melanie alnwick has the details. >> reporter: kids and families are still visiting the reston zoo andinteracting with the animals even though the zoo's director was arrested friday. 26-year-old megan mogensen is charged with animal cruelty and possession of a controlled substance because of an incident with a wallaby back in january. a usda inspection say said it had severe face and head injury. officials told inspectors it was euthanize wade drug that had not been approved. but another person at the reston zoo told fairfax county police a different story. jet allegations were brought to our attention when a wallaby died at the zoo and there was suspicions and circumstances around that death that caused someone to tip the police department off. >> reporter: a search warrant says the person who contacted police put the injured wallaby in a crate and notified mogensen. others allegedly saw her walking off with the crated wallab. the tipster later found an empty crate, and a trash bag in a dumpster with a dead, wet wallaby. others say there was poor record keeping and shallers with sharp

melanie? >> good morning. thank you. ed and others for inviting me to be here today. i was trying to figure out why i was invite and then it hit me, i think dual eligibles are poster children for those who use the high cost. i think we'll get into the prevalence of chronic disease, but the fragmentation between the two programs just exacerbates the use of technology and the high costs that are driving the system. so i just want to spend a couple of minutes kind of on that theme what is actionable and talk about a couple of actionable things we are trying to do at cms to try a get handle of the opportunity to improve quality and cost for this population. and the first is all about data. until we understand better this population, the subsets of the population, what's driving their care needs, what the utilization patterns are, by very discrete sub populations we won't be as effective as we can be in developing new models to improve transition and to improve the use of long-term care services. and so there's a few things we're doing in that regard. one is i'm pleased to

melanie talking about the purview of the poster children for the mix of technology and cost. we heard about a number of the pilots that cms has underway now to look for ways to improve the care of those individuals, decrease the churn back and forth between hospitals and nursing homes, et cetera. and reduce rate of costs there. we heard from joe newhouse that the problem of rising growth in health spending, those growth rates is really a problem that is ubiquitous across the world, and that notwithstanding the fact that the u.s. has a higher level, the real issue than the other countries t real issue is this rate of growth or cost. how, as he mentioned, nothing grows to the sky. joe, i was reminded of the things that cannot go on forever will stop. and you mentioned that we are probably going to halt this dramatic rates of growth in health spending. you don't know exactly how, we'd love to hear you perhaps address if we near the midst of that stopping now with consumer directed health plans and high deductible health plans and people not being able to afford care and all the

question really for ken or melanie or anybody else. on the issue of care coordination, team-delivered care, it doesn't -- you know, i think the common wisdom now is that this is really an important way to get at this high-cost population. but at the same time, it doesn't seem to be as simple as simply adding on a paid benefit. it seems to require both a structural change and a cultural change for a lot of care-givers. i wonder how we go about doing that in a program like medicare or medicaid for that matter? >> you're right, and it's not a coding change. i sort of think about it the way that north carolina, vermont have gone about this. in terms of building health teams that work with primary care practices. and the way i think you could do it in the medicare program, and i would do it in conjunction, too, with the exchanges, is basically that you would have to contract out, like they do in vermont, with different entities and different planned service areas, to have teams available to work with medicare patients. i would start off wit

melanie alnwick has more. >> reporter: good morning. we are talking about what is called the secure communities program. this is a program that requires local police to share fingerprint information with federal immigration officials and it has been rolling out across the country in phases. it is scheduled to take effect in the district and that is why the city council plans to take up this emergency legislation to tell local officials, local police and public safety officials that it is okay to ignore those federal requirements. opponents of the program say that secure communities can lead to racial profiling and fear among immigrant communities. last fall, d.c. mayor vincent gray signed an executive order saying that d.c. public safety fills will not ask about or send information about immigration status to the feds except when the status is pertinent to a criminal investigation. but immigrations and customs ebb forcement is press ago head asking the security communities requirement program state by state, city by city. phil mendelsoh

fox 5's melanie alnwick has the details. >> reporter: kids and families are still visiting reston zoo and interacting with the animals even though the director was arrested friday. 26-year-old meghan mogensen is charged with animal cruelty and possession of a controlled substance because of an incident with a wallaby in january. a usda inspection said the wallaby like this one seen here had severe face and head injuries. officials at reston zoo told inspectors the wallaby was euthanized with a drug that had not been approved, but another person at the zoo told fairfax county police a different story. >> the allegations brought to our attention when a wallaby died at the zoo. there was suspicions and circumstances around that death that caused someone to tip the police department off. >> reporter: a search warrant for e-mail and cell phone records says the person who contacted police put the injured wallaby in a crate and notified mogensen. other workers allegedly saw mogensen walking off with the crated wallaby. police say the tipster later found an empty crate, 5-gallon bucket full o

fox 5's melanie alnwick is live at the wilson building with the story this morning. >> reporter: good morning n the charging documents, particulars say kwame brown lied about his income by tens of thousands of dollars and falsified documents in order to object tape home equity loans and a loan to buy a boat. this happened about six years ago. that is considered bank fraud for which brown is considered and that is a felony and he is expected to plead guilty to that. now, yesterday, chairman kwame brown was swarmed by reporters and photographers as he left his office in the wilson building late in the day. he had spent most of the day in closed-door meeting with council and staff and, as we know, rumors of a deal with federal prosecutors had been dogging brown for days and he publicly said on tuesday that he had no plans to resign. but hours after he left city hall wednesday night, brown relinquished in a letter to the council secretary writing, quote, you here by resign my position as chairman of the council effective immediately. i've chosen the only honorable course in submitting my

melanie alnwick is live in our newsroom to explain more. >> this is a curve ball for defense friday's hearing was supposed to be about public disclosure of evidence in the case and ended up with george zimmerman ordered back to jail and his wife possibly facing purgery on contempt of court charges, quiet and co- operative, george turned himself back in to sanford police saturday afternoon. his bond was revoked friday after transcripts of telephone calls were presented which they say proved they lied about their finances during the april 20th bond hearing. a website, set up for zimmerman's legal defense had plenty of cash and zimmerman's not only transferred $135,000 from that fund to their credit union account but also spoke in code, to conceal the amount of money they were discussing. zimmerman that is claimed self- defense this the killing of trayvon martin and attorneys for both sides say zimmerman's credibility is now being questioned. defense said the money was moved into a trust, that the couple doesn't have access to, they are asking for a new bond hearing to explain that. zimm

melanie alnwick has more on this. >> reporter: this is a threat security experts warned us for years, the idea that terrorists could sneak themselves or nuclear weapons into the united states on cargo ships. and while we still don't know the details about this morning's security scare, it brings up new questions about the security of our nation's 3700 courts -- ports. they descended on port newark as the cargo ship docked. customs and border patrol heard knocking inside during an at- sea inspection. instead of going norfolk, virginia, the ship instead diverted to newark and it's there where authorities went to the ship and unloaded each container, they had to pry it off from the outside and begin inspecting for stowaways. the ship started out in the united arab emmirates, loaded in india and a last stop in pack. the last port was egypt on mid- 15. by mid-day, there is no sign of stowaways and the search conknows -- continues. more than 9 million cargo containers entereach year, about the size of a tractor- trailer. most of the ships that come into the u.s. are foreign-owned and foreig
