[applause] i say this very sincerely as a parent of three young children, teachers and principals you are the glue that makes everything work for families in our city and i mentioned that. you are providing the foundation and you are really leading the path for the next generation of san francisco children. i know many in the room are born and raised san francisco people and to be setting foundation for our city is powerful and you are here and awarded tonight because you have been nominated by so many people for all your hard work, but let's never forget what we are doing and the power behind that is incredible. i would like to recognize supervisor sandy fewer who is here. [applause] i want to thank the blue ribbon panel for helping select these nominees and obviously a difficult decision-making process for doing that. you know the four principal winners were selected because of t

we're very proud to say that it was a privilege working for mayor lee, just as it's a privilege working for mayor farrell, and mayor farrell has expanded upon some of the initiatives of the lee administration. as he mentioned, over $13 million for new equipment to keep our members safe and our community safe. it's very important that we have state of the art equipment. it does a few things. not only does it add to the safety of our members, but it achieves goals such as vision zero goals. all of our specifications now for apparatus, talked about the importance of vision zero. making sure we have environmentally responsible mission standards as well as moragile vehicles to navigate through our windy and narrow streets here in san francisco. so making that investment and bringing on a new you are fleet will achieve a whole lot of different things that we really appreciate. just as the department of emergency management has rid a boost in their call volume. we have, as well. it kind of makes sense, right? 25% increase in call volume since 2013. we're one of the busiest fire departments in

i think we should pause and think back to 2014 when mayor lee had a vision, a vision that housing authority properties, units, what was known as public housing could be transformed, and the mayor had this idea that nonprofit developers throughout san francisco should step up, lean in, and take responsibility to help these assets before more and transform the lives of residents who live there and he brought us all together and we sad around a table with my partners and other organizations and we thought about how we could look at these assets, the over 3400 units they encompassed and found out how we could transform them. the mayor had a vision that the financial institutions could do their part too. i want to pause here because i think ices something to note. of all the institutions here, bank of america stepped up and looked at this from a portfolio perspective and looked at all 29 assets how they could under write them and affect the lives of san franciscan. we need to acknowledge that a bank in the united states stepped up with a $2.2 billion investment in a single city and in a single c

it's hard for me what happened last year in mayor lee and we had the paraeducator housing last june and we were talking hydra and -- and me. i saiis great, but are we going to do a paraeducator of the year, and he said carolyn, yes, we are this year. i know you have been pushing for it and then he proceeded to tell me i was a bilingual para and i went oh, wow, i neverw we talked about paris for ten minutes and how he had been and how important they are. this is very special and so glad it's mary avalade that's getting it. congratulations to everyone and thank you. >> thank you carolyn. i did want to highlight the housing thatol was eluding to because of the partnership with the school district and educators we are binground on 100 affordable units for our educators in the next couple years and we have just selected a developer through the mayor's process and we are really excited to do that for our educator. said the last time we had the meeting, we have been in a time of transition from december 12 when mayor lee died and now mayor elect, ma i mayor breed, and she is familiar with the work yo do here because her time as president of the board of supervisors, and also when she was our acting mayor for a month or two and we brought her to d.e.m., and she was the full powers of the mayor and when things went wrong in the city as they tend to do, she heard about those things. she understands what it means to be responsible for emergency management and disaster response. and we are at a time of transition and also a time of continuity. to the extent the department has and continuity of government is the most sacred thing that we can do and that you can do. i am departing city hall. so mayor breed will be naming her own chief of staff. >> wait a minute. >> so good luck. bye. so i'll be staying through the inauguration and then mayor breed will name her own chief of staff, and that person will be -- will need your support. and will need your guidance and your wisdom and your experience to lead him or

and so on behalf of the board and our late mayor ed lee, we had a -- we have a scholarship fund that we've been able to allocate to a number of students. this year we gave it to3 students, but we saved two of them for the tw of you. [applause] we are going to be giving berkeley and ucla $1,000 towards your tuition this year to help you out a little bit. i know that you both have worked extremely hard. and one of the things that mayor lee was adamant about is not only beptply students but models for your community. h wanted to be sure that you were doing some for of work and being on the school board is a perfect example of a form of work. it provides you with an experience that you can take with you going forward. so we hope that this experience has been a positive one and you will reflect on it as you move forward. to the both of you, we want to honor you by giving you the scholarship and thanking you for the time and energy you have devoted to the board and the students of sfusd. thank you, both. mayor lee, a year and af ago, asked me is there something else that we can do? we need to reach people on the streets who are clearly suffering and in the grips of addiction. what else can we do? we know that some of our traditional approaches of addiction treatment, that is, waiting for people to be ready to come to us to seek help. it doesn't always work for those suffering from addiction and especially if they are homeless. all of our services are voluntary and we have to develop care relations to engage people into care and it does take time. but i really want to thank dr. barrie sven who took this challenge for mayor lee and myself and add this service to his existing street medicine team. medication ated tatment. the streehe he goes daily providing care to the homeless people in need. that is how this program was born. in the fall of 2016. we have served over 95 people sincen bringing medications to fight opioid addictions directly to them on t streets. by expanding the program today, we are first taking a big step towards our ability to combat the opioid

mayor lee's unexpected death led to a series of twists and turns including a controversial vote by theoard of supervisors that landed farrell into the mayor's office. he says he often thinks about how ed lee led the city and how to forge his own path. >> i think mayor lee did a great job building consensus in our city on a number of issues. at times, people begged for more leadership. >> reporter: farrell said he knew coming into office in january with an election in june was a tight line. he worked with police to help with auto burglaries and has seen those decrease. he fought against unhygienic conditions and open drug use, issues he worked to resolve, he pledged $13 million over the next two years to keep the city clean. farrell says he worked at a fast pace to show how much can be accomplished in a short period of time. >> this is what residents of san francisco expect now. that should be great for the city long-term. >> reporter: with a major election on the line, farrell has not endorsed any candidate and he will not say how he intends to vote. he has talked to the major candidat

you know, i want to acknowledge the contributions of our late mayor ed lee and the things he did for the lgbtq community as well. he founded the federal mayors against lgbtq discrimination organization. but he did so at the national level. he started the player. the first and its client in our entire country. and it has been a great source of pride as mayor to continue this legacy. last week, the supervisors and i announced that the city of san francisco and i will be backfilling the four-point $2 million for hiv and aids funding that a federal government cut. [applause] together with claire farley, we have created a transgender advisory committee here in san francisco. and legislation that our board of supervisors was proud to pass through and i was proud to sign. creating all gender bathrooms in our sros across a city of san francisco. and also signing legislation naming terminal one for harvey milk at our san francisco airport. [applause] it is with great pride i stand here as your mayor to kick off this month. and to be part of some amazing celebrations yet to come. i would like t

i am grateful for the late mayor lee for appointing me and seeing the value in transgender leadership in our city. [applause] our next award is this very special mayor lee's award for our paraeducator of the year and it goes to mary lavalane. since 1970, 1970, i was five, mary has worked in early childhood development at several different organization. in 1986 mary joined the sfusd as student advisor at fairmont elementary school and been at san francisco community for the last 18 year. thank you mary. we made substantial progress and couldn't have done it without the support of the city, mayor lee and now mayor ferrell. i really want to thank mayor ferrell for his commitment that goes back to being on the board for the finance committee the idea of no new hiv infectionst and no hiv deathst and no stigma, people thought we didn't know what we were talking about, but the great thing is we did get new tool. we did find out that if somebody who manages to control hiv in their blood undetectable, so there is no hiv detected that they cannot pass the virus on to someone else who is not hiv positive, that is an amazing thing. undetectable equals uninfectious. we had the tool that shows if you take this pill every day and you don't have hiv, you are greater than 95% protected against infection. in fact at kaiser since they have implemented this and thousands of patients later, they have yet in san francisco to see an infection. if you do both at the statement, you test them, treat them successfully until they are undetectable and reach out to everybody and get them on pre prophylaxis, you

i think we all remember where we were when we heard about mayor lee's passing and the shock that it felt. no one could have possibly anticipated that our mayor would have been taken from us in december, taken from the city that he loved. we all have endured a lot since that fateful night. many of us have cried, many of us have mourned, but we have come together as a city. we have definitely had our disagreements and debates over the past seven months, but we have stayed together, defending the values of san francisco. and while our local economy continues to thrive, san francisco faces real challenges every single day. well, you all understand that a mother should not have to choose between paying her utility bill or paying rent, the potential of facing eviction or homelessness. we know that clean streets free of syringes and needles should be the norm, not the exception. that parking your car in san francisco should not induce a panic attack because you think it will be broken into. we all understand that residents in historically under served communities did he serve the resources and

mayor lee was a huge support of our sister cities. he went to so many of them. we went, last year with mayor lee and anita to sign the sitter -- sister city agreement in kiel which was signed recently. a special recognition to our chief of protocol who is back with us. [applause] and thank you again to mark chandler and certainly the person who i had the initial conversation with, matthew. thank you for all your hard work on this. and last, but certainly not least, thank you to our department of public works. and the s. of nt s.f. nta sign u have made this happen. in any case, thank you for being here. this is a great celebration and we can always come visit here going forward into the future. with that, i would like to introduce a gentleman who has been, there he is, right behind me. he has been the longest, i believe the longest serving chair of a sister committee or the longest-serving chair of the sister committee of osaka. again, it was our first sister city relationship in san francisco. the gentleman is literally a stalwart in our japanese community here

in terms of your reference in terms to mayor lee and our hiring plan. because subsuently before that, commissioners, in the year '82-'87 when we didn't have a class during that five-year period, no class during that five-year period, we as a commission in the department can never go through that every again. we are paying the price of that in some ways. it's interesting in terms of statistics when i hear numbers like 190 members might be about 55 years old or over and such. what it tells me come parrive to the good -- comparative to the good old days they stayed past certain years. when i first came on the commission, it was quite common to run into members that did 30 years, 27 years, 28 years and were proud of it. i think the circumstances the health related factors in fire suppression is a factor. i think health and longevity is a factor. i think that the whole mentality is that you can serve in this faor between age and health, me that folks will make a decision that's right for them. so, in terms of this kind of data, it is so important for us to b
