threat is being taken seriously in virginia where governor bob mcdonnell has ordered state agencies to prepare to cut their budgets by 4% in case congress cannot agree on a collusion in time. the president is expected to address that issue today. sherry ly is live at the capitol with what this could all mean. >> reporter: the president is expected to discuss this fiscal cliff from the white house today. he is expected to urge congress to find a way to break this impasse or risk putting this country back into a recession. the president and congress must broke are a deal by the end of the year to avoid sequestration. those are automatic tax increases and spending cuts set to take effect to address the nation's deficit. without an agreement, a report from the congressional budget office says the nation will go back into recession and unemployment will climb. the president is not expected to provide a specific plan during his address but will call on congress to act. leaders on both sides say they want to work together. democrats prefer to let tax breaks expire for the wealthiest americans

if you look at those governors, virginia as a good example, mcdonnell has not been a scorch and burn earth governor in terms of them -- in terms of negotiating with democrats. he took a look at ultrasounds and said no. this republican caucus at the national level would say yes to that. there is a different style to a lot of these governors in the way they covered. they do not talk about demon- crats. they know democrats. there is a little more bipartisanship in the virginia. for most of the country, there is less of that angry partisanship that we reject. i think that explains it in part, by the republic, -- republican party is doing better at the state level. >> i would say i think there is a problem of leadership. those attending the congress have created a lot of the noise, a lot of the problem. the governors have not stepped forward. they played it safe. that is what we see mcdonnell doing in virginia. they could be leading and helping to reshape the party but they are looking ahead at their own features requested their hope for them to step in in, given the election results and
