we required to wait for the permits to be issued and file 10 separate appeals against each of the recipient companies? suppose hypothetically a decision was made to issue 150 medallions to individuals and do we have to wait the issuance of 150 appeals? that is nonsensical and under mind the right to appeal. the only way to do it is from the resolution itself. the city attorney also contends that the grant companies was not a denial to drivers on the waiting list, but the transportation code is clear that medallions only issued to qualified cab drivers. issuing them to anyone else necessarily denies them to the person authorized to receive them and with that connection bear in mind even if you accept the city attorney's argument that a person denied a med dallian doesn't have the right of appeal under the charter that clearly exists in the police code. the city attorney says that our recourse here would be to ask the mta board to revisit its decision. that's the same board whose agency is to gain money from its implementation. the appeal from this board which can take a fresh and objective look at the decision is not only right under the charter and the municipal code

for example the medallions that the individuals on the waiting list are waiting for are permanent full time permits to operate a taxi. the class of permits that this decision relates to are three year agreements allowing people to operate a taxi for the lifetime of a taxi vehicle, and then the permit ends, so this is fundamentally a different class of permits, and the decision that is being appealed is to which not companies these are given or somebody qualifies for the permit or not, or whether they were granted or denied a permit unfairly. the question is should we have created this class of permits which companies are eligible and individuals are not? >> i guess one of the things that i'm most curious about to the extent that individuals on the waiting list will not -- because of this -- what mta is characterizing as a policy decision. does that mean -- does that foreclose on opportunities on the list. >> no not at all. there is a consultant study under way and we hope to have a decision whether we can issue more permits to meet the taxi demand and if so where the permits should go,

wait list into a different system. that proposal, i'm here to can ask that you consider expanding the number from 150 people to 300 who will be able to purchase medallions at half price. i want to first talk about the two advantages people get. they get a $90,000 equity jump start for permits transferrable, and they can get $240,000 for it after paying 150. so, they have something -- most of them are going to want to build equity. the second thing which is more subtle is once they have the medallion, they'll typically give about $2200 in lease income from having the permit, pay 800 towards the loan, 400 in income tax. that gives them $1,000 income increase as a quality of life improvement. and it is such a major thing to these people, 55 years old and typically have families. i think that you look at the revenue you get, 1,000, like myself, prop k medallion and the [speaker not understood] together, when you have us surrender the permits and sell them for $100,000 profit, that generates $100 million. you're also leasing medallions to color schemes now. you get fees. if you look at what i'm proposing, 300 medallions at 150,000, that's $45 million. typica
