melanie alnwick and her crew are there on the scene.were responding to an accident this morning. they were on their way back to the station when they were hit bay tractor-trailer. they were traveling on the inner loop of route 50 when this accident happened. both vehicles went over the jersey wall and hit an suv. that is where things stand right now. we have seven people injured, four of them are firefighters. several lanes blocked off so that is where the situation stands right now. >> and as you can see, just a mass of responders that are there on the scene. both of those vehicles are on their sides. the tractor-trailer and the fire truck. so this is going to take some time to get cleaned up and figure out exactly what happened. we have a pretty good idea here from witnesses at the scene but we'll continue to follow this throughout the morning and bring you the latest. meanwhile, let's bring things back here inside to the studio and check in with tucker barnes no a look at our forecast for the day. it will be off to a nice warm start.

melanie alnwick is live in sterling, virginia with an update. >> good morning. the best i can tell you is things hook pretty good out here on route 7 in sterling. really just rain at this point and it seems like it has let up for a little bit. earlier today when we were heading out here, there was some changes over from sleet to freezing rain and then back to plain rain. but at this point, it looks like traffic is moving quite well. lots of people out here on the roads perhaps trying to get to work. hoping that the road temperatures will still stay warm enough for them to be able to get there in just wet conditions at this point. we have to know that v-d.o.t. crews and m high pressure d.o.t. crews and d-d.o.t. crews all out there standing by at the ready. they said they pretreated the slick spots, the thins they know are prone to icing over. parts of springfield interchange, some of those brings an overpasses that we talk about so much. we are not seeing anything, whether it is on the grass or on the power lines or on the bushes, we haven't seeing anything pleas

fox 5's melanie alwick is live on capitol hill this morning with a closer look at the deal. melany. >>reporter: wisdom, you know, it was definitely a nailbiter all day here on capitol hill, despite the bipartisan approval in the senate early on new year's day, passage in the house was definitely not certain, and as the evening wore on, hill watchers were starting to get a little nervous. it was literally the 11th hour, 11:00 last night when house speaker john boehner finally put the senate version up for a vote. it passed 257-167 with mostly democratic support. for much of the day house republicans argued over whether to change the bill by tacking on spending cuts and send it back to the senate. senate leaders warned that would blow apart the entire deal. now, the bill means that taxes will only go up on americans making $400,000, couples making $450,000 and that's fewer people than president obama initially wanted. it also extends long-term unemployment benefits, fixes the alternative minimum tax and prevents a spike in dairy prices. it delays the $109 billion in automatic spending

melanie is live on capitol hill with more on this story now. good morning. >> reporter: good morning, allison. we understand the house is going to start considering the legislation today but house speaker john boehner and erik canter sent out messages last night saying they will not put this up for a vote until they, their members and the american people have had a chance to review it. we understand that vote possibly could happen late today or perhaps wednesday. in the deal, approved by the senate, income tax rates will stay the same. individuals making $400,000 and $450,000 will see their taxes rise. and $109 billion in spending cuts to domestic programs has been delayed two months. and alternative minimum tax and payments to medicare providers. senators say it is a less than perfect plan but it's a start. still some criticize the bill saying it doesn't go far enough to reduce the deficit or unemployment. >> the idea that people earning $300,000 to $400,000 a year could not pay the taxes they paid in the 1990s when the economy was booming is

good morning, melanie. >> reporter: good morning.e do have an update for you on some of the conditions. we're told three of the firefighters have been upgraded and that they will be released later today. however, one does remain in critical condition. at last we were told he or she was still under going surgery in baltimore. the other people, two in the suv and one in the tractor trailer were taken to medstar. serious but not life threatening injuries. no information as to whether they have been upgraded so far. that is the situation as far as the injuries go. 7 people in all involved in this accident. you can see behind me here that it's going to be slow going. they are trying to get the engine on to the flat bad. if you can see in between, you may be able to make out the wheels of the tractor trailer. still flipped over on its side. right now we have three lanes open on the outer loop. two lanes on the inner loop. it's still going to be a couple hours before we're able to get all of the lanes here open. let's go to video from earli

fox 5's melanie alnwick is live in northwest d.c.n the elements as you can clearly see there. >> we can barely see you through the snowflakes. >> part of the reason you are able to see all this snow is because my photographer dave rysak has shown a light up on it. if you were to look just out the window, you wouldn't see it coming down. it is kind of tricky like that. you wouldn't think there is precip in the air. it is so fine that there is not a lot of moisture to it at all. very, very tiny and granular but it is starting to build up a little bit. d.c. snow plows have been out here this morning. i shouldn't even say plows. i don't think there is enough out here for them to actually plow but we've seen the salt truck coming through. it doesn't take very long for them to melt that snow down into black pavement. you can look here on livingston street where we are right now. when we first arrived here maybe half an hour ago, this was covered with snow and then we saw a salt truck come by, made two passes. and you can see the end result

melanie alnwick is live now with the latest on the road conditions.looking out there in northwest? >> reporter: here in northwest dc, everything looks really good. most of the streets we've seen are down to wet pavement right now. main roads, traffic is moving along at a nice clip. and the side roads we haven't seen anybody spinning their wheels or skidding at all. we did see lots of workout here early this morning by the salt trucks. we've been monitoring metro's twitter feed and apparently a couple metro buses reroute in parts of northern virginia because of icy conditions. very important if you are waiting on a bus or planning on taking a bus, check their web site and give them a call if your side route is on this schedule. western avenue just fine. so people moving along for sure. we also just happened to be here by one of the dog parks in dc. so that is one of the things people are taking advantage of if they have that delay or don't have to be at work. the pets are really enjoying this. they are running around. they are having a good time. we al

fox 5's melanie alnwick is live at the navy yard station in southeast this morning with the latest. >> reporter: metro is apologizing to passengers foren inconvenience after yesterday's mess and it will hold a debriefing with fire department officials this morning to try to figure out what happened and to prevent it from happening again. d.c. fire trucks and ambulances converged on the anacostia and navy yard stations in the middle of the evening rush hour. there was smoke in the tunnel. metro called firefighters to check on what it called an arcing insulator, a part of the third rail that is generating smoke due to wayward electrical current. firefighters cut power to two trains and that left a lot of riders stuck. passengers were sitting on hot, dark trains not getting much direction they say. one says the conductor told them there was a fire on the track and when the lights went out, people panicked. >> we were on there. women started passing out. somebody had an asthma attack. >> i hit the emergency exit button. that is the center door and it opened up. i proceeded to walk down th

melanie is live on capitol hill this morning.f package has many law makers outraged. why is that exactly? >> there's a couple different fractions here and they are all outraged for different reasons. you have the new york and new jersey delegations. it is going to take even longer now for them to get some financial relief. and then you have democrats as a whole upset house leaderships wouldn't bring a package already passed by the senate. wouldn't bring it up for vote. and then fiscal hawks in-house who were upset and outraged with unnecessary spending. had nothing to do with actual relief for hurricane sandy victims. now the 113th congress will be sworn in today at noon. and that is going to include 12 new senators and 81 new republicans. those are going to be seated at noon. the 113th congress is more diverse with more female, black, asian law makers. more gay members and the fewest black republicans. i'm sorry the first black republican elected in decades. and the fewest number of veterans since world war ii. john boehner did

melanie alnwick is live on capitol hill this morning with the latest on this situation. good morning to you. >> reporter: good morning to you. the deal making continue well into the night with the vote coming at 2:00 in the morning. as you said, the vote -- the bill passed 89-8. shortly after the vote, president obama said while neither decembers nor republicans got everything they wanted, this agreement is the right thing to do for our country and the house should pass it without delay. now, house speaker john boehner and his leadership team say they need it review the bill before putting it up for a vote. that could happen late today or perhaps wednesday. in the deal approved by the tonight, income tax rates will stay the same for most americans. individuals making $400,000 and couples making $450,000 will see their taxes rise. the planned $24 billion in spending cuts to defense and domestic programs, they've been delayed just two months. senators say it is a less than perfect plan but it is a start. >> we don't think taxes should be going up on anyone but we all knew,

fox 5's melanie alnwick is live on capitol hill with the details. >> good morning. >> reporter: it waspitol hill. imagine that, republicans and decembers working together to craft a big proposal. when it comes to immigration reform, there could be a sticking point or two that could scuttle the deal. now, eight senators, four republicans and four democrats released the framework monday which they call a tough but fair route to citizenship for more than 11 million people living here illegally. it allows more temporary workers to stay, increases border security and cracks down on employers who hire illegals. similar to the president's plan, people here illegally would have to pass background checks, pay fines and taxes and then apply behind those who are already in line for a green card. in the 2012 election, 71% of the latino vote went to president obama. florida republican senator marco rubio helped shape the proposal. >> we are dealing with 11 million human beings who are here undocumented. the vast and enormous majority of whom have come here in pursuit of what all of us would recogni
