mcauliffe says major general timothy williams has advised against arming his soldiers. happening right now, contract workers at the u.s. capitol are on strike. they're protesting what they call poverty wages. john gonzales is on capitol hill with how much they are demanding. john: good afternoon. this afternoon, hundreds of u.s. capitol employees of federal contractors are making sure their message is loud and clear here on capitol hill. take a look at this large rally that is going on right now. these folks are not working today, off the job. instead, they are on strike marching down constitution avenue. i know holding a rally in the shadows of the capital building with the support of lawmakers like vermont senator bernie sanders who is running for president. these folks are predominantly black and latino workers. they are calling for better wages. these are cookeds janitors, landscapers. they say $10 an hour there currently making his "poverty wages." we spoke with one man who says he is no choice but to live in what he calls the ghetto. >> i'm trying to do better for

i would like to recognize governor mcauliffe. we have worked well together on a number of issues, including several security, but this is another issue that is important to us as governors and citizens. this is a great venue to have a discussion. i would like to thank everyone for coming today, in terms of the other governors, the audience, and a paneli the pa the panelists. in michigan, we found it to be a tremendously growing problem. to give you some perspective, as i travel michigan, i often ask people what is the biggest issue you face? i was in rural michigan and two different shares pointed out that their greatest problem was prescription drug abuse. that is the starting point of all of this. we need to do more. i'm proud to say that last year we passed a bill dealing with opiate antagonists where we have our ems people carry something with them in order to address the problem. however, if you have to use that, it is much later than it should be. we need to do more for prevention and treatment and on the public safety side

on the opioid and prescription drug abuse program, we have had a session that governor mcauliffe and others led us through. one thing we did in oklahoma was passed a prescription monitoring bill to help prevent doctor shopping in the state. it took me three years to get that through. some doctors did not want to have to spend the time away from patients to check this and check that could we not do that for medicaid recipients under federal guidelines certainly under state guidelines, if someone is on medicaid and they are receiving pain pills, to require a doctor to check it every time? or could that medicaid recipient continue an addictive opioid? that is something to consider on a backtrack. the last thing i want to mention, we talk about rising costs of medicaid and expenses to our state, which is always been a huge challenge for all of us. we are in one of those states, where we have seen our unemployment up really low. our bonds went down, we had a huge drop. $90 million. our cost went up 130 million and we grew our population. we have more people coming into the system, less mo
