megan, how bad is it there? >> reporter: i feel we're racing along here. we're doing a whopping 36 miles an hour on route 5 here. we're headed northbound in the brandy wine area. a while ago, we were doing only 10 miles an hour. so an improvement. but still very slow going here. you can see live looks here at the roads. we have very sloppy conditions. at times, it's difficult to see slow as they should. i haven't seen a plow in a little while now. they were out earlier, but we've got a lot of traffic as people are heading into work. north on route 5. folks headed into the washington area. we have a lot of volume that makes it difficult for the plows to get out there and do their job and get the salt and sand and the chemicals down. we're seeing sloppy conditions, people just need to drive accordingly. keep the speeds down. on the southbound side of 5, we saw police activity. we could see in the darkness that it looked like a car had spun off the roadway and gone into the woods along the side of the road. we are

and prince george's county with news 4's megan mcgrath. megan, just came across downed wires. what are you seeing? >> reporter: yeah. just right after we saw that accident just a couple blocks down the road, we were about to cross into prince george's and this is what we saw. pennsylvania avenue is closed in both directions because of downed power lines. this is right at the border. we're talking southern avenue here closed in both directions. there is a snowplow parked on the side of the road. it looks like the wires may be tangled up with that snowplow. we have crews on the road and it looks to be a power crew with large cable they seem to be trying to move the lines out of way. i assume they've been deenergized. they're doing that work right now. so it could take a little bit longer, but keep that in mind. if you take pennsylvania avenue in or out across the border here, right now at least everything is closed. but they are working to open things up. so we do have treacherous conditions out here. take a look at this video we shot a little while ago. this is a couple of bloc

megan mcgrath is live from the greenbelt metro station this morning. megan?metro makes you late for work and you get your money back. sounds like a good idea perhaps. metro's board later today will take a look at a proposal to do that. they would offer refunds to riders when the trains are running late. before you start counting those refunds, however, there are some rules that apply here. take a look. the refunds would be for delays of 15 minutes just for weekday rush hour trips. now, the fare would be credited back to the fare cards. you wouldn't be getting cash back. it would be a credit. if approved by the board, the whole program could begin at the end of the month. some say it would make a difference, they like it. others say it wouldn't change their opinion of metro. >> i think it's a great idea. i haven't had trouble with my lines but some people are late and they'll compensate us for that, that's more than fair. >> it's somewhat of a help. but metro, service has been terrible and it's a nominal improvement. >> reporter: metro says that now after safe

megan mcgraph joins us live hey, megan. >> reporter: yeah, wicked cold oud here and causing problems and still seeing some of the issues happening. water main that broke on 27th street and water came gushing out on surrounding street so i street, rock creek park, all of that just frost. we had actually inches accumulated ice on the roadways, so everything had to be shut down. take look at the video from early this morning. and you can see just how dangerous the situation was. there were was like a skating rink in this entire area. tricky thing is there are access points to major commuter routes all around this intersection. and so that wrecked havoc on people coming to work. they could not go down on the rock creek parkway. it was closed on the northbound side. also the reamp from 66 west to street, thas so a real problem for people trying to get around. i spoke to a woman new to her commute, so this was bad timing for her. >> first time coming this week, so it was pretty hectic. >> reporter: first time this is what you get. >> yeah, the whole mess. >> reporter: all right. now the go
