and the rules of the multilateral trading system underpin with mca, named nafta. the eurasian free-trade agreement, the new continental african free-trade agreement. they are all based on the wto rules. this is a common effort to improve the system not scrap it. the sharpest critic of the wto whose name will be familiar to all of you said in may at the oecd ministerial, if we didn't have the wto, we would have to create. that is not anyone running for the door. and in fact no members left and 22 are re-seeking entry, currently. six, the multilateral system will prevail because nations that have tried alternative models, ignoring the market, fail. ussr is the model example of failure. japan had to change, and did. a number of countries in latin america changed for the better. and central asia there are economic reforms in the market oriented direction in quite a number of countries. in milled over, kaz stan, in bela's ruse, whose pakistan, they are all moving in the same direction of wanting those who aren't in wanting to come into the wto, and moving towards marke

looking at the agreements between, among the u.s. , canada and the mca, one of the problematic rules as it actually tries to prevent any country from concluding a trade agreement with china. and you can guess that the u.s. may raise the same demand to japan during the trade negotiation. but if this happens, it will make our staff not work and make it impossible for it to expand tpp into china. and so it starts the argument of using tpp for encouraging china for reform. that will not work. how do you think japan should try to launch that kind of japan from the u.s.? >> the provision gives the promise that ustr is probably going to ask japan to adopt something like that. and how does japan respond? >> i think this is a great example of the trump administration laying out an extremely tough policy and demand that the canadians and mexicans clearly didn't care that much about. they had bigger fish to fry in getting that agreement and then waiting the disaster it would pose if nafta collapsed. but this is potentially quite problematic for japan, with regard to our sup. whether the us is p

mca is a great deal. pre-nafta we had huge surpluses with mexico. with nafta we have huge deficits.100 billion a year on trade with mexico. does that sound good? this has been going on for many years here so i stopped there. [inaudible] -- held hostage. is there anything you would have done differently? >> could have done it differently? no, not really. by having the shutdown we set the table to where we are now. if i didn't do the shutdown people would know. they wouldn't understand the subject. now they understand the subject. they realize what a humanitarian crisis it is. it's called setting the table or setting the stage. we've set the stage for what's going to happen on the 15th of february. i don't think they're going to make a deal. let's do this but were not getting one dime for the wall. that's okay. but if they're not going to give money for the wall it's not going to work and if it's not going to work the politicians are wasting a lot of time. okay. [inaudible conversations] >> i would do that. we have money just so you understand. people don't know that nobody reports it

mca?well, i think we're going to -- >> are there going to be democratic votes including yours and speaker pelosi's? >> i haven't made a decision on usmca yet. we have to go through all the detail. i am one that believes that the moment that occurs now i think gives democrats a chance to recast the trade debate. we have to engage in the global economy. we have to find ways to do this. i supported the president's initiative to renegotiate nafta. look, i called for him to do it and he did it and i gave him credit when he did. now it's time for us to look at the details. i think it's going to be better than what we currently have. the question for us is if there's any way for us to improve it any further. but yeah, this is a step in the right direction. the details will really matter to us though. dagen: we have to go. >> unfortunately the decision by gm to reduce manufacturing in the u.s. cast kind of a shadow over the usmca debate. we'll she how it plays out. dagen: they're trying to make ca
