mchenry: i thank the chair. the gentlelady from m michigan has offered an amendment that will help ensure that consumer advisory board has a balanced perspective by including individuals who represent community banks, credit unions and small business owners or economic growth experts. dodd frank imposed 4,000 new federal regular rations on -- regulations on financial stewings including smaller institutions that lacked the financial abilities of larger ones. vut, we have seen the the cline of nearly 2,000 banks from about 6,400 banks at the end of 2010 to t beginning of -- to the end of last year, that number was 4,600. this is a significant issue for community financial institutions. the weight of regulation. the number of credit unions is also de-- has also declined by nearly 3,000 over a similar period of time, down to 5,600. while community banking organizations such as credit unions an small community banks represent 17% of all u.s. bank assets, they make up nearly half of all small business owns. small busi

mchenry: i yield myself such time as i may consume. i rise in support of h.r. 2578 to enact a short-term extension of the national flood insurance program. this program has over five million policy holders, but it is a fraud program that is in need of a customer-based set of reforms. flooding is the most common destructive of the natural disasters we face. i'm confident in saying what worked in the johnson administration doesn't really work this year. in 2019. the financial services committee has held numerous hearings on this matter, hearings from dozens and dozens of witnesses including consumers, local communities and insurance industries. that therea suggests is great need for reforms. reforms that include better data, increased, transparency and better technology. moreover, the n fmp inch pmp owes more $20 million in debt. this is a major issue. despite the fact that last congress, $16 billion of that will debt was canceled. it is a program in need of systemic reforms. so, what kind of flood insurance program do we want to have? i

we lived in an area near fort mchenry. you know the place. where the star-spangled banner still waves. like all american children, i recited a pledge to the flag every morning i must tell you however, that i had to question whether those inspiring words, liberty and justice for all, included little elijah. our poorly equipped elementary school did not have a lunch room or an auditorium or a gymnasium. it had a little tiny playground. and i was trying to learn what was then called the third group. today, we call it special ed. one day a school counselor asked me what i wanted to be common to become in life. i had been inspired by a lawyer from the local naacp. they would meet at jackson mitchell. she stood up for us children in south baltimore when we marched to integrate the swimming pool not far from our home. i told the counselor i wanted to be a lawyer. i dreamed of becoming a lawyer so that i could go out and help people. i must tell you the counselor looked at me and said, you poor kid. he said, you will never be a lawyer. i want to make
