general mcmaster: i don't either, by the way. secretary panetta: the reality is, he inherited a legacy of failure in afghanistan. it goes back to the bush administration. the failure to follow up on what happened in afghanistan in a meaningful way. the obama administration, which surged, but then the best thing the obama administration did was in fact the bin laden operation to get rid of somebody who had attacked our country. i thought that was an important step. but in terms of the military operation in governing and securing afghanistan, there was no clear strategy. i think the trump administration, same thing. trying to get out of there, trying to cut a deal with the taliban. not looking at a strategy for how we will maintain some kind of stability in afghanistan. so, all of that fell on joe biden's shoulders. he said, screw it. we have been fighting this for a long time. we do not have a clear strategy. we do not have a clear way to try and make this a situation that can stabilize. so, he took the steps he did. so, i underst

mcmaster and former --. lessons learned from the war of afghanistan and president biden's decision to withdraw troops by 2011 -- 9 -- september 11 this year. >> i am cliff may. we are pleased to be joined by former secretary of defense liam panetta and general h.r. mcmaster to discuss a critical policy decision to withdraw u.s. troops from afghanistan. on september 11, 2001, terrorists engaged in a jihad struck our homeland. we have prevented another attack on that scale. but roughly 20 foreign terrorist organizations currently operate in the afghanistan/pakistan region. nevertheless, biden is implementing a timeline-based withdrawal of all u.s. troops from afghanistan, one that explicitly ignores conditions on the ground. how we got into this point? what is the current situation on the ground? what should we expect going forward? secretary panetta and general mcmaster are advisors to the fdd center on military and political power. they will discuss these and other questions with my colleague bradley bowman.

general mcmaster. gen. mcmaster: we never had a sustainable reason to afghanistan. i think it makes a great case for something like a center for military and political power. i don't think we ever integrated all elements of national power and efforts of like-minded partners to accomplish well -- well-defined income understood objectives in afghanistan. it's not really a 20 year war for the united states, it's in a one year war 20 times over. the consistency of effort is astounding over that time. in fact, what we were trying to achieve politically often times was utterly disconnected from what we were doing militarily. so for example, at times, this is during the obama administration, we initiated the taliban political commission. we allowed the most heinous people on earth to live in five-star hotels, to travel freely so we could cut a deal with them. at the same time we announce the timeline for our withdrawal. how does that work? we said the taliban is no longer a designated enemy, as they were killing u.s. soldiers, killing afghans and committing mass murders of

when governor mcmaster, south carolina was the second state in the country behind montana to announce we would forego the federal unemployment benefits, the extra $300 a week at end of this month, week after that, our unemployment claims went down 50% for that week. so you're sighing states that are going to forgo that, unemployment claims are going down and opportunities to work are increasing. it's a great opportunity for folks ready to get back to work. jackie: in blake burman's report, we had a sound bite from brian deece, talking about payment as lifeline for certain americans who needed them. i will not say a blanket generation that everybody needed them and everybody didn't, the truth is probably in between. wasn't there a way the administration could have balanced this a little bit better? especially it knew, and signed 9 legislation in march that the coronavirus with vaccines coming out and being rolled out in timely fashion it was going to improve rather quickly? could they have managed this better? >> i think it could have been done sooner. we see a state like south carolin
