how did you prepare for the rollout of medicare part d compared to the rollout of the affordable care act? guest: both require many many months preparation. we had roughly 18 months to prepare for the actual enrollment period they're going through now. there were systems that had to be cord needed. nearly 50 medicaid systems coordinating the computer systems. or was entire country to educate. we had to work with plants in the same way this new benefit is being coordinated so there were plans available. it was a massive logistical, and am i say, social logic exercise to bring about an entirely new way of buying insurance to a population of americans who badly needed it. host: what are the lessons learned from the rollout of part d that are germane to the affordable care act? guest: primarily, the early preparation would pay off. as i look at what is going on currently with the implementation, i think we are seeing some of the same things we experienced early problems, because this is a very complex set of issues. the current administration made a decision that they would, in essence, t
