good morning, megan. >> reporter: good morning, patrice. we have been cruising on the same rate without an increase for beck day decades. a right that some drivers say is already too high, now there's a chance it could go up even higher. lawmakers want to inease contract the liability minute mum coverage to $60,000 per injured person and $60,000 per crash. that means an incident crease of $60 on the vehicles on the eastern shore to $50 at baltimore city. it would be the first hike since 1972 and some lawmakers say it's long overdue. >> when you go into the shock trauma it's about $7,500 now to visit, every time to visit. $25,000 doesn't cut it anymore. it really protects the individual who really may be hurt. >> reporter: and also, protects the lawyers representing them. but some say, it could backfire and people who just can't afford that increase, might start driving without insurance. now the senate is expected to debate the auto insurance rate hikes tie today. governor o'malley says if it does pass, he will sign the bill. megan gillilan

megan gilliland joins us with the latest. good morning, megan. >> reporter: good morning, patrice. federal prosecutors have charged 13 people to be associated with the baltimore blast guerrilla family, one of the city's deadliest gangs. among the suspects, todd duncan known as donny. he is accused of leading the gang's operations in the baltimore area. also arrested ronald scott aka piper. federal investigators say these two men worked for the non-profit group in west baltimore called communities organized to improve life or coil. it provides adult literacy program and other out reach services, a program authorities say was used as a front to make thinker gang appear to be ledge at the samlegitimate. >> when in fact behind the scenes the gang is involved in fostering violence. >> reporter: the president of the operation was blind sided by the operations but would not comment any further of the this was the biggest arrest are the big guerrilla family. you will remember last april when police broke up what was one of their meetings in druid hill park. they indicted several people inc

megan gilliland joins us live from the scene with more, good morning, megan. >> reporter: good morning, patrice. we're live along alviton road and starwood drive. this is the area where the officer was patrolling last night when he noticed a man jumping up and down on top of a van. when the suspect saw the officer he jumped off and a female inside of that van then got out. that is when investigators say the suspect began assaulting theher. the officer asked him to stop when he didn't the officer deployed his taser gun. police say that was not stopping the suspect. >> the suspect picked up an unknown object from the road and began waiving it over his head. the victim was attempting to flee the area. the suspect began advancing with that object waiving it toward the officer. the officer began fearing for his life shot a fire and struck the suspect, the suspect continued to advance, the officer continued fire a second shot and the suspect continued to waive toward the officer, and eventually the officer fired again. >> suspect was taken to shock trauma with inspect life-threatening injuri

news 4 megan mcgrath joins us live from northwest washington with more. megan? reporter: good morning. it is going to be a tough go for folks who are trying to head into work. if you're anywhere near the area surrounding the convention center you can see behind me here the checkpoint that we have at 6th and new york avenue. this is one of a number of these checkpoints to get inside what is a secured perimeter all around the convention center. we have several blocks impacted. the roads are completely shut down. they put up these metal fences all around the sidewalks into literally enclose this area. some of these fences are as high as eight feet tall. of course the entire area is closed to the general public with the exception of people who live in that interior perimeter area. folks that can prove that they live there, actually. they have to show i.d. and pass a security checkpoint to get to their offices or homes. anyone else who doesn't have business or doesn't live there will not be allowed inside the secured zone around the convention center. we're talking a

good morning, megan. >> reporter: good morning. this promises to be a very difficult day for students here. it's their first time back to class since their beloved principal was found murdered. now, a student used color chalk to draw a picture of a broken heart on the door of shaw middle at garnet-patterson. you can see the cork board on the railing beside the door so students can leave notes and there are many of them. principal brian betts was very well liked. one student writes "because of you we make a family. there will never be another you. you will forever be in my heart." another student writes "missing you and your amazingness." principal betts failed to show up. a colleague went to his home in silver spring to check on him and that's when the discovery was made. betts was found dead from a gunshot wound. no signs of forced entry into his home. his vehicle was missing from his home but it was found over the weekend in the district of columbia on fourth street in southeast. at this point no arrest have been made. no suspect

megan mcgrath has more. >> reporter: good morning. this is a townhouse community.all of the structures involved in the fire are attached. what is being described by witnesses is a situation that it appears the fire started on the outside on a lower level, and that the flames traveled up one townhouse and began to skip from house to house. having walked down there, you can see that there is extensive damage to two of the town homes there. it looks like they have been completely gutted. much of the damage kind of in the rear of the structure. then we have a number of other town homes to the right of that initial town home, that also appear to have extensive smoke and water damage. there's dwret anothyet another s a grassy area that had damage from the heat. an intense fire. witnesses say the heat was incredible. folks standing across the street said they were really uncomfortable because of the intensity because of that heat. of course, a lot of damage was done here. no word on exactly what the cause is. folks who were in the area while it was really roaring, they sa

megan gilliland, fox 45 early edition. >>> a catholic soccer coach is facing charges of molesting a 9-year-old girl and police think there could be more victims. 46 years old alexander simms was a volunteer coach. he admitted to molesting the girl. it happened last summer when he visited simms home to play video games with one of his children. the girl told her parents after watching a video at school about sexual abuse. simms also volunteered with two church affiliated boy scout crews, and because he had contact with so many children, police think there could be more victims. they have issued a warning to parents. >> inquire from their kids if they were ever alone with him, and if they were alone if he inappropriately touched them, if they admit to that, then they should call police. >>> simms is out of jail after posting a $70,000 bond. he is charged with sexual abuse of a minor and 3rd degree sex offense. >>> police a 44-year-old michael thomas grabbed the girl on wash be waswashington boulevard on s. the girl manned to ge managed t, and her father flagged a police officer. they ar

megan mcgrath joins with us more on that. >> well, yesterday began without a lot of fanfare. everything was going very, very smoothly in terms of traffic and all of the road closures in the area and then as things were winding down last night just after 6:00, there was a terrible accident involving a woman on a bicycle and a truck that was owned by the d.c. national guard, that truck providing security for the summit here. they have just identified the woman who was riding that bicycle who was killed in that accident. she is 68-year-old constance holden. she is a portrait artist and a skin science journalist and wrote for science magazine and reportedly just left work yesterday evening when she was involved in this accident, struck by that d.c. national guard truck at 12th and new york avenues. she was died on the scene. now, there is still a very large police presence here around the convention center today. there are a lot of different traffic patterns because of all of the road closures. but really so far so good today. we've had no major problems. >> the nuclear summit da

megan is away. she's getting weighed in now. at brick dies. she'll have the results tomorrow morning. >>> today's hot topic. do you spank your child? a new study says parents who do spank their children may be doing more harm than good. a leading doctors' group says what -- whacking kids on the backside can backfire. >> reporter: there's a time-honored phrase that says spare the rod spoil the child but a new study from the american academy of pediatrics suggests that corporal punishment may actually increase aggressive behavior. a survey of 2,500 mothers in the may issue of the journal pediatrics show the children who were spanked frequently at age 3 were more likely to display aggressive behavior by the time they turned five. in the study mothers were asked how frequently they spanked their children in the past month and the level of the aggression the child had afterwards. there was also other factors, including alcohol use, personal depression and the amount of hostility displayed in the home. mothers with higher risk factors were more like

megan has your morning news update after this. >>> an investigation into a police-involved shooting inel county police officer was patrolling elevation road when he says he saw a 20-year-old man jumping up and down on a minivan. a woman got out of the van and a man started to attack her. the police officer tried to use his taser on the man, but it didn't work. he fired his gun and hit the suspect. the man was taken to shock trauma. he's expected to be okay. the officer who wasn't injured has been placed on administrative leave. >>> as police continue to investigate the death of a d.c. middle school teacher, we are learning today that we know more, at least about two people involved in his death. the shawn middle school principal was found dead at his home last week. a witness reported seeing a vehicle leave an alley early on april 15th. they're looking for two people seen walking away from his car found in southeast washington. >>> two arrests have been made in a shooting death of a waverly veteran. charles bowman was shot and killed on greenmont avenue on april 8th. on wednesday, poli
