terry mcsweeney is live near the scene. how long has this been going on?eporter: it started about 6:00 last night with a burglary. here we are 11 1/2 hours later and the burglary suspect is cornered, you could say or cliffed right where the light is shaning -- is shining behind me. inside that bush according to police is where this burglary suspect is holed up. he was there shortly after 6:00. it began up the top of the hill. you see the light shining up there that condo or apartment complex up there. that is where the burglary took place according to san francisco police, 6:00 last night a woman saw a man going into an apartment. she called 911, police came out, the manager came down and confronted the suspect. he pushed the man away. made his way down that sheer cliff through those bushes, came down to where he is right now where those lights are shining on that bush. there has been a bit of a conversation between police and the suspect. here's what it was. >> he basically said turn off the lights. >> reporter: that's what he said? >> yeah. we are just w

terry mcsweeney, abc7 news. >>> 6:03. prosecutors have filed a motion to admit video from a neighbor in the upcoming domestic violence trial of san francisco sheriff ross mirkarimi. they say mirkarimi isolated his wife in their house for 18 hours after he abused her on new year's eve. she essentially escaped to a neighbor's home while he was showering. prosecutors want the jury to see the video the neighbor took of eliana lopez talking about what happened. it is critical because lopez now denies mirkarimi did anything wrong. his lawyer calls the new allegations absurd and says she will fight the motion to exclude the video. mirkarimi is scheduled to go on trial february 24th. >>> a $17,000 reward is being offered for information leading to the arrest of a berkeley murder suspect. the shooting death of kenneth warren was berkeley's first homicide of the year. the father of five was leaving a barbershop on shaddock avenue when he was shot several times. police say he was the target. >>> this morning milpitas officials consi

terry mcsweeney is live at city hall. the volume was up loud. >> reporter: it was a standing room only meeting here. 105 oakland city workers are going to be losing their job. it is going to be announced next week. some programs are going to be cut. a lot of people wondering how is that going to impact me? occupy protesters were here and broke up the meeting. take a look. the protesters forced the meeting to be adjourned for 30 minutes. councilmembers notified thousands of workers last week their jobs might be eliminated. now they are looking at maybe 105 jobs eliminated. the decision has to be made february 1st. one man feels that the city is falling short of its pledge, its mission statement to treat employees with dignity and respect. >> we are seeing none of that today. tonight, those words are not worth the paper they are written on. >> reporter: also facing cuts the budget for the oakland zoo. three years ago it received a million dollars from the city. next year about 215,000. children's ferry land facing a loss of

terry mcsweeney is live at uc berkeley with details.>reporter: uc students over the years have come up with plans to -- to end all wars and free all people when you hear about a plan to do away with tuition, there's a powerful man not rolling his eyes, uc president mark yudof has heard the plan and likes the plan. he has told executives to take look at it, see if it can work. it is called the uc student investment proposal. it would abolish tuition at all uc campuses right now $12,000 a year students would pay back after they got into the workforce. members of the group came up with this idea they say it would triple uc revenues over the next 20 years one of the reasons the president likes the plan. they say by the 7th year the university would be in the black on this plan. take a look at what we are talking blood pressure. the pay back would be 5% of your income in 20 years after you graduate. students say the average student right now graduate, i should say makes $50,000 a year over 20 years that would translate into $50,000 worth of

terry mcsweeney joins us from the site to explain. the ground breaking is supposed to start next week! >> reporter: that's right. the sign is up and site preparations begin monday. stadium opponents are hoping for two things to happen that would stop this project like patrick willis was tackling it. for the construction crews it is all systems go getting everything in place for monday's soft groundbreaking as they call it millions set aside for this phase. a group wants another vote on the plan. they need a judge to order that vote. that's because last night members voted 5-2 to deny an initiative from that group to let voters decide on the financing plan which the group says puts the city on the the hook for 850 million dollars. they say the measure approved by voters in june of 2010 said the team, nfl and the stadium would carry that burden. a city councilmember tells me they still do. >> we had a representative from goldman sachs and the banking consortium at our meeting in december he said emphatically that goldman sachs and lende

terry mcsweeney, abc7 news. >>> president obama today called for a massive overhaul to make college more affordable. >> the president: we are putting colleges on notice, you can't keep -- you can't assume you will jack up tuition every year. if you can't stop tuition from going up then the funding you get from taxpayers each year will go down. we should push colleges to do better. >> mr. obama spoke at the university of michigan following up on his state of the union promise to make colleges rein in increases an issue that affects the university of california and csu systems. katie, one idea he has is to make colleges compete for prize money? >> reporter: he calls it race to the top in which universities and colleges would have a one billion dollar incentive to use their money better. the president would like to see campus-based aid reallotted so more gets to students for loans and work-study programs. president obama is putting his foot down, demanding universities find a way to lower tuition costs. that sounds good, but can it work? some students aren't sure. >> we would love for that

terry mcsweeney is live at oakland city hall. what is the new figure? >> reporter: we knew about the 1500 fulltime employees being notified today they might be laid off in two weeks. we are getting word an additional 1,000 part-time employees will also be notified, they too may be laid off in two weeks. take a look at some people going into oakland city hall today. you have to wonder what is going on through their minds? a spokesman for the city tells me it is going like this january 25th, the council will consider which jobs to eliminate. january 31st, the decision will be made on which 200 jobs will be eliminated. 2500 people being notified they might be laid off. 200 being laid off, pause the state has taken away 25 to 30 million dollars in redevelopment agency money. the agency going away. no comment from city officials yet today. they were talking about it yesterday. >> yes, we will have cuts. this is a question of changing how we do business and what are the changes that we need to make. >> the city of oakland and the employees have been through l

terry mcsweeney is live in walnut creek. the bars would rather police themselves and they are meeting today to talk about that. >> reporter: yeah. if they have a choice they would like to police themselves. bar and restaurant owners will try to come up with a plan to head off city council action that would maybe curtail the number of hours some of the establishments are allowed to have. police are stepping up patrols starting this weekend. look at an example. this is a video of a brawl going back to 2010. not a new problem. you come to a saturday night there were three fights, nine arrested, one man had daylights beaten out of him. police chief says things are getting worse. he increased patrols, the city is considering a crackdown on bars closely associated with the problem. >> regulations that we are looking at will allow further reduce hours only on a case-by-case basis. >> regulating hours is that fair? >> i don't want to say it is fair, but something has to happen. >> reporter: the city plans an ordinance approved by th
