[applause] >> director mcspadden: joseph, congratulations. >> thank you. >> director mcspadden: we're here to recognize joseph formentos today. did i pronounce your name right? great, just checking. what i'd like to do today, and we don't do this often, but i'd like the people who support the daas stand. because joseph is among some fantastic people. so the daas administrative folks do all kinds of things. they do -- they check on building supplies for us, when we have complaints about the building itself, which are pretty frequent. probably daily. they handle those. they handle the front desk. they do copying, they make sure that -- what else do you do? you guys do everything. they decorate the building when we have things happen. they make sure rooms are cleaned. they just kind of are the backbone of the organization when it comes to our building use in particular. so then, we also have people from the cqa unit who are part of the administration and they help with safety manuals and making sure staff are trained well and going out and seeing clients when there is a problem. it's a b

>> director mcspadden: it's hard to project the actual need. i think one of the issues is and partly why i mentioned making the system more seamless, is because we see people falling out of the system and then reentering and reentering. so there is something that needs to happen differently, right? and so whether it means that we don't have the right housing, whether it means we're not getting them to conservatorship when they need it. some of it is timing, some is collecting the history of somebody to present it to the court. there are barriers and one of reasons there are barriers, it was created as a last resort solution for people. obviously, if you can get them to agree to treatment and not be conserved, that's ideal, because the whole -- the law is basically that somebody is served in the least restrictive setting and that includes how they get housed. it also includes this particular type of legislation, i mean, when you go to court, and file conservatorship, you're saying take away that person's rights to make certain decisions for them

we do is we develop the budget for the agency, of course, we do that in cooperation with shireen mcspadden and deputy directors like cindy and joe, and program directors throughout the agency. and we do it with a budget staff and emily gibb and tiffany wong are two of the members who have worked on the daa is budget this year. we reach out to the program offices throughout the agency to ask them to identify areas of new need, changing regulation, changing law. changes in the patterns of consumption of services. and then potentially innovations to make in program areas. and we collect all of that. we begin to analyze it, we begin to cost things out. and then we do this in the late autumn typically. we start then. and then in december, right at the beginning of december typically, the mayor's office provides budget instructions and the mayor's budget instructions typically are based on forecasts of city revenues and city expenses. and they are sometimes based on special areas of focus that the mayor wants agencies to take. those agencies, those areas of focus often tend to be at the instruct

>> may i just following up on director mcspadden request, and appropriate request, i look around this room and i see so many people who had relationships with mayor lee. and we are in a season of grief right now. and we're trying to navigate ourselves through the grief. he was a very special man, a gentleman. and a friend to many here. and he will be greatly, greatly missed. i had the very distinct pleasure of being one of his first commission appointments to the human rights commission and i was his last to this commission. i've always thanked him for his trust. had the great privilege of working with him in my capacity with the interfaith council. he entrusted us with a donation to navigate the first center and we worked with him on immigration and sanctuary to our friends who wanted to come to chrissy field and the city's response to that. and i don't think i've met a public servant who has so selflessly, and so tirelessly served his community as mayor lee. i am very confident that history is going to be kind to his legacy and i think those of us who were privileged to serve under

council and the nominating committee didn't have a hard choice, they suggested and recommended shireen mcspadden to be the co-chair. it was a hotly contested race there, but she was enthusiastically and unanimously approved. so she will be the new co-chair serving with continuing co-chair ann. the long-term care council plays a role in the budget process and has refined that activity over the last few years with the finance and policy work group, helping shape proposals that come to the council. there were two, one that was approved by the group, focussing on housing. housing subsidies and legal defense. there was a second which was a holdover from the previous year. that didn't go through the policy group, but folks felt strongly should be considered. the original vote scheduled for december is now to happen on january 11 and it will be on all of those proposals, but in the meantime, all of the council members have been asked to set up meetings with supervisors, so we have those meetings proceeding as scheduled now after the 11th of the month. those proposals and all the information goes on the
