these are people who now have lost their jobs are being run out of their homes this is as your jim mcdermott representative said they're increasingly becoming people we know and so there's just absolutely no excuse in my mind for why politicians get to ignore them but let's look at where the poverty line is the poverty line is for a single person is under eleven thousand dollars for a family of four it's under twenty two thousand dollars these are extremely poor people these are people but for many in many cases have been in the system for an extended period of time have depended on the system so this is not just a matter of giving a handout this is there is a real systemic issue here and i think americans in particular with the recession have giving fifty restless and reports actually came out with a study today asking people if they felt that government programs that helped or hurt the poverty forty three percent of people said that they felt that the government had hurt the poverty issues so you know there's a disconnect between the political class and the general public but the american

mcdermott: mr. speaker, there is an old chinese proverb that says a journey of 1,000 miles begins with the first step. and i rise today in support of this legislation, which is before us to take the first step toward adressing the egregious im-- addressing the egregious imbalance between chinese's currency and our own. they have not been playing fair in the arena. this bill says that chearn must become a responsible player -- china must become a responsible player. subsidizing by suppressing their currency is an unfairway to do it. this legislation is a good step but it's not my preferred step. i'd prefer the united states, together with our partners, to bring a multilateral w.t.o. resolution. this bill helps the commerce department do a fair job of maybing the multilateral mechanisms more available to u.s. businesses. after years of an unlevel playing field, it is time to act. and this legislation is the right kind of measured first step we must take now. i urge the passage of this bill, and i yiel

mcdermott. >> thank you, mr. chairman. mr.thner, in our deliberations, we listened yesterday from all across the spectrum tell us a bunch of different ways we could go. you're the one that is the primary director of that. we're pleased to have you here. i would like to hear you discuss the prospects of going alone or going multilaterally through the wto. it seems to me you can write a report on the 15th of october to declare that china is a currency manipulator and move ahead with bringing a suit in the wto. that is one way to go. or you could do as we have tried to do to marshal some kind of international support for this. i would like to know your ideas about that. secondly, do you need us to push you? the constitution says that the congress writes the laws and you implement them. in a transparent way, when we say we want a country that operates by the rule of law and if the law says that, then someone should be accountable to that. it does not liklook like we're using the law so we could. maybe you need us to strengthen you
