we continue to offer the training at director mcfadden's suggestion. she sent a letter to all of her friends across the state of california. fifteen counties came into one of our counties for training. we were also asked to do a webinar for their statewide officers. we did that a couple weeks ago. >> thank you, tom. as of the departments mentioned, especially extremely large departments, this is a development of a process. so the first piece is updating the systems and the forms, the second is training our staff and our contracted providers, starting to look at what the data looks like, what is compliance, where are we seeing pockets of noncompliance, and then going back and doing additional training. we're in this development a stage, and we'll update we will update you as a move forward on the compliance. so they are a leader in this area. all of the programs reported sogi data in the first year of compliance, 17-18, with the exception of the in-home support services program because we were waiting for not only the state database fields to be updated

joining me now on the security of our voting system, cynthia mcfadden. you've done a lot of reporting on our voting systems and the vulnerabilities as well. so let's start macro here. what has changed since 2016? >> the good news is that homeland security has gotten involved. two years ago, the states, many of them said, listen, we've got a real problem. you realize during the 2016 election as the federal government realized that russia was making attempts on various voting systems around the country, no election official had sufficient security clearance for the federal government to let them know. that's changed. those clearances have now been passed. i've talked to a lot of voting officials in the last few months. all of them say that homeland security has been helpful in helping them patch holes and do tests to see where they're vulnerable and helping them with that. that said, there's still no federal strategy for protecting what was deemed critical infrastructure. wow. would you look at the actual numbers on the ground? it doesn't look like anyone
