news 4 megan mcgrath live in springfield, virginia with more information on the investigation. what sparked this? do they know yet, megan? >> reporter: well barbara, no official word on the cause for this fire but talking to people who were inside the burning home residents, they believe that it started in the unfinished section of the basement and then spread to the rest of the house from there. a man was killed when he was unable to get out of an upstairs bedroom. the home continued to smolder, even after the flames had been knocked down. a ladder leans against the upstairs windowsill firefighters used it to pull man from the burning home but didn't reach him in time. >> flying out of the window. you could just -- flames getting higher and higher. once they hit it with the water it looked like a big, big bonfire. >> reporter: neighbors describe a chaotic scene. flames and smoke pouring from the cape cod on southampton drive. i spoke off-camera to two of the men inside. they said they awoke to smoke so thick it was pitch black inside and had to use their hands to feel their way

megan mcgrath is live at nih this morning. so this is the second patient to be treated at nih so far for ebola? >> reporter: that's right. n nih has a contagious disease unit one of a handful of units in the country. and they have had some success in the past. this new patient is the second person to be treated for ebola here at nih. the first was nurse nina pham. she contracted the virus at a dallas hospital while treating thomas duncan who fell ill shortly after coming here to the u.s.. now, pham was successfully treated here at nih. she was released last october. and is now ebola-free. as for the new patient, not a lot of information is being released at this point. we don't know their age or gender. we do know the patient is a health care worker who had been volunteering at an ebola treatment unit in sierra leone. of course that's an area that was hard hit by the ebola outbreak. the patient will be flown to our area in isolation on a special aircraft and is expected to arrive at some point today. >> megan, thank you. >>> t

megan mcgrath is live in gaithersburg to show us why this is a ricktricky storm to get ready for. >> reporter: and it's because of the rain coming first. we're here at the salt doun dome in gaithersburg and you can see the front end loader is moving the salt around. just a few minutes ago, they actually filled up a truck and that rubbing went out and hits the highway here. they're standing by waiting for that switchover. we'll get the sleet first and then things will switch over to snow. and because of all of the rain that we had overnight, and we're still seeing very light rain here in gaithersburg right now that makes it almost impossible to pre-treat the roads. any kind of chemical that they would put down would just be washed away. and i spoke to a state highway person and he talked about this kind of storm and why it's tricky. >> no pretreatment, for example. we have people on the road because they think it's just rain. they can't hear the radio and tv surprise. and so we have to work around them and with them and thankfully some people are hearing about staying off the roads. s

. >> megan mcgrath is live in gaithersburg where the snow is begins to stick to the roads. it started at rain and now is snowing hard. >> reporter: yeah it was rain for a good part of the early morning. then we had a little bit of sleet and then around quarter of 7:00 it turned over to snow. and you can see all of the accumulation. oh that guy's having a tough time there. we've got a lot of slush on the road here. this is montgomery village avenue here. the far left lane just within the last ten minutes, two state highway plows came through and plowed that far left lane. that improved that situation a little bit there, but you can see that already we're starting to see a fresh layer of snow. because it's really coming down. we've been out and about all morning long and the neighborhoods are absolutely snow-covered. the plows have not reached them. we've encountered plenty of people digging out, getting at the sidewalks. businesses of course trying to dig out and clear things up but not a lot of people out. we are seeing some cars but a lot of people have listened to the war

megan mcgrath is live with the numbers. >> reporter: well, if you take a look at this tree beside me, you can see the accumulation of ice. we got about a quarter inch. and tree limbs are snapping weight and pepco saying in d.c. 490 customers without power. pg 84 customers. dominion say they have 74 out in arlington, fairfax 78 anne arundel about 300 customers without power. so there is an issue with outages this morning because of the ice. also we're seeing very very treacherous slippery conditions out there. we're currently on chlt street where the sidewalk i'm standing on is just a sheet of ice. those untreated surfaces very very slip. you'll have a real tough time leading your house and getting to your calf this morning. i'm trying not to move around too much because i'm afraid i might fall. this is all just ice. once you get to the treated major road it was fine just wet. but my neighborhood, my sidewalk, my front stoop was incredibly vehicle and dangerous. so take it easy. things are starting to warm you were. i don't know that you can see it, but i am noticing some of the ice is

megan mcgrath news4. >> a lot of snow out there. it's going away right? >> fading fast. it's vaporizing. like that. so in case you missed it that snow did make it all the way down to some of the southern county charles county picking up a little bit of snow. look at the graphic here. northern faulkier county that's the light snow down there. check out the dark blue. remember those areas under the winter storm warning yesterday, they got some of the higher snowfall amounts between 4 and 6 inches from frederick into areas like morgan and berkeley county in west virginia. that snow all the way um into areas of the northeast. once again, boston getting just a little more new york city as well. evening planner forecast the temperature at 37 degrees, but you probably notice the fog. i think that fog will start to improve bit. we're not seeing the visibilities that low yet. they're saying above two miles and i think they will as we get into the evening. we'll start cooling off through the evening and temperatures by morning will be in that 32 to 35 degree range, cold enough for

megan mcgrath is live with more on this. crews already getting started. >> reporter: yeah, we've been talking about this for a couple of weeks. and you can see that the work has begun here along 16th street. the crews have blocked off lanes right at the base of the bridge and we will see a traffic impact for months to come. now, we're talking about 16th street where it crosses over military road. both major commuter routes so it will have a huge impact. 16th street will be totally swapping out this bridge replacing it. they're down to one lane in each direction. we're also seeing lane closures down on military road, as well. these are major commuter routes. we'll see the impact here especially in the weeks to come as people are trying to figure out the change in the traffic pattern and look for alternate routes. we're expecting things on georgia avenue to pick up as well as people shift from their normal route over to the alternative route of georgia avenue. also if you take a bus through the area and your bus route travels

megan mcgrath the is live with more on the investigation. >> reporter: good morning. investigators believe that the fire started inside the bombay gaylord restaurant which is right behind me here. you can see all of the charred tables and chairs that were pulled out of the restaurant and are now sitting here on the front sidewalk. a tremendous amount of damage. this restaurant has been basically been gutted. it was about 1:00 in the morning people who were inside another area business here, the quarterly house tafquarry house tavern underneath the restaurant, they were inside and noticed the smell of smoke. the presence of smoke. they came out of the tavern on to the street level and that's when they saw the fire and called it into 911. now, it was an intense blaze. a lot of firefighters here on the scene. we spoke a little while ago to the owner of the restaurant. and he says when he left at 10:15 last night everything was fine. he turned out the lights, everything was okay. then at around 1:00 in the morning, he got a call from a friend. he's been here for 17 years.

meg ap mc megan mcgrath is there. >> reporter: a tractor trarl hit the man. the driver stayed on the scene and is cooperating with police. the pedestrian died though and the question is what was this man doing in the middle of the road. he was actually in a lachb traffic on southbound 270 by father hurley exit. traffic has gotten back to normal here. all of the lanes are open. but still police are trying to figure out exactly what happened why this man was in the roadway. now, this happened around 1:30 this morning. we're told that the pedestrian was in the third lane of traffic. there was a car that was nearby about 100 or so feet away but we're told that that car was not registered to the man who was killed. so it's unclear whether or not he was in any way associated with that car, whether there was a breakdown and that's why he had ended up on the roadway. they're still trying to piece all of that together. if you were driving southbound on 270 at this point, your commute will be okay. all of the lanes are open. with more on traffic tieups this morning, we

megan mcgrath is live in mount plea with more on what we need to know to avoid a ticket. >> reporte well, good morning, what you need to know is what is the day that your street is swept. that's the biggest piece of informatio you can see behind me in the last 45 minutes since we last spoke to you, a lot of people have moved their cars. monday that is the day that this street, harvardt from 9:30 to 11:30. they want to make sure all of the cars are out of the way so street sweepers can get right up along the curb. the program was actually delayed by a couple of weeks this year because the bad winter weather that we had, but it gets uny today. so park restrictions in effect on the days that your street is swept from toda through the end of october. now, if you don't move your car you could get a $45 ticket. so the signs are very promineny displayed on your street. so if you don't day your street is cleared, just go out and this one is attached to a light post and you can see 9:30 to 11.:30. the program begins today. >> megan, thank you. >>> some of are you signed up for a pub crawl in arli

. >>> i'm megan mcgrath in germantown following the latest developments in a deadly pedestrian accident and new information released this morning by maryland state police about the possible role that alcohol may have played in the situation. it was 1:30 this morning, a tractor trailer traveling south on 270 near father hurley boulevard. the driver says he saw a black car parked on the shoulder of the road. when he turned his attention back to the highway, that's when he saw a man walking in the third lane of traffic. the driver says he was unable to avoid the pedestrian. the man was struck and killed. when police arrived on the scene, they did indeed found that xterra on the shoulder of the road, keys in the ignition still running and also say there was a strong smell of alcohol coming from inside the suv. now, the driver of the rig was checked out. he was found not to be impaired in any way, stayed on the scene and cooperated with police. the man who was killed his name has none been released. if there are any new developments we'll send out a push alert on our nbc 4 app. >>> happening

news 4 megan mcgrath has been watching construction crews all morning long in the rain. the rain not slowing crews down out there? >> reporter: no. hasn't slowed anything down. look behind me hee and see the crews working all the heavy equipment on the inbound side of the 16th street bridge. the work is happening around the clock as he rip out and replace this bridge over the next several months. we are definitely going to see traffic problems in the area. might be best to avoid this bridge all -- entirely. get used to the blaring of horns and the frustration of slow traffic. megan mcgrath is live at bethesda elementary with the changes the school system is making to the schedule. >> reporter: it has been a tough winter. lots of school delays and cancellations and it will mean a longer school year for the kids. many jurisdictions in maryland have actually used up all their a lotted snow days. a spokesperson is telling parents and teachers to plan on an extended school year. they may have to add days to the end of the year. let's take a look what is going on in the various jurisdictions here. montgomery county prince george's county and charles county they have four days built into their calendar. however, all three of those jurisdictions have used five days. frederick county they have five days built into the calendar and they have used all five. winter may not be over. we're hearing a wintery mix we could see later this afternoon. there's a possibility of additional cancellations making the situation even worse. now the state requires schools to have 180 days of instruction, however, the state can also waive snow days that aren't built into the calendar. what

right to news 4 megan mcgrath with more. good morning to you. >> reporter: good morning, barbara. the patient was brought here to nih very early in the morning before dawn and right now they're being evaluated by a team of specialists. now, not a lot of information is being released at this point, but here is what we know so far -- the patient is an american. they were admitted here to nih at 4:44 a.m. this morning. transported from sierra leon where they contracted ebola to the u.s. in isolation aboard a privately chartered medevac. the patient is a health care worker. they were volunteering at an ebola treatment unit in west africa where they came in contact with the virus. this is the second ebola patient treated here at nih. the first was nurse nina pham. she contracted the virus at a dallas hospital while treating thomas duncan a liberian man who fell ill shortly after coming to the u.s. pham was successfully treated, and released and she is now ebola-free. nih has a highly specialized contagious disease unit designed to handle diseases like ebola one of a handful of such fac

news 4 megan mcgrath live near 16th and military road in northwest d.c. what are the closures going to entail? which streets are involved? >> repor well, it's too very busy streets. 16th street bridge behind me running underneath it military road. two major commuter routes and you take away any lanes and you're going to see major problemsn terms of traffic. now, work to improve military road has been under way since last october, and now in a few weeks work on replacing the 16th street bridge begins and that's when things are really going to get messy. the bridge is going to go down to just one lane in each direction. mili road is going to just have one lane headed east two lanes headed west. there are six bus routes that will have to be diverted and at times military road will have to be shut down completely as bridge segments are put in place above it. doing that work though on the weekends. needless to say, drivers who travel through this area are not >> time sitting in traffic, alread. probably not use this route too much anymore. >> military road bad

megan mcgrath live where she found one potentially problematic pothole on nebraska avenue northwest. >> reporter: yeah, you almost need to be a stunt driver to avoid some of these potholes. you can take a look behind me here and you can see what we found on nebraska avenue. a pothole right there by the center line. and really they are all over the lays. the freeze and thaw cycle just causes the potholes to literally pop up randomly all around. so what they're trying to do here during potholepalooza is get a handle on all this. they will be throwing a lot of resources out there on the roadways trying to fix all of these holes. basically they will be cutting the response time from 72 hours which is what it typically have to get the report of a pothole and then fill it. during this month, they will be cutting that response time down to 48 hours. but they immediateneed help from the public. so you can report a pothole. you can do that a couple different ways. 311 the mayor's call center or you can use twitter. you can tweet out the location of a pothole at#ddotdc, use #potholepalooza #po

megan mcgrath live with the latest on what we know about the fire. >> reporter: good morning. you mentioned the road closure here on northbound georgia avenue. but just within the last few minutes they have started to take some of the tape down. we still have one strip of tape here across bon in a fant street. but they are starting to remove it. so i don't think it will be a whole lot longer. we'll of course keep an eye on that because that will impact traffic here for people this morning. the fire broke out and significant damage to the bombay gaylord restaurant. the back dining room area essentially was gutted in this. and just a tremendous amount of damage. it will be a while before the restaurant is able to reopen. also some damage lesser damage, to restaurants on either side. now, a little while ago, i spoke to the owner of the bombay gay lord. he says he's owned the restaurant for 17 years. he closed down last night at roughly around 10:15, he turned out the lights. he says everything was fine. in the middle of the night he got a call from a friend about the fire. >> loo
