megan mcgrath is live in waldorf where cre s working to clear some of the streets. megan? >> reporter: yeah we are still seeing some plows here and there. specifically doing some of the parking lots in the area. as for the main roads themselves look at this. this is crane highway behind me. just continued to improve in the last two hours or so. we have basically wet pavement. there's a little bit of slush on the side of the road but nothing too bad. take a look at the video from earlier this morning. you can see the road conditions earlier before the sun really came out and started beating down and the snow. we had caravans of plows working the major roads this morning. several plows just following each other and just getting everything up from curb to curb. that made a big difference this morning. also the sun comeing out also made a difference. the salt t things up and causing that to melt. so that's improvement. we're still asking people to be a little bit careas. some of the slush has built up in the turn lanes and it's pretty deep in spots. if you hit that at any spee

megan mcglathkcgrath is live. >> reporter: wssc has been able to shuts off the water. but what we do have take a look at this we have a large crack right smack in the center of the roadway. the water coming from that broken 10 inch water main, it kicked up the asphalt by several inches in this one area. and it's kind of a big stretch there. and then on the other side more where i'm standing it actually dropped things down. so there is a bit of an indentation in the road. so they're worried that that water that was gushing from the broken pipe eroded the earth beneath the asphalt. so they were trying to open a right hand lane. they had some cones out. they were taking a close look at it hoping to open some westbound lanes. but they have decided not to do that. they're waiting for a crew to come on the scene to take a closer look to see if it's safe to allow traffic across even the right hand lane here. so at the moment, all westbound lanes of east-west highway are closed. that crew is not here yet, so it will be a while before they can assess whether or not they can ope

now megan more than four years ago actually at the beginning of 2010, so about five years ago now, megan sampson was a brand-new teacher in the public school system. in milwaukee. she was one of those great teachers that we would want in any school district across the country certainly in our state but she was in milwaukee like my urban school systems across america. has been continuously challenged. so megan found out early on in 2010 that she was named the outstanding teacher of the year in the state of wisconsin for english teachers. so she was one of those top teachers. really distinguished daughter out there. she found out about that, not long after that she found out that she'd been laid off. she's been laid off. this is because under my predecessor even with democrats in charge of wisconsin, they've cut money on schools but they got no tools to react to that. what do they do in milwaukee like many other school districts across the state arguably around the country when they were faced with touch economic choices how did they do that? they administered them under the old union cont

i can start with that and maybe megan will have something to add. ice has been progressive in this area. i'll try to remember all the different areas in which our policies address protections of transgender detainees. first of all, in our detention standards we require individualized assessments for any transgender detainees arriving at a facility, regarding, for example, their ideal housing placements, custody and classification decisions as to what housing unit to place them in may not be based house and unit to place them in may not be based solely on the biological anatomy but must take into account the individual's gender identity. earlier in the process, after somebody has been apprehended i mentioned that they're screened through during their book-in. the officer enters information through the risk classification assessment tool, which is a part of our book-in module and therefore is preserved electronically. the officers are required to ask, initially, a number of questions about whether any number of special vulnerableties apply. one of tho

megan mcgrath is live at trash headquarters to tell us how the day will look. >> reporter: good morning. you can see behind me here that the crews are starting to report for work. it will be a busy couple of days as they get ready for the all-hands on deck trash collection blitz to get under way. that will be happening later on this morning. it's been a real tough time here in the district. in terms of collecting the trash, all the snow and ice that weaved had has've we've had has made it difficult for the crews to get down the alleys and collect the trash. as a result, some still have a lot of trash that hasn't been picked up. so what they will will be doing here in the next couple of day, they will add additional crews. so folks who normally do leaf collection they will be on rash collection duty. they are also going to bring in private contractors and there is also going to be a push to really salt and clear the alley ways so that this they can get in there and pick up the garbage. the hope here is that with this blitz and the added help that they will have is that they will be able
