chairman mccaul: that's a great question.e played the role of shuttle diplomacy between federal law enforcement, the intelligence community, and silicon valley. .t is a very complex issue one that initially lawmakers thought there was an easy legislative fix where we amend the statute, until we found out that providing a backdoor on everyone's iphone was not going to be a good strategy. not only would it provide a backdoor for the government, but also for hackers. you've noticed the language of the fbi director and the language of the secretary of --eland security's shifted security has shifted to find in a technology solution to this problem. i will not tell you it's an easy solution, but i have had , so ith discussions believe there are alternatives, some solutions to this problem. i think the inherent problem and the reason why i am advocating the formation of this commission is because of the reluctance of both parties to sit in the same room together. what this legislation provides -- provides, in fact, it will mandate a

house homeland security chairman michael mccaul says extrfmists have already targeted a u-s program to resettle refugees. many global leaders are condemning the comments from republican presidential candidate donald trump on muslims. this week, trump - who is leading the national polls for republicans - proposed a ban on any muslims coming inn the united trump says this would be a temporary move to stop extremists from sending terrorists to the country. some in the muslim community in eastern iowa are weighing in trump's proposal. cedar rapids shares a long history with members of islam. muslims from lebanon were pioneers in early industry arriving in the late 1800's. the "mother mosque" in northwest cedar rapids was the first building constructed specifically as a mosque in all of north america. for those members to hear a major presidential candidate say "close the borders" is distressing. mccaul: we must go further. more than 30,000 individuals from 100 countries have gone to syria to join jihadist groups and 5,000 of them have western passports. this includes several of the paris attackers who could have traveled to the united states without a visa. that's why this legislation is so important, before us here today. it will close security gaps in the visa waiver program, to keep terrorists from entering our country undetected. it also includes several recommendations from the bipartisan task force on combating terrorists and foreign fighter travel, which i created earlier this year. this member-led panel uncovered gaping security weaknesses overseas, including the fact that some countries are not sharing intelligence on terrorists, many are not screening travelers against critical counterterrorism databases, and too few of them are cracking down on passport fraud. this bill will help close those security gaps, to keep terrorists from crossing borders. and would implement several of the task force
