bob: senator mcconnell tapped you as an advisor. i want you -- a two-part question -- assess the new senate majority and assess the party in total? what is the party doing right and what do they need to do a lot better? mike: first of all, i think the senate is operating as the senate is supposed to be operating. much more so than it has over the last four years. we are voting for a lot more. in the first few weeks, we took more votes on the floor of the senate than we had taken in their entire year in 2014. it's also important to note that we passed the budget for the first time in six years. the last time we had a budget, there was no such thing as the ipad. this is significant because the past budget starts at the regular order appropriations process and the hope is that we will pass one dozen or so appropriation bills by government function that creates better government across the board and a loss for more itemized spending decisions and allows for more government oversight along the way. i think this is important and i think t

mcconnell's home state, those d be.ng. the projects that are in the sed highway trustfo fund, those really are just used for infrastructure funding. here's an area where i think your concern should be talked about moree . we do use the highway trust fund and the federal fuel tax for a number of projects that are not so specifically related simply to rai passenger vehicle activity if you will. so rails mass transit, those ppor types of transportation activities, many ofte f those are still supported through eventually the federal fuel tax and so we can raise the question should we have a different funding mechanism for rails. should we have a different funding mechanism for mass transit. that's a conversation to be had because if you back mass transit and rails out of the federal fuel tax, that $16 billion delta drops to about $2 billion. you can't leave unfunded the pr mass transit and rails so how you fund that would be a question. on specific budgprojects that's a completely different set of the federal budget.d spend
