in case. >> [unintelligible] mayor lee: the very first year this takes effect, we anticipate $60 million in year 2013. in addition to that, all the new hires will begin contributing in a different way beginning january of next year. that is the savings. there is no smoothing in this process, because there is no smoothing in the economics of what we are facing. so we did not consider that a dog. >> the 10-year plan will not get going before a couple of years. mayor lee: we do have labor contracts in place right now that we have to honor. we currently have a lot of obligations that we have to honor with current retirees. so we did not touch that the legal obligation. so we had to start making significant changes as of nest -- next fiscal year. >> [unintelligible] mayor lee: the service employees are right here. they are right here among us. >> [unintelligible] can you talk about how they came on board? >> i would just say, we are happy to be here today

[applause] >> i am so glad to be here and joining everyone here today. she has not gotten used to a real mustache. anyway, i am so glad to be here enjoying all of you on this very important day. i do not know if you knew it, this is important because all of us up here and in particular, carmen and congresswomen spirit -- we are so much in charge with their huge decisions that affect everybody's lives. i have to say that a large part of my work as the mayor is trying to fill this $306 million gap. as you can imagine, we are short in the city by $306 million, and we have had some months to work at it, and then trying to work at it with every supervisor and every financial person in the city and community-based agencies, and it is a very tough job, but we will get through it and try to balance the budget as well, but for all of you, what i wanted to say this morning about personal financial planning -- it is not only a good thing, it is absolutely a necessary thing. all of you know how m

it is now my pleasure to introduce san francisco mayor edwin lee. mayor li was sworn into office in january and became -- lee was sworn into office in january and became the first asian american mayor of san francisco. as a commissioner, i had the pleasure of attending a commissioners' meeting, and i have to attest, the meeting started and ended on time. so thank you, mayor. without further ado, please join me in welcoming mayor lee. [applause] >> thank you. thank you all for coming here today. it is actually quite appropriate and exciting that we are here at the asian art museum to make this announcement and let you know how excited i am, how excited the city family is to host the preliminary meeting before the apec conference. there will be a series of meetings and a number of delegates coming to san francisco, and the most important part is the women's economic summit that will be launched here that will have gatherings of hundreds of people to advise on world economy and how we can reduce trade deficits as well as trade barriers to our partners,

>mayor lee: good evening. my name is ed lee, mayor of san francisco. [applause] i want to thank supervisors campos and kim. i'm here because supervisor campos is doing his job. when he was part of the board of supervisors who appointed me to this position, i promise to do the best job i could as interim mayor, which means that every mayor, whoever he or she may be, needs to be in district 9 and in every district of our great city. [applause] [inaudible] tonight, the topic is about our very serious budget, and i wanted to have that conversation with you because we are beginning that process already with all of our city departments, and conversations with different agencies of our institutions with the state and the federal government. as you all know, our economy is not very good. it has not been good for some years, and we have had to make some tough decisions in the past. we also this year are faced with a $380 million gap in balancing our budget. that is a lot of money and a lot of services that state -- services at state -- services at stake. so it

[applause] as you probably know, mayor lee was appointed in january to serve this year as our city's mayor. he's committed to a collaborative process with the community as we are developing our budget. i really need to applaud him for attending budget town halls like this -- [applause] i really need to thank him for attending budget town halls like this all over the city so that our department heads and our elected officials can take feedback as he and the executive branch are planning what they want to propose on june 1st. on june 1st, mayor lee will be presenting his budget that the board of supervisors will be able to take and through the budget committee process, through june and the early part of july we will discuss where we want the budget to go. with that, i'd like to ask mayor lee if he has any opening remarks. and then we have obviously other representatives from city government who will say a few words. mayor lee. >> thank you. thank you, board president and district 3 supervisor, david chu. this is my tenth town hall meeting. i'm still energized. i'm very glad that it's he

mayor lee: thank you. i want to take this time to thank you for your leadership on pension reform and health care reform. by way of background, blue shield did announce it was capping its profits at 2% of revenue and it allocated any excess revenues back to the policyholders. funding for health care providers and non-profit health organizations. the important question is what does this mean for our city? according to blue shield, these funds will appear in the form of a 30% credit in one month's premium. we understand this will likely occur in october of this year. these funds will be credited back to the health services system employee trust fund which includes the city, the school district, city college, and the superior court. because the health services series -- because the health services system trust fund includes these entities and not just the city and county, the approximate $7 million credit, approximately $5 million of that will come to the county of san francisco. please note these numbers are

[applause] mayor lee: now, we have our board of supervisors. next time we do that, i would rather do it on a bike. that would be a lot more fun. supervisor chiu: good morning. and would like to work today? is anyone a member of the amazing san francisco by a coalition? thank you, and thank you for showing the world how we roll. 15 years ago, i started to bite -- bike to work for the first time, and i have to admit, it was a lonely experience. i do not feel alone anymore. last year, the board of supervisors set a new goal for the city. by 2020, we want to have 20% of all trips throughout the city on our bicycles. in order to do this, we need to imagine. we need to imagine a bicycle network from the bay to the bridge, from the east to the west, from the north to the south. we have to imagine separated bicycle lanes, finally getting bicycle parking for all of us, finally having bicycle signals. we have to imagine sake of conditions for our 8-year-old's and 80's -- 80-year-old's to go to work. i want to thank my two great tour guides. we had a grea

government worked out the kinks, twists and turns, bombs in the road, to select its new interim mayor, ed lee. san francisco's first asian- american mayor. >> this has been an unprecedented and historic transition of power here in san francisco. i am so happy the board of supervisors came together to select an outstanding choice along many outstanding candidates to lead us over the next several years. >> over the past several months when this issue has come up, it had been agonizing. the board has been put into a difficult situation. there are a lot of differences of opinion on how to run the city, how to mass make a decision, who should be in place, 11 people to agree on that is a challenging thing. i think we have done the best we can do in the process, considering the difference of opinions. >> the people of san francisco can now choose their mayor, the direction they want to go. that is why this decision was so appropriate. >> the other big shock is that the moderates seem to have won this round. people thought, progressives have themselves on the board. there is no reason that they will
