. >> joining us is congressman michael mccall, a member of the house home land security committee.ng news to hear of a second beheading here. it seems to everybody who is watching it, isis has in many ways verbally and physically declared war on us. are we at war? >> i believe isis has declared war in the united states by killing americans. these two journalists. i do believe they're intent on striking the west, including western europe and the homeland as we approach the anniversary of 9-11. we're particularly concerned about that. so i would argue that we are at war with isis and we ought to treat it as such and take more decisive action. i see this president, you had a gentleman from the pentagon on earlier, we saw chairman of joint chiefs dempsey come out aggressively. secretary hagel said the threat was imminent. now we're seeing the pentagon having to sort of back off a little bit because i think there is an internal debate within the administration as to how to handle this. their policy so far has been a policy of containment to stop isis in iraq. i would argue that it shoul

we now recognize the gentleman from texas, chairman mccall. >> thank you for holding this important hearing. very timely. i thank you for your leadership as well. tomorrow we will observe the 13th anniversary of the 9/11 terrorist attacks. and while we've made a tremendous amount of progress since the tragic day in 2001, we have to continue to be vigilant, be one step ahead of the adversaries. today isis is the biggest threat to the homeland. these terrorists are brutal, driven and intent on attacking the united states. the job of this committee is to help ensure that that does not happen. the largest concern is isis's recruitment of foreign fighters. many of whom have western passports. they could ease their travel into europe and into the united states to carry out attacks. the fact is you don't know what you don't know. and we only have estimates of how many westerners these foreign fighters are in isis ranks. and potentially thousands that we do not know who they are. one of the biggest worries for a counterterrorism perspective is the unknown terrorists. those with no where will record

in the last hour, i spoke to congressman mike mccall, from homeland security, and he did say sadly thatshould take steps for potentially in the anniversary of 9/11 for another major terror attack. how worried should americans be? >> wolf, we have come to the foreign fighter problem, right? you know there are dozens, if not in the neighborhood of a hundred foreign fighters, americans, who have gone to syria to fight. some percentage of those will be killed on the battlefield. some will remain there and remain in the fight. but you worry about those that will bleed out. those who made travel back through western europe and back to the united states. the focus, i think, right now for isis remains in the region. i think the near term threat is against american and western interest in western europe which is why you see such concern on the part of the british prime minister and european allies. but over the long-term this is a threat to the united states. now we don't know, you know, al qaeda at least, didn't used to plan attacks around an anniversary. they look for large publy gathering, wh

yesterday i interviewed mick mccall, the chairman of the house homeland security committee and i askede u.s. should do the same thing especially in advance of next week's anniversary of 9/11. listen to what the congressman said. >> al qaeda likes to pick anniversaries and they like to pick large sporting events, for instance, like the boston marathon. they look at economic damage they can inflict and political damage and so, i think coming up on the heels of this video and now with 9/11 just a couple of days away or a couple of weeks, i think we have to be be on a high state of alert. >> the anniversary, as you know is a week from tomorrow. is there information that suggests the u.s. should go to a higher state of alert now? >> well, first thing, i think mike raises some good issues that al qaeda does like to use anniversaries and they like to make a point, but we have to have the information. mike is a good man and works in homeland security and he is on top of the issues. we have to have information. i can say as a member of the gang offaity with chairman rogers and senator feinstein
